Commissioner Fund called the meeting to order at 10:01 a.m.,determined a quorum and then
proceeded with the flag salute.
EMPLOYEE RECOGNITION
The commissioners honored Liz Casteel, E-911 Communications, Department of Emergency Services as
the 2017 Employee of the Year.
Commissioner Jackson read the following from the form nominating Liz:
"Without being asked, Liz Casteel self-initiated an extensive appreciation project every Lewis County law
agency and office, every fire district and EMS provider, and also included corrections for both adult and
youth.
"Liz constructed large wooden flag plaques that were customized to each agency and profession,
showing our appreciation of the 27 Lewis County agencies. Everyone in the Department was encouraged
to sign the plaques to also show their appreciation.
"ln essence, she hand-crafted 27 large-sized plaques on her own time and at her own expense. She just
felt like it was the right thing to do, and was willing to express how she felt through her own talents.
Many accolades from the field units poured in with their gratitude.
"Liz Casteel's actions promoted the Department's Mission,Vision, and Values and shines as a testament
to what true mutual support looks like.
"Her thoughtfulness is an example of a creative spirit desiring to bring many islands together as a team
to share the same shore. She brings great credit upon herself,the 911 Communications Division, the
Department of Emergency Services, and the entire County."
PUBLIC COMMENT
Leah Bagwell of Randle asked Commissioner Stamper for an update regarding her driveway problem.
Commissioner Stamper said he is meeting with contractors and others to work on a solution. Leah said
her down payment is in jeopardy.

Sandie Williams, Levy and Audit Clerk for the Assessor's Office, gave an overview of levies affecting
taxes in the Centralia, Boistfort and White Pass school districts.
William Marshall discussed plans to possibly form a Young Marines group.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the February 5,2018, meeting as well
as Resolution 18-063. Commissioner Stamper seconded.
Resolution 18-063:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 785240-
785319 and 785351-785463, totaling$582,031.61, were issued the week of Feb. 2, and that
payroll/benefit warrants numbered 785082-785239 and Automatic Deposits 1-486 dated Feb. 5 were
approved for a total payment against the county in the amount of$3,602,615.63.
She noted a skip in sequence for warrants numbered 785320-785350, which were issued on behalf of
Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-064 through 18-071. Commissioner
Jackson seconded.
Resolution 18-064: Appoint Mark Anders, Lee Coumbs, Dennis Dawes, Edna J. Fund, Buck Hubbert,
Peter Lahmann and Dan S. Mortensen to the Distressed Counties (.09) Fund/ Rural Economic
Development Public Facilities Advisory Committee.
Commissioner Fund discussed the resolution and named the individuals being appointed.
Resolution 18-065: Appoint two new members and reappoint four members to the Lodging Tax
Advisory Committee (LTAC).
Commissioner Stamper discussed the resolution and named the individuals being appointed.
Commissioner Stamper said the longest-serving members are being appointed to the shortest (two-
year) terms and the newest appointees are being appointed to the longest (six-year) terms.

Resolution 18-066: Approve the fourteenth supplement to a Personal Services Agreement between
West Consultants Inc. and Lewis County.
Lee Napier, Director of Community Development, said the consultants work on the Early Warning Flood
System, including software, maintenance, etc.
Resolution 18-067: Appoint Gary Graveline as regular member and Andrew Short as an alternate
member to the Veterans' Advisory Board (VAB)through June 30,2019;and appoint Marie Shankle as
alternate member to the VAB through June 30, 2018.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
resolution appoints the following regular member and two alternates:
• Former alternate Gary Graveline to fill Graham Spahn's unexpired regular position for a term to
expire June 30, 2019.
• Marie Shankle to fill William Linn's unexpired alternate position for a term to expire June 30,
2018.
• Andrew Short to fill Gary Graveline's unexpired alternate position for a term to expire June 30,
2019.
Resolution 18-068: Approve a professional services contract between Lewis County and Reliable
Enterprises for the Magnolia Project.
Danette York,Director of Public Health and Social Services, spoke to the resolution. She said the two-
year contract, which runs through Dec. 31, 2019, totals$147,804.
Resolution 18-069: Approve a professional services contract between Lewis County and Cascade
Mental Health Care.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
$46,875 contract is for the Early Intervention Program, which will run through the end of the school
year.
Resolution 18-070: Approve a professional services contract between Lewis County and Northwest
Pediatric Center.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the two-
year contract totals$50,000 and runs through Dec. 31, 2019.
Resolution 18-071: Approve a professional services contract between Lewis County and Centralia
College to provide parenting classes.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the two-
year contract totals$40,000 and runs through Dec. 31, 2019.

Danette said an ad-hoc committee reviewed the funding proposals.
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Stamper discussed a Destination Packwood potluck held over the weekend.
PRESS CONFERENCE
No questions from the media.
Ron Averill of Centralia discussed his Voluntary Stewardship work with the conservation group. He said
approval is expected in the spring.
Commissioner Fund said the state approved money for the historic courthouse.She said bills that would
have provided relief regarding unfunded mandates died at the state. She also discussed the county's
plans to begin cleanup work on the Reynolds Road property formerly owned by Vic Bonagofski.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:33 a.m.,with the next Business Meeting scheduled for
10 a.m. Monday, February 26, 2018, in the Commissioners' Hearing Room (Room 223).
