Banking and Investment Officer salary request: Treasurer Arny Davis discussed his request. He said interest earned would cover the bulk of the increase, leaving $10,000 to be charged to the General Fund. Becky Butler noted that county policy states interest earned goes back to the special purpose districts. She said she has not yet heard from Arny whether the Treasurer’s Office is in compliance with the policy. Arny said the Treasurer’s Office can charge administrative fees for its work on the special purpose districts’ behalf. Ryan Barrett said the county’s typical comparative counties do not have positions similar to the proposed Senior Investment and Banking Officer position. He said HR completed a salary analysis study that found that similar-sized counties do not typically have a comparable position while some larger counties – with much larger budgets – have similar positions at slightly lower salaries. Arny said system problems caused previous reconciliation issues. He said bringing Rodney Reynolds back at the higher proposed salary – increasing from a grade 130 to a grade 133 – would solve those issues. The group discussed reconciliation issues within the Treasurer’s Office, noting that those date back to 2019. The commissioners discussed compression concerns should the salary be increased. They discussed the possibility of authorizing an increase from a grade 130 to a grade 132. The commissioners directed staff to review the potential budget effects of increasing the position from a grade 130 to a grade 132. The commissioners said they will further discuss the request July 15. Letter regarding Office of Management and Budget (OMB) proposal to rewrite 2 CFR Part 200 (known as Uniform Guidance), regulation for Federal Financial Assistance: The commissioners agreed to sign the letter. Commissioner Swope directed Rieva Lester to sign the letter on his behalf. Executive session: At 9:32 a.m., Commissioner Pollock announced that the Board would be going into executive session under RCW 42.30.110(1)(i) until 9:45 a.m. to discuss Vader water with Chief Civil Deputy Prosecuting Attorney David Bailey. Ryan Barrett, Becky Butler and Geoff Soderquist also joined. • At 9:45 a.m., Commissioner Pollock extended executive session until 9:55 a.m. • At 9:55 a.m., Commissioner Pollock extended executive session until 10 a.m. Executive session ended at 10 a.m. Commissioner Pollock noted that no decisions had been made. Agenda changes: Commissioner Brummer made a motion to add to the July 14, 2026, BOCC Business Meeting the following four items: • Resolution 26-212: Notice of a public hearing for Resolution 26-190, which established a six- month emergency moratorium on Family Burial Grounds. Natalie Kamieniecki discussed the resolution. • Resolution 26-224: Elect to receive Secure Rural Schools and Community Self Determination Funding and Allocation of Title II and Title III Funds for the Federal fiscal year 2026 for 2027 payments. Becky Butler discussed the resolution on Treasurer Arny Davis’s behalf. • Resolution 26-225: Approve a statement of work with CDW Government LLC for FRSecure virtual Chief Information Security Officer (vCISO) services using Sourcewell Contract #121923- CDW. Gabe Anzelini discussed the resolution. • Resolution 26-226: Approve an amended Federal Aid Project Prospectus between Lewis County and Washington State Department of Transportation (WSDOT) for the Davison Road MP 0.01 Bridge Rehabilitation, CRP 2198 and rescind the previous prospectus per Resolution 22-300. Commissioner Pollock seconded the motion. Motion passed 2-0. Central Transfer Station rental agreement: The commissioners said they’ll discuss the topic July 15. Burlington Northern Sante Fe lease: The commissioners directed Matt Patana to move forward with the lease. Letter of support for preservation grant for Historic Courthouse: The commissioners agreed to sign the letter of support. Matt Patana noted the grant would require a 25 percent match. Appointments: The commissioners said they will plan to review the Winlock City Council applications received, narrow the pool and then plan interviews after the application deadline lapses. Announcements: Mindy Brooks noted that the burn ban goes into effect on July 15 annually, as outlined in Resolution 25-189. Meeting adjourned at 10:11 a.m.
