2017 Employee of the Year
The Employee of the Year is selected by popular vote from PAC (the
Personnel Advocacy Committee) - Liz Casteel, E-911 Communications,
Department of Emergency Services was a 2nd Quarter Above & Beyond
recipient.
Without being asked, Liz Casteel self-initiated an extensive appreciation
project every Lewis County law agency and office, every fire district and
EMS provider, and also included corrections for both adult and youth.
Liz constructed large wooden flag plaques that were customized to each
agency and profession, showing our appreciation of the 27 Lewis County
agencies. Everyone in the Department was encouraged to sign the plaques
to also show their appreciation.
In essence, she hand-crafted 27 large-sized plaques on her own time and at
her own expense. She just felt like it was the right thing to do, and was
willing to express how she felt through her own talents. Many accolades
from the field units poured in with their gratitude.
Liz Casteel's actions promoted the Department's Mission, Vision, and
Values and shines as a testament to what true mutual support looks like.
Her thoughtfulness is an example of a creative spirit desiring to bring many
islands together as a team to share the same shore. She brings great credit
upon herself, the 911 Communications Division, the Department of
Emergency Services, and the entire County.

HOW DOES A LEVY WORK? Each property lies within various taxing districts who provide services to the property, such
as fire,school, roads, etc. Each district creates a budget based on the costs to provide their services. The budgeted
amount approved is divided among the taxpayers of the district;the Assessor calculates the taxes each taxpayer owes to
each district using assessed values of each property. Some levies are voted on by the public, some are not. Everyone
pays into one specific school district,the state and county levies, and depending on the boundaries of each of the other
districts (fire, hospital, cemetery, city, library, etc.),each property will pay taxes to those districts. Tax Code Areas (TCAs)
are typically three digit numbers assigned to an area where properties will have the same combination of taxing districts.
WHAT IS PART B OF THE STATE LEVY? This is a new tax based on the Legislature's response to the
Supreme Court decision in the McCleary case. Essentially, a tax is needed to fund education at aF,st�T�
level required by the court case. This tax is in addition to the regular state tax. More detailed _
