2018-02-05 Business Meeting Minutes OP676OPPP LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes February 5, 2018 Present: Commissioner Fund, Commissioner Stamper Absent: Commissioner Jackson Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:02 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Bob Russell of Chehalis said $80,000 has been raised for the George Washington statue. He said a scholarship also is in the works. Bob then discussed the home rule charter effort. He said he opposes the change but supports the idea of an administrator. Bob then discussed the Beaver Glenn development. He said the homeowners' association is trying to find some tax relief and that he has reached out to Community Development and the Assessor's Office. NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 18-056. Commissioner Fund seconded. Resolution 18-056: Call for bids for official newspaper to publish all of Lewis County's legal and other official notices for one year beginning July 1, 2018. Bids are due to the Clerk of the Board by 4 p.m. March 23, 2018. Commissioner Fund briefly discussed the call for bids. Motion passed 2-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the January 29, 2018, meeting as well as Resolution 18-057. Commissioner Fund seconded. Resolution 18-057: Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 784807- 784883 and 784924-785081, totaling $357,350.49, were issued the week of Jan. 26. She noted a skip in sequence for warrants 784884-784923, which were issued on behalf of Special Purpose Districts. Motion passed 2-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolution 18-058 and Resolutions 18-060 through 18-062. Commissioner Fund seconded. Commissioner Stamper noted that Resolution 18-059 is being held. Resolution 18-058: Approve a Collective Bargaining Agreement between Lewis County and Teamsters representing the Sheriff's Office Corrections Sergeants for 2018 and 2019. Archie Smith, Human Resources Administrator, spoke to the resolution. He said there is very little language change from the previous CBA. He said the two-year agreement includes increases of 3 percent in 2018, 2 percent in 2019 and an additional 1 percent in July 2019. Sheriff Snaza thanked the commissioners and Archie for their work. Resolution 18-060: Reappoint Lorie Spogen to the Planning Commission. Lee Napier, Director of Community Development,said Lorie previously was appointed for an unexpired term. She said the resolution would reappoint Lorie for a four-year term. Resolution 18-061: Approve Local Agency Agreements and Federal Aid Project Prospectuses between Lewis County and Washington State Department of Transportation (WSDOT)for six federally funded road projects. Erik Martin, Director of Public Works, said the agreements with WSDOT allow the county to receive funding for the following projects: • CRP-2159J Pleasant Valley MP 2.46 Bridge Scour Surface Transportation Program (STP): $359,940 (100 percent funding) • CRP-2159K Stowell MP 0.57 Bridge Scour STP: $445,460 (100 percent funding) • CRP-2183 Eshom Road Safety Improvements STP: $43,250 (86.5 percent) Local: $6,750 (13.5 percent) 2 • CRP-2185A Highway Safety Improvement Program—Phase I STP: $203,500 (90 percent preliminary engineering, 100 percent construction) Local: $1,500 (10 percent preliminary engineering) • CRP-2185B Highway Safety Improvement Program—Phase II STP: $912,000 (90 percent preliminary engineering, 100 percent construction) Local: $18,000 (10 percent preliminary engineering) • CRP-2186 Townsend Bridge No. 223 Replacement STP: $1,462,120(86.5 percent) Local: $228,192 (13.5 percent) Resolution 18-062. Approve an Interlocal Agreement between 911 Lewis County Communications and its partner/subscriber agencies. Steve Mansfield, Director of Emergency Services, said the interlocal agreement streamlines the communication operations, infrastructure and monetary issues. Motion passed 2-0. ANNOUNCEMENTS Commissioner Stamper and Steve Mansfield discussed flooding concerns over the weekend. Commissioner Fund mourned the recent passing of Cristi Heitschmidt, dean of Child and Family Studies at Centralia College. Commissioner Fund discussed a recent visit from the Historic Trust. PRESS CONFERENCE No questions from the press. Erik Martin discussed the continuing efforts for the Lewis County North Industrial Access project. He said he and others met with legislators the previous week to discuss the project. He said he also met with a representative from Washington Department of Transportation (WSDOT). He said WSDOT has indicated it is not opposed to the project. Commissioner Fund discussed the upcoming Mayors' Meeting, planned for March 2. She said Kirk Pearson, the newly named state Director of Rural Development for the United States Department of Agriculture (USDA),will attend to discuss broadband and opioids. 3 ADJOURNMENT The BOCC Business Meeting adjourned at 10:26 a.m.,with the next Business Meeting scheduled for 10 a.m. Monday, February 12, 2018, in the Commissioners' Hearing Room (Room 223).
