Geoff Soderqui st,PE Director, Lewis County Public Works Approved By: Date Approved: Ryan Barrett County Manager, Lewis County Human Resources LEWIS COUNTY IVashington's Fi1.J/ County To: Geoff Soderquist, Public Works Director From: Rachel Lester, HR Generalist Sr. Date: March 12, 2026 RE: Salary Analysis for Fleet Coordinator and Parts Specialist Methodology 351 NW North Street Chehalis, WA 98532-1900 360.740.1209 Pursuant to the recently ratified collective bargaining agreement between Lewis County Public Works and Community Development and AFSCME Local 1341, Human Resources is conducting a compensation study of all represented positions within six months. As part of that process, a salary analysis was conducted for the Fleet Operations Coordinator and Parts Specialist positions within the Public Works Fleet Services Division. The Lewis County Board of County Commissioners (BOCC) has established a compensation benchmark of placing positions at approximately the 55th percentile of the market. This analysis evaluates current salary grades against that benchmark. Comparable market data was gathered from Washington counties similar to Lewis County in population and assessed value, including: • Chelan County • Clallam County • Cowlitz County • Franklin County • Grant County • Grays Harbor County • Island County • Mason County Where data was unavailable or limited, this was due to: • Positions not existing in comparable counties • Shared or blended roles that do not align with Lewis County job descriptions • Expired labor agreements (Island County operating under a 2025 contract) • Structural differences (Grays Harbor and Grant counties only have a Fleet or ER&R Manager, no Coordinator) Human Resources Public Disclosure Requests Rachel Lester HR Generalist SR Lewis County Human Resources Market comparisons were conducted using available salary schedules and aligning classifications as closely as possible to Lewis County's job descriptions and scope of work. Summary of Findings The Fleet Operations Coordinator position is currently aligned with the BOCC's 55th percentile market objective, and no adjustment is recommended. The Parts Specialist position falls below the market target and requires adjustment to improve external competitiveness and internal equity. Fleet Operations Coordinator • Current Grade: 122 • Position Level: Associate degree and four years of Fleet Management • Market Finding: Approximately at the 55th percentile Analysis: At the first step of the Lewis County Master Salary Schedule, the position is approximately 5% below market. However, based on the qualifications typically required, initial placement commonly occurs above the first step. The midrange salary is approximately 1.1% above the 55th percentile, while the top step is 6.2% above market. Based on this analysis, the position is appropriately aligned with the County's compensation target. Parts Specialist • Current Grade: 116 • Position Level: Stand-alone position, low entry requirements • Market Finding: Below 55th percentile at current grade Analysis: Reclassifying the position from Grade 116 to Grade 117 would place the entry step approximately 5.8% below market, while aligning the midrange and top steps at or above the 55th percentile. As with similar classifications, initial placement would typically occur above the first step based on qualifications and experience. Recommendations / Conclusion To align with the BOCC's compensation philosophy of targeting the 55th percentile of the market, the following adjustments are recommended: I Position I Current Recommended IRatlonale I Grade Grade Fleet Operations EJINoChange I Current grade aligns with market Coordinator Parts Specialist EJl117 I Aligns with 55th percentile at mid- range Page 2 of3 These adjustments: • Address identified market misalignment • Support recruitment and retention • Maintain internal equity • Align compensation with the BOCC's market benchmark Overall, these recommendations bring the Parts Specialist classification into closer alignment with comparable market positions while maintaining internal consistency within the salary structure.
