LEWIS COUNTY ANIMAL SHELTER )
WHEREAS, the on-site sewage treatment system is not adequate to serve the needs of the facility and
is in need of replacement; and
WHEREAS, Lewis County has issued a Call for Bids for provision of such equipment, and labor, to
provide and install two on site systems, one for domestic waste and one for animal waste, as per engineers
drawings and specifications; and
WHEREAS, Lewis County received 3 responses to said Bid Call and the results are as follows:
Brumfield Construction, Inc., Westport, WA$61,879.00
DJ's Plumbing, LLC, Centralia, WA$69,620.00
Northwest Cascade, Inc. Puyallup, WA$84.250.00;
WHEREAS, Brumfield Construction of Westport, WA submitted the lowest responsible bid of
$61,879.00;
NOW THEREFORE, BE IT RESOLVED, by the Board of County Commissioners (BOCC), that the
County awards the contract for the Installation of Septic Systems at the Lewis County Animal Shelter to
Brumfield Construction, Inc.; and
BE IT FURTHER RESOLVED, that the Director of Central Services is hereby authorized to prepare
said contract and to sign on behalf of the BOCC.

Description
Lewis County Central Services, Facilities Division solicited bids for the installation of two septic
systems to replace one failing treatment system located at the Lewis County Animal Shelter.
The current system utilizes a drip emitter drain field to distribute treated effluent. This system was
professionally designed but does not work well for the treatment of animal waste, due to large
volumes of hair and other solids in the effluent stream.
The two new systems will separate domestic waste from animal waste and distribute effluent into two
separate drain fields, each designed to properly handle each type of waste.
Lewis County received 3 responsive bids for this project:

Recommendation
Staff recommends that the BOCC award the contract for the Animal Shelter Septic Project to
Brumfield Construction, Inc.
