2018-03-12 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 12, 2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Amber Ferrano of Centralia discussed her concerns regarding the Lewis County Animal Shelter. Amber said her home had burned. She said she saw a neighbor coming on to her yard and trying to catch her cat. She said the neighbor trapped her cat and that she called frequently the animal shelter repeatedly and was told her cat was not there. She said she then visited the shelter and found her missing cat. Amber said she asked if she could put a down payment on the cat and left $20 on the counter. She said the shelter then adopted the cat out to someone else. She said the cat had an injury that the shelter did not know about. PRESENTATION Commissioner Jackson made a motion to approve the proclamation honoring the W.F. West Girls Basketball Team. Commissioner Stamper seconded. Proclamation: Proclamation honoring the WF West Girls Basketball team for its 2A State Championship. Commissioner Jackson read the proclamation into the record. Members of the team introduced themselves. The commissioners congratulated the state champions on their achievement. Motion passed 3-0. 1 NOTICE ITEMS Commissioner Stamper made a motion to approve Resolutions 18-089 through 18-091. Commissioner Jackson seconded. Resolution 18-089: Call for bids for sealed bids for the 2018 Pulverization Project, CMP 15-1801. Bids are due to the Clerk of the Board by 11 a.m.Tuesday, March 27, 2018. Erik Martin, Director of Public Works, spoke to the resolution. He said the work will take place in the Paradise Estates development near the Nisqually River. Resolution 18-090: Notice of a Request for Proposals (RFP)for A&E professional services for design and engineering of upcoming grant-funded fish-passable structures. Proposals are due to Lewis County Public Works by 1 p.m. Monday, March 26, 2018. Erik Martin, Director of Public Works, spoke to the resolution. He said the resolution is for grant-funded design work for four projects. Resolution 18-091: Notice of Hearing to set the nomination procedure for freeholder candidates. The hearing will begin at or after 10 a.m. Monday,April 2, 2018, in the Commissioners' Hearing Room. Deputy Prosecuting Attorney Eric Eisenberg of the Lewis County Prosecutor's Office spoke to the resolution. He discussed the process that led to the freeholders being on the upcoming ballot in November. He said the county will draft a resolution to set the nomination procedure for freeholders but that the county will treat it like an ordinance—holding a hearing and publicizing it—in an effort to ensure the public is given access to the information and an opportunity to weigh in if desired. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the March 5, 2018, meeting as well as Resolution 18-092. Commissioner Stamper seconded. Resolution 18-092: Approval of warrants/claims against various departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 786790- 786823 and 786887-787077 were issued the week of March 2 for payments against the county totaling $613,906.57. She said payroll/benefit warrants numbered 786633-786789 and Automatic Deposits numbered 1-495 also were approved for a total payment against the county in the amount of 2 $3,690,718.39. Suzette noted a skip in sequence for warrants 786824-786886, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 18-093 through 18-099. Commissioner Jackson seconded. Resolution 18-093: Ratify a consultant supplement over$40,000 for an active Public Works project. Erik Martin, Director of Public Works, spoke to the resolution. He said the resolution ratifies Supplements 3 and 4 for the North Lewis County Industrial Access Project and that the resolution covers the remainder of the .09 funds available. He said further funding would be sought in the future. Resolution 18-094: Approve Amendment#9 to an Interagency Agreement, RCO# 15-1475, between the Washington State Recreation and Conservation Office (RCO)and Lewis County. Lee Napier, Director of Community Development, spoke to the resolution.She said the resolution extends the performance period and budget for the Chehalis River Basin Flood Authority's work. Resolution 18-095: Approve a fifth supplemental agreement between Kramer Consulting and Lewis County. Lee Napier, Director of Community Development, spoke to the resolution. She said Jim Kramer provides support to the Flood Authority. She said the resolution extends the timeline and budget for Jim Kramer. Resolution 18-096: Approve an Eighth Supplemental to a Professional Services Agreement with French &Associates LTD. Lee Napier, Director of Community Development, spoke to the resolution. She said French & Associates provides flood plain management support and that the resolution increases the budget and performance period for French &Associates. Resolution 18-097: Approve a seventh supplemental agreement between SBGH-Partners, LLC and Lewis County. 3 Lee Napier, Director of Community Development, spoke to the resolution. She said the resolution increases the budget and performance period for SBGH-Partners. Commissioner Stamper left at 10:28 a.m. Resolution 18-098: Approve an interlocal agreement for Satellite Contract Services between Great Rivers Behavioral Health Organization and Lewis County. Danette York, Director of Public Health &Social Services, spoke to the resolution. She said the two-year contract runs Jan. 1, 2018,to Dec. 31, 2019, and totals$212,016. Commissioner Stamper returned at 10:30 a.m. Resolution 18-099: Update the Lewis County Employee Handbook. Archie Smith, Human Resources Administrator, spoke to the resolution. He said the handbook includes the following changes: • Clarification about what constitutes an anniversary date change. • Modification of anniversary date change at beginning of the month. • Clarification of a one-grade promotion or reclassification. • Addition of Municipal Officer standards according to RCW 42.23 Code of Ethics. • Reference to Lewis County "infant friendly designation" on breastfeeding in the workplace. • Jury duty pay and pay back to Lewis County. • Clarification of enrollment into FMLA leave. • Inclement Weather and emergency closure and use of paid time. • Clarification of tuition reimbursement. • Clarification of pro-rated benefit for holiday for part-time employees. • Clarification that the holiday is the actual holiday and not the county-observed day. • Clarification about transferring annual leave as well as FMLA enrollment and leave accrual. • Clarification about insurance coverage for workers' compensation. • Updated sick leave to comply with Washington State Paid Sick Leave law. • Clarification regarding workers' compensation and FMLA enrollment. • Expanded prohibition on smoking to include e-cigarettes. • Addition of parking accommodation. • Addition of personal electronic devices, wearables, and PDA subject to county policies. • Addition layoff language regarding paid-time payout procedure. Motion passed 3-0. 4 GOOD OF THE ORDER Commissioner Jackson discussed the upcoming transportation benefit conference scheduled for 10 a.m. Friday, April 6. He said the conference will be held to discuss expanding transit to the entire county. PRESS CONFERENCE No questions from the press. Commissioner Fund discussed the end of the state Legislature's session. She said Packwood is receiving funding for its museum and for Coal Creek Road repairs. She said the Legislature's capital budget also included funding for the Toledo School District, Centralia Station, Pe Ell, Centralia Cemetery District.
