OF LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: } RESOLUTION NO. l -D 7
The proposed vacation of a portion of }
Workman Road Extension }
WHEREAS, RCW 36.87 allows for the vacation of a county road that is found useless to
the needs of the County pending a Report of the County Road Engineer; and
WHEREAS, Resolution 17-202, passed by the Board of County Commissioners (BOCC)
on July 10, 2017, directed the County Road Engineer to examine a portion of the Workman Road
Extension right of way, and report his opinion to the BOCC; and
WHEREAS, as required by RCW 36.87, on February 15, 2018, the report of the County
Road Engineer on the matter of the proposed vacation of the following described portion of
Workman Road Extension right of way, was filed in the office of the BOCC, to wit:
All that part of Workman Road Extension in the Northeast Quarter of Northwest Quarter
(NE1/4 NW1/4) of Section 21, Township 12 North, Range 3 East, W.M., and in the
Southeast Quarter of the Southwest Quarter (SE1/4 SW1/4) of Section 16, Township 12
North, Range 3 East, W.M., beginning at a point 115 feet West of the Quarter Corner
between said Sections 16 and 21, thence West to the terminus of the Workman Road
Extension.
WHEREAS, the report and all related materials having been reviewed by the BOCC and
found appropriate for further proceedings.
NOW, THEREFORE, BE IT RESOLVED that March 26, 2018, at or after the hour of 10:00
am., in the BOCC Hearing Room on the 2nd floor of the Historic Courthouse in Chehalis,
Washington, has been fixed by the BOCC as the time and place for the hearing on the County
Road Engineer's Report, when and where all persons may appear and be heard upon the report
and upon the matter of the vacation of that road described above.
BE IT FURTHER RESOLVED that the Clerk of the Board is hereby instructed to proceed
with all necessary notifications, posting and publication.
DONE IN OPEN SESSION this February 26, 2018.

The Order of the Lewis County Board of Commissioners for } ENGINEERS REPORT
the proposed vacation of a portion of Workman Road Extension }
TO THE BOARD OF COUNTY COMMISSIONERS:
I,the undersigned County Engineer of Lewis County, Washington, to whom was referred on the 10th
day of July, 2017 by Resolution 17-202, ordering me to examine all that portion of Workman Road
Extension in the Northeast Quarter of the Northwest Quarter(NE1/4NW1/4) of Section 21, Township 12
North, Range 3 East, W.M., and in the Southeast Quarter of the Southwest Quarter (SE1/4SW1/4) of
Section 16, Township 12 North, Range 3 East, W.M., stating that said Board intends to proceed to
determine whether said road should be vacated and abandoned for the reason that it is useless as a part of
the County road system and that the public will be benefited by its vacation and abandonment, herewith
submit my report thereon:
FIRST: This portion of road right of way was declared by the Lewis County Board of County
Commissioners to be a county road on March 1, 1990 by Resolution 90-07.
SECOND: Three property owners abut said right of way and all have requested this vacation.
THIRD: This portion of right of way does not abut a body of water, nor is the right of way necessary
as part of the county road system.
FOURTH: Current county road standards require a turnaround at the end of the road. The Property
Owner has conveyed the right of way necessary for such turnaround to the County. The deed for said
conveyance will be held unrecorded by the County until this road vacation is complete.
FIFTH: Property Owner's conveyance of the right of way for turnaround is in lieu of payment of
vacation administrative fees and publication costs associated with this vacation. The value of the
turnaround right of way is equal to or greater than those costs.
SIXTH: Easements have been granted amongst the adjoining property owners to provide for access
after the right of way is vacated.
SEVENTH: Utility companies known to service the general area have been contacted and are not
opposed to the vacation.
In my opinion, this portion of right of way should be vacated for the reason that the public will be
benefited by its vacation,returning the property to the tax rolls.
I include with this report a map showing the road proposed to be vacated.
