Arny said that some preliminary communication regarding the Treasurer’s Office’s delays in providing June 2026 investment fund balance reports to members of the investment pool has taken place with select local stakeholders, but broader outreach remains paused while internal staff continue to review the data. He said any potential variances are anticipated to be minimal at the individual district level, and the office is utilizing available internal resources to resolve the figures as efficiently as possible. The Finance Committee portion of the meeting ended at 10:34 a.m. Treasurer’s Office Updates: Treasurer Arny Davis requested a temporary extension of a professional services contract for up to 90 days to provide transition support and technical training. Rodney Reynolds was able to confirm availability to assist on a part-time basis. Rodney Reynolds discussed the errors he is finding as he attempts to reconcile and correct the 2026 investment fund reports the Treasurer’s Office provides to the taxing districts involved in the investment pool. Rodney said that review of Munis and Simpro revealed large variances, including manual entry discrepancies, timing differences, and typos spanning multiple periods for quite some time. Grace Jimenez informed the Board that state reporting guidelines require discrepancies from closed fiscal years to be processed as prior-year corrections. This ensures that current activity remains separate and accurate, preventing the commingling of financial periods. Arny said that impacts on pool participants are expected to be minor. Commissioner Pollock raised concerns about this and would like verification through updates at future meetings. The Board asked that this be placed on Wrap-Up for resolution. The Board would like to approve the contract extension for 90 days with regular monthly updates to monitor progress. Auditor’s Office Updates: Grace Jimenez discussed the reports throughout June 2026. There have not been a lot of budget changes. BOCC saw larger payments due to OpenGov costs and legal expenditures. The Assessor’s Office expenditures are a little higher than normal due to software licensing. Grace said overall, the general fund is at 46.8% expended through June. Grace said ARPA is spending down and general capital fund will be fully expended by the end of 2026. Grace said general liability is seeing higher expenditures due to insurance costs and claims. Grace said the SAO entrance conference for the single audit, financial audit, and federal audit has been scheduled. Larry Grove said ballot return is currently at 12% for Lewis County. Licensing and Recording have seen some staff turnover and there is still a position needing to be filled. Meeting adjourned at 11:09 a.m.
