LEWIS COUNTY
WHEREAS,the Flood Authority directed the Flood Authority staff to work with Lewis County,acting as the
Fiscal Agent,to prepare and enter into an Interagency Agreement with Washington State Recreation and
Conservation Office(RCO);and
WHEREAS, Lewis County Board of County Commissioners authorized,with the passage of Resolution 15-232,
the Director of Community Development to execute and enter into an Interagency Agreement(RCO#15-
1475)with RCO,for the purpose of releasing funds authorized by the Legislature;and
WHEREAS,the Flood Authority discussed and approved 2017-19 scopes of work and budget during the June
15, 2017 meeting together with routine considerations by the Flood Authority and staff related to budget to
cover critical local activities in the absence of a state capital budget;and
WHEREAS, RCO submitted to Lewis County Amendment#8 increasing total project cost by$45,000.00 to a
revised amount not to exceed $826,124.19; and
WHEREAS,it appears to be in the best public interest to approve Amendment#8.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners concurs with the
recommendation to execute Amendment#8 related to RCO#15-1475,whereby RCO shall reimburse Lewis
County, acting as the Fiscal Agent for Flood Authority,an amount not to exceed $826,124.19 for the
performance of work set forth in Statement of Work, as well as the Amendments, and authorizes the
Director of Community Development to1sign the same on behalf of Lewis County.

The purpose of this memo is to provide you with an analysis of critical local activities and funding levels for
consideration of remaining, limited 2015-17 state capital budget funds. This analysis(critical local activities,
funding levels) has been reviewed and approved by the Chair and Vice-Chair of the Flood Authority. Feel free to

A. Critical Local Activities
Critical local activities support, oversee, and otherwise manage:
1. Completion of Local Projects.
2. Implementation of Chehalis Basin Flood Warning System(www.chehalisriverflood.com).
3. Completion of Gage Datum Resets(USGS, Ecology).
4. Delivery of Staffing, Facilitation Support(Chehalis River Basin Flood Authority).
5• Implementation of Local Flood Plain Management solutions.
Critical local activities are provided (through RCO interagency agreement with Lewis County) by:
• Lewis County(Lee Napier, Graham Gowing, Pat Anderson).
• SBGH-Partners(Scott Boettcher).
• Kramer Consulting(Jim Kramer).
• French &Associates(French Wetmore).
B. Current Expenditures, Budget for Critical Local Activities
Average monthly expenditure for critical local activities: $12,890.17.
Current remaining budget(through 9/2017)for critical local activities: $40,865.02.

Current remaining budget will cover critical local activities through December 203.7.
Beginning January 2o18, additional resources are needed to stay in balance as follows:
• Through January 2018--$10,695.65.
• Through February 203.8-- $23,585.81.
• Through March 2o18--$36,475.98.
• Through April 2018--$49,366.15.
Additional resources are needed to ensure continued delivery of critical local activities across the Basin for
203.7/18 flood season. Doing so will ensure Table 1 priority objectives are met.
