Public comment: None.
Executive session: At 9:02 a.m., Commissioner Pollock announced that the Board would be going into
executive session until 9:15 a.m. to discuss Restorical Research / Centralia landfill with Chief Civil DPA
David Bailey and outside counsel Matt Cockrell under RCW 42.30.110(1)(i) and to discuss County
application of statutory procedures required by RCW 42.12 with DPA Scott Gripp under RCWs
42.30.110(1)(h) and 42.30.110(1)(i). Ryan Barrett, Becky Butler, Geoff Soderquist and Rocky Lyon also
joined.
At 9:15 a.m., Commissioner Pollock extended executive session until 9:18 a.m.
Executive session ended at 9:18 a.m. Commissioner Pollock noted that no decisions had been made.
Commissioner Brummer made a motion to authorize insurance counsel to proceed with settlement
negotiations regarding Restorical Research / Centralia landfill as discussed in executive session.
Commissioner Swope seconded. Motion passed 3-0.
Commissioner Brummer made a motion to direct staff to advertise and accept applications to fill a
vacancy (Position 4) on Winlock City Council. Commissioner Swope seconded. Motion passed 3-0.
Agenda change: Commissioner Brummer made a motion to add to the July 7, 2026, BOCC Business
Meeting Resolution 26-202: Dedicate replicas of the Declaration of Independence, the United States
Constitution and the Bill of Rights to the Lewis County Historic Courthouse in celebration of America’s
250th anniversary. Commissioner Swope seconded. Motion passed 3-0.
Proposed ordinance regarding endangerment of children: Commissioner Swope reviewed a proposed
ordinance modeled after one established by Snohomish County to allow the search of property when
children or other dependents are exposed to synthetic opioids.
Human Resources compensation consideration: Ryan Barrett reviewed the request.
Commissioner Brummer made a motion to increase Chloe Nugent’s salary from a Grade 122, Step 6 to
a Grade 122, Step 10 effective Oct. 1, 2026. Commissioner Swope seconded. Motion passed 3-0.
Minute folders: Commissioner Brummer made a motion to approve minute folders for the weeks of
June 8, 15 and 22. Commissioner Swope seconded. Motion passed 3-0.
Vacancies: The commissioners reviewed vacancies on the Public Facilities District (PFD) and the Lodging
Tax Advisory Committee (LTAC). They directed staff to draft resolutions appointing Leah Sisemore to PFD
and Lenee Langdon to LTAC.
WSAC County Leaders Conference: All three commissioners said they plan to attend the WSAC County
Leaders Conference Nov. 17-19 in Tacoma. They directed staff to cancel affected meetings.
Correspondence / new business: The commissioners discussed correspondence received from the No
Place for a Mine group. The commissioners said they would like the group to provide an update via
email instead of in person. The commissioners also discussed an upcoming Energy Peer Exchange
conference as well as correspondence received regarding Foron Road.
