Sales and Use Tax funds to Local Agencies
Resolution No. 15- 313
WHEREAS: the Board of County Commissioners (BOCC), Lewis County,
Washington, has approved awarding funds from the CD-MH-TC Sales Tax Funds to local
agencies for community-based projects which provide prevention of and assistance for
mental health and substance use disorder services; AND
WHEREAS: funding for the award of$272,500 per year for two years for a total of
$545,000 from January 1, 2016 through December 31, 2017, comes from .1 of 1% Sales
and Use tax imposed by the adoption of Ordinance 1224 on June 20, 2011; AND
WHEREAS: it appears to be in the best public interest to authorize the execution
of said contracts for Lewis County;
NOW, THEREFORE BE IT RESOLVED that the BOCC of Lewis County
authorizes staff to negotiate contracts with appropriate local agencies for the provision of
substance use disorder and mental health related services

An ad hoc committee was created to review the proposals and listen to the applicants'
presentations.As you know,we released the RFP with a total of$325,000 per year to
allocate for programs.With that in mind committee members spent a good deal of time
deciding which programs they believe will yield the best return on investment for the
county. Following extensive deliberation,the programs we recommend you fund along
with the amounts are ranked in the following table (please note comments for each
proposal follows the table):

Comments about each proposal:
1. Health Partnership for Nurse Family Partnership (NFP) program: NFP is a nationally
recognized evidence-based program that has been in existence for 37 years and has
a proven return on investment. This program has been proven through repeated
randomized trials to reduce maternal mental illness, improve children's readiness
and ability to learn, reduce dependence on government assistance,and reduce
criminal justice involvement for mothers and children.The committee recommends
that this program be funded at 100% of the request since many of the costs are
required in order to have the program in Lewis County. However, since the RFP
stated we have $325,000 to award the committee only listed $118,000 for this
program in order to reach that total.The committee recommends that the
Commissioners fund the balance out of the tax fund carryover.
2. Housing Resource Center: recommend funding at reduced amount
3. Centralia College: recommend funding at reduced amount to maintain award level
from previous RFP.
4. Reliable Enterprises: recommend funding at reduced amount
5. Cascade Mental Health Care and Schools:
The committee recommends funding if the following conditions can be met:
• Recommend requiring Cascade Mental Health to revise its proposal to
identify and adopt an evidence-based model for its program. The
model should be cited and specific program goals identified. As
written it is not clear what the program is or what it will accomplish.
• Recommend requiring receipt of a letter of commitment from each
participating school principal before contracts begin.The proposal
only had one letter of support and the county should ensure that each
school is committed to requiring teachers or other referring parties to
complete the pre and post evaluation documentation for each student
referred to the program.
o Removed the request for Chehalis School District due to limited funding and
the understanding that Chehalis has access to more resources than the other
schools.
o Reduced amount for remaining schools to the same to maintain award level
from previous RFP with a slight increase for Pe Ell from $5,000 to $7,000 a
year.
6. ESD 113 and Centralia School District:
The committee does not recommend funding based on the following concerns:
o A large dollar amount to only serve Centralia Middle School
o Proposed mental health services should be billable to either Medicaid or
private insurance
o Proposed outreach position for all school districts -not a good use of funds
o Not an evidence-based program
7. Youth Advocacy Center (YAC):
The committee does not recommend funding based on the following concerns:
o Already a significant amount of tax dollars being used for"case management"
o A large dollar amount requested for a small number of clients served
o Concerns about implementation with proposed staffing model
o Not an evidence-based program
Committee members would like to thank the Commissioners for the opportunity to
participate in this process and hope that our recommendations will be helpful to you as you
make the final funding decisions.

The County received proposals in response to the RFP released for the CD-MH-TC sales tax fund.
An ad hoc committee was created to review the proposals and listen to presentations. The committee
recommends funding the following agencies with the specified amount each year for two years:
Health Partnership, $117,500; Housing Resource Center, $60,000; Centralia College, $30,000;
Reliable Enterprises, $65,000; and Cascade Mental Health Care, $52,500.
This will equal $325,00 per year for two years for a total amount of$650,000 from January 2016
through December 2017.
With the approval of this resolution, staff will negotiate contracts with the appropriate local agencies
for the amounts specified.
