January 8, 2018

Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Chris Clowe of Mossyrock asked the commissioners to allow the use of ATVs on county roads. He
addressed safety concerns regarding ATVs.
Larry Smith of Mossyrock said he rides ATVs in Idaho because laws there allow for it. He said it's time
for Lewis County to allow ATV use as well.
PRESENTATION(S)
Commissioner Stamper made a motion to approve a proclamation recognizing Jan. 9, 2018, as Law
Enforcement Day. Commissioner Jackson seconded.
Proclamation: Recognizing Jan. 9,2018,as Law Enforcement Day.
Commissioner Stamper read the proclamation into the record.
George Chandler of Chehalis discussed the use of blue lights as a show of support to law enforcement.
George said he and his wife Elaine commissioned signs to be placed on the back of all Twin Transit buses
in support of law enforcement.
George and the commissioners presented Sheriff Snaza with a signed copy of the sign the Chandlers had
commissioned.
Members of law enforcement introduced themselves.
Motion passed 3-0.

NOTICE ITEM(S)
Commissioner Jackson made a motion to approve Resolutions 18-001 through 18-006. Commissioner
Stamper seconded.
Resolution 18-001: Notice of Hearing for the proposed amendment to the 2018 Annual Construction
Program (ACP)and 2018-2023 Six-Year Transportation Improvement Program (TIP).The hearing will
begin at or after 10 a.m.Jan. 29, 2018, in the Commissioners' Hearing Room.
Erik Martin, Director of Public Works, spoke to the resolution. He said the amendment is needed
because the county has received funding from the Surface Transportation (STP) Bridge program. He said
the grant funding will cover three projects: the Pleasant Valley Bridge Scour,the Stowell Bridge Scour
and the Townsend Bridge Replacement Project.
Resolution 18-002: Call for bids for the Graf Road MP 1.01 Culvert Replacement, CMP 1531. Bids are
due to the Clerk of the Board by 11 a.m.Jan. 30,2018.
Erik Martin, Director of Public Works,spoke to the resolution. He said the county will replace a culvert
on Graf Road. He said a stream bypass would be installed, and work would include removing the existing
culvert and restoring the streambed.
Resolution 18-003: Notice of Hearing to modify the Vader-Enchanted Valley Water Fee and Rate
Schedule. The hearing will begin at or after 10 a.m.Jan. 22, 2018, in the Commissioners' Hearing
Room.
Erik Martin, Director of Public Works, spoke to the resolution. He said rates are being changed due to
UDSA grant requirements for increased capital fees and because the county realized it was not covering
its costs for service call-outs.
Resolution 18-004: Notice of Hearing for updating the policy and fee schedule in accordance with the
Public Records Act.The hearing will begin at or after 10 a.m.Jan. 29,2018, in the Commissioners'
Hearing Room.
Commissioner Fund spoke to the resolution.
Resolution 18-005: Notice of the establishment of the 2018 county road construction projects by
County Forces.
Erik Martin, Director of Public Works, spoke to the resolution. He said the notice is required annually.
He said the bulk of the funding is for the 2018 Countywide 3R Program, which will focus on Paradise
Estates.

Resolution 18-006: Notice of Hearing for the fifth 2017 Budget Amendment.The hearing will begin at
or after 10 a.m.Jan. 22, 2018, in the Commissioners' Hearing Room.
Steve Walton, Director of Central Services, spoke to the resolution. He said the amendment for the
Roads 2017 budget would reflect a $1,000,000 increase in expenditures, a $400,000 increase in revenue
and a use of fund balance of$600,000.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the December 18,2017 meeting as
well as Resolution 18-007. Commissioner Jackson seconded.
Resolution 18-007: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 781917-
782187, 782425-782514, 782659-782947, 783103-783224 (771 regular warrants) were issued the weeks
of Dec. 15, 2017, and Jan. 1, 2018, for payments totaling$3,357,303.65. She noted a typographical error
had listed the issue date as Dec. 23 when it should have been Dec. 15.
Suzette noted a skip in sequence for warrants 782515-782658 and 782948-783102, which were issued
on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Jackson made a motion to approve Resolutions 18-008 through 18-013. Commissioner
Stamper seconded.
Resolution 18-008: Appoint William Sullivan to the Pacific Mountain Workforce Development Board.
Commissioner Stamper spoke to the resolution. He said William "Bill" Sullivan had sat on the Pacific
Mountain Workforce Development Board in the past and will provide insight.
Resolution 18-009: Reappoint Deborah Mizner to the Lewis-Thurston-Mason Area Agency on Aging
(LMTAAA)Advisory Council for a term to expire Dec.31,2019.
Commissioner Stamper spoke to the resolution.

Resolution 18-010: Set the 2018 mileage rate at 54.5 cents per mile for privately-owned vehicles used
for county business.
Suzette Smith, representing the Auditor's Office, spoke to the resolution. Suzette said the 2017 mileage
rate was 53.5 cents per mile and that the 2018 rate reflects a one-cent-per-mile increase.
Resolution 18-011: Approve a contract for public defender indigent defense services with Joseph O.
Enbody.
Archie Smith, Human Resources Director, spoke to the resolution. He said an attorney had left, creating
a vacancy.
Resolution 18-012: Renew prisoner housing agreements between the Lewis County Sheriff's Office
and the cities of Centralia,Chehalis,Napavine,Winlock, Mossyrock,Vader,Toledo, Pe Ell and Morton.
Chief Chris Sweet with the Lewis County Sheriff's Office spoke to the resolution. He said the Sheriff's
Office is wrapping up its annual contracts. He said the new contracts reflect a 5 percent increase. He
thanked Carrie Breen for her work on the contracts.
Commissioner Jackson said he would like to know what other area counties charge for prisoner housing.
Resolution 18-013: Ratify an executed contract for Lewis County Guardrail Replacement Project,
county project No. 63E-575320 and 63E-700780.
Erik Martin, Director of Public Works, spoke to the resolution. He said the project went out to bid in
November. He said Coral Construction was the low bidder at$123,456.00 for a project at Deggler Road
and Winlock-Vader Road. He said the engineer's estimate for the project was$135,700.
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Jackson reflected on his first year in office, including his work on countywide transit.
Commissioner Stamper discussed ORM's work to clear a 3.5-acre area near Mayfield Lake to create
views of the lake.
Commissioner Fund discussed Centralia Coach Lon Brown's retirement after a 56-year career.
Commissioners Jackson and Stamper also reflected on Coach Brown's career.

PRESS CONFERENCE
Commissioner Fund praised the Winlock Senior Center community for rallying.
Ron Averill of Centralia thanked the commissioners for the $100,000 the county provided for the senior
centers. He said the seniors group would like ownership of a van. Ron discussed indigent defense.
Becky Butler, Budget Services Manager, clarified that the resolution earlier in the day was for indigent
defense, not for the Defender of the Day position.
Commissioner Fund discussed Attorney General Jeff Sessions' move regarding marijuana.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:52 a.m.,with the next Business Meeting scheduled for
10 a.m. Monday,January 22, 2018, in the Commissioners' Hearing Room (Room 223).
