2018-03-05 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 5, 2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:02 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Portland resident Sean Bell of Renewable Energy Systems (RES)Americas gave an update on the wind facility planned on Weyerhaeuser land. He said the application for the wind facility has been submitted and is under review by Community Development. He said the application includes a SEPA checklist and that RES is waiting for the county to sign the reimbursement agreement. Sean said he comes up from Portland every Monday to check on the project's progress. NOTICE ITEMS Commissioner Jackson made a motion to approve Resolutions 18-084 and 18-085. Commissioner Stamper seconded. Resolution 18-084: Notice of hearing regarding a franchise request submitted by Lakeview Terrace Water Association to construct, operate and maintain water system facilities in Lewis County rights of way.The hearing will begin at or after 10 a.m. March 26, 2018, in the Commissioners' Hearing Room. Erik Martin, Director of Public Works, spoke to the resolution. He said the franchise is just east of the Mayfield Lake Bridge on Highway 12. He said the hearing for the franchise is scheduled for March 26 and that further details about the project will be provided during the hearing. Resolution 18-085: Notice of a public transportation improvement conference.The conference will begin at or after 10 a.m.April 6,2018, in the Commissioners' Hearing Room. Commissioner Jackson spoke to the resolution. He said the purpose of the conference is to expand the public transportation benefit authority, which currently only covers Chehalis and Centralia. Commissioner Fund said the conference will immediately follow the day's 9 a.m. Mayors' Meeting. 1 Commissioner Stamper commended Commissioner Jackson for his efforts on the conference and noted that the Lewis Mountain Highway Transit, which serves East Lewis County,will end June 29, 2018. Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the February 26, 2018, meeting as well as Resolution 18-086. Commissioner Jackson seconded. Resolution 18-086: Approval of warrants/claims against various departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 786255- 786374 and 786464-786632 were issued the week of Feb. 23 for payment against the county totaling $1,028,290.09. Suzette noted a skip in sequence for warrants 786375-786463, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 18-087 and 18-088. Commissioner Stamper seconded. Resolution 18-087: Rescind and replace Resolution Nos. 99-501,04-314 and 07-290, Public Health & Social Services Accountability and Petty Cash Account. JP Anderson, Deputy Director of Public Health and Social Services, spoke to the resolution. He said the cash drawers for Environmental Services are being consolidated. Resolution 18-088: Approve a purchasing agreement between Lewis County and National Joint Powers Alliance. Steve Walton, Director of Central Services, spoke to the resolution. He said the National Joint Powers Alliance (NJPA) is a municipal contracting agency that awards contracts that were competitively bid to enable governmental, education and nonprofit agencies to purchase a wide variety of products. He said the state Auditor's Office had recommended the county memorialize its agreement with the NJPA. Motion passed 3-0. 2 GOOD OF THE ORDER Commissioner Stamper congratulated the local basketball teams and wrestlers that competed at the state level over the weekend. Commissioner Jackson said he visited the state capitol the previous week. He commended Gov. Inslee's decision to veto the state Legislature's controversial public-records bill,which would have exempted the Legislature from the Public Records Act. Commissioner Jackson also celebrated the demise of Inslee's carbon tax bill. Commissioner Fund mourned the passing of two renowned individuals: local benefactor and Former Starbucks CEO Orin Smith and World War II veteran and former Winlock Mayor Cy Meyers. PRESS CONFERENCE No questions from the press. Commissioner Fund discussed unfunded mandates. She said counties have been asking legislators to study counties' unfunded mandates.She discussed indigent defense. Commissioner Fund lauded the state lawmakers for reading a proclamation honoring Our George Washington,the founder of Centralia. ADJOURNMENT The BOCC Business Meeting adjourned at 10:21 a.m., with the next Business Meeting scheduled for 10 a.m. Monday, March 12, 2018, in the Commissioners' Hearing Room (Room 223).
