WHEREAS, pursuant to Resolution 11-437, an after-the-fact Board of County
Commissioners (BOCC) ratification is required for all contracts, projects, agreements, grant
applications, contract amendments, and change orders involving expenditures in excess of
$40,000 but less than $150,000; and
WHEREAS, on November 3, 2014, the BOCC approved $500,000 of .09 funds for
the North Lewis County Industrial Access project by Resolution 14-206; and
WHEREAS, the BOCC approved a contract that included potential future phases,
with SCJ Alliance Consulting Services (SCJ) in the amount of $138,164.00 by Resolution
No. 15-257 and Supplement No 1 by Resolution No. 16-162; and
WHEREAS, the BOCC approved Supplement #2 with SCJ Alliance Consulting
Services (SCJ) in the amount of $137,154.00 by Resolution No. 16-335; and
WHEREAS, Lewis County Public Works executed a consultant Supplement No. 3
and No. 4 to complete Phase 3 and 4 in excess of $40,000 but less than $150,000 for the
following project:

This supplement will complete the NLCIA Strategic Framework and Action Plan documentation and cue
up priority next steps for the NLCIA Partnership. As discussed with the Client,this scope of work will
conclude the original planning work.Subsequent agreements may advance one or more of the
recommended strategies, including:

• Plan or Policy Updates
• Grant Writing Support and Funding Advocacy
• Operational Analysis of Priority Projects
• NEPA/SEPA Documentation
Lewis County has nearly completed the North Lewis County industrial Access(NLCIA) project.This
supplement will result in the final project plan and process documentation,including recommended
strategies.This information is needed by the NLCIA Partnership to determine appropriate next steps to
continue progress on priority initiatives.
This supplement augments Phase 3 funding.
Phase 3 Solutions Development and Action Plan
FINALIZE ACTION PLAN
The Consultant will take comments received on the draft plan and incorporate them into a final Strategic
Framework and Action Plan.This includes a technical appendix summarizing the process.Materials will
be made available to the Client in hard copy and electronic format and will be posted on the project
website.

Overview
Lewis County completed the North Lewis County Industrial Access (NLCIA) project in 2017.That effort
resulted in a suite of implementation measures intended to stimulate growth of industrial-based jobs
and strengthen the economies of north Lewis and south Thurston Counties,This supplement will launch
implementation activities identified in the NLCIA Strategic Framework and Action Plan with the goal of
identifying the stakeholders and resources necessary to complete implementation activities over the
next several years.This scope of work describes the activities to be undertaken as a part of this
supplement.
Work Elements
This scope of work is organized around three primary work elements:stakeholder engagement and
funding strategies, both for the collector-distributor Connecting Washington project as well as for the
other Lewis County initiatives. It also includes the requisite project management and coordination
necessary to ensure successful outcomes.
STAKEHOLDER ENGAGEMENT
Stakeholder engagement has been central to the NLCIA effort since its inception.This supplement
extends those activities into the critical implementation phase of work. Following are the primary areas
of focus:
• NLCIA Partnership Kick-off Meeting: Convene an implementation kick-off meeting of the NLCIA
Partnership to identify 2018 implementation activities.Includes preparation of a synopsis of
recommendations and presentation materials.
• Partnership Commitments: Work to arrange one-on-one meetings with key NLCIA partners to
discuss 2018 implementation activities and ensure critical commitments that will move key
elements forward and establish early momentum.

• NLCIA Partnership Meetings:Convene two meetings of the NLCIA Partnership in 2018.The first
will be in early summer to take stock of progress to date, refine and ratify an updated
Partnership Agreement,and address any emerging issues or opportunities.The second meeting
will be in late 2018 to recap the year's activities and establish 2019 implementation targets.
• Railroad Operators Meeting:This activity will bring together representatives of the two railroad
operators—Western Washington Railroad and the Puget Sound and Pacific Railroad—to discuss
what a shared switch in the vicinity of Blakeslee Junction will entail.
• On-going Communications:This includes work necessary to keep stakeholders and the public
aware of NLCIA Partnership activities, such as website maintenance and council or commission
briefings like the work session for the Centralia City Council.
FUNDING ADVOCACY—ROADMAP TO 2025
Building on the work to date,develop a pragmatic strategy for completing the steps necessary so that
the interchange project concept is eligible to receive the earmarked Connecting Washington project
funding when it becomes available in 2025.The details of this strategy will evolve as more information is
known but it will begin with a working outline suitable for use in educating legislators in 2018. Further
detail will identify potential funding sources and to the extent possible,work to secure grants or other
funds to implement specific tasks.
LEWIS COUNTY CORE STRATEGIES ACTION PLAN
A Lewis County Core Strategies Action Plan will put activities related to the collector-distributor concept
into a bigger Core Strategies Action Plan to guide on-going budgeting and work program decisions for
Lewis County.The NLCIA Strategic Framework and Action Plan identifies a number of smaller and
intermediate measures that are needed to support improved industrial access.While some of these are
directly related to the collector-distributor concept intended for Connecting Washington project
funding,there are other stand-alone but complementary activities that are necessary.A Core Strategies
Action Plan will spell out specific,sequential implementation steps for Lewis County to pursue within its
work program and via grants or other opportunities.
PROJECT MANAGEMENT
This includes coordination with the Project Manager,budget management, and invoicing.
Unknown Variables
As we begin the implementation phase of work emerging issues or opportunities are likely to arise that
were not anticipated at the time of this scope. For that reason this proposal includes a Management
Reserve of about$11,700 or 30%of the estimated labor salary cost and expenses for the work described
above.Those funds will be used for additional activities identified and approved by the Project Manager.
If they are not needed to support this work they can be used to advance future NLCIA initiatives.

Public Works executed an individual consultant supplement in excess of$40,000.00 with SCJ Alliance
Consulting Services(SCJ) for the North Lewis County Industrial Access project. Therefore, post contract
ratification is requested for the following cumulative expenditure for the project:

The original contract contained additional phases to be performed if warranted. Supplement#3 and#4 allows
SCJ to complete Phase 3 and 4 which is the Stakeholder engagement and funding strategies and project
management and coordination necessary to ensure successful outcomes. The deliverables expected are "Road
map to 2025" fudning strategies and grant applications as applicable and Lewis County's Core Strategy Action
Plan.
This resolution will ratify the previously executed consultant Supplements#3 and#4 signed by the Director of
Public Works.
