RECREATION AND CONSERVATION OFFICE AND LEWIS COUNTY,
ACTING AS THE FISCAL AGENCY FOR THE CHEHALIS RIVER BASIN
FLOOD AUTHORITY,AUTHORIZATION FOR THE DIRECTOR OF
COMMUNITY DEVELOPMENT TO SIGN THE SAME ON BEHALF OF )
LEWIS COUNTY,AND RESCINDING RES 17-188
WHEREAS,the Flood Authority directed the Flood Authority staff to work with Lewis County, acting as the
Fiscal Agent, to prepare and enter into an Interagency Agreement as well as subsequent Amendments with
Washington State Recreation and Conservation Office (RCO); and
WHEREAS, Lewis County Board of County Commissioners(BOCC)authorized, with the passage of Resolution
15-232,the Director of Community Development to execute and enter into an Interagency Agreement (RCO#
15-1475)with RCO,for the purpose of releasing funds authorized by the Legislature; and
WHEREAS,the Flood Authority discussed and approved Amendment#9(amount not to exceed$1,103,407.19
as well as extended the performance period to June 30, 2019) during the February 15, 2018 meeting and
recommended the County prepare and execute the same; and
WHEREAS, the BOCC considered and ratified Res 17-188, approving a 2017-19 scopes of work and budget as
recommended by the Flood Authority prior to the passage of the state capital budget; and
WHEREAS, RCO submitted to Lewis County Amendment#9 increasing total project cost by$277,283.00 to a
revised amount not to exceed$1,103,407.19; and
WHEREAS, it appears to be in the best public interest to approve Amendment#9.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners, rescinds Res 17-188 and
concurs with the recommendation to execute Amendment#9 related to RCO# 15-1475, whereby RCO shall
reimburse Lewis County, acting as the Fiscal Agent for Flood Authority,an amount not to exceed
$1,103,407.19 for the performance of work set forth in Statement of Work, as well as the Amendments, and
authorizes the Director of Community Development to sign the same on behalf of Lewis County.

The purpose of this memo is to seek the Flood Authority's approval for Lewis County to move forward to implement
consultant funding agreements for the period March 1, 2018 through June 3o, 2019 as described below. We will discuss

Background
1. 2017-19 Flood Authority consultant scopes of work were approved by the Flood Authority at their June 15, 2017
meeting(see here

2. Due to the substantially delayed 2017-19 State Capital Budget, Lewis County(acting as fiscal agent for the Flood
Authority)had to incrementally implement these scopes of work through shorter duration funding agreements.
3. Now that a 2017-19 State Capital Budget is in place, Lewis County needs to implement remaining funding
agreements for the period March 1, 2018 through June 3o, 2019(16 months).
