OPEN SPACE DESIGNATION AND ASSESSED
VALUE REDUCTION FOR PROPERTY AND
PROPERTY OWNERS
WHEREAS, the Lewis County Assessor has received 6 applications under RCW Chapter 84.34 and
Chapter 3.50 Lewis County Code,the Lewis County Public Benefit Rating System Ordinance for open
space property designation and tax reduction; and
WHEREAS, both a workshop and a public hearing was held by the Lewis County Planning
Commission (PC) where the PC considered testimony on said applications and transmitted
recommendations to the Board of County Commissioners (BOCC) concerning designation and tax
reductions on said applications; and
WHEREAS, publication of notice and a hearing before the BOCC is required in order to take
public testimony and formal action on the applications for open space designation and tax reduction.
NOW THEREFORE BE IT RESOLVED that the Clerk of the Board is hereby instructed to proceed
with all appropriate and necessary notifications, postings, and publications as required by law; and
BE IT RESOLVED that a hearing is hereby scheduled for April 23, 2018 to receive public
testimony on applications for open space designation and tax reductions within Lewis County. Final
BOCC action is expected to take place following the public hearing.

LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS
and INTENT TO ADOPT
NOTICE IS HEREBY GIVEN that the LEWIS COUNTY, Washington BOARD OF COUNTY
COMMISSIONERS will hold a public hearing on April 23, 2018 to receive public testimony
on applications for open space tax classification for six properties in Lewis County.
The hearing is scheduled to commence at or after 10:00 AM and will be in the
Commissioners' meeting room on the second floor of the Lewis County Courthouse (351
NW North St., Chehalis, WA).

Subject: Transmittal to the BOCC: Findings and Conclusions regarding
designation of lands for Open Space assessment.
Dear Commissioners:
The Lewis County Planning Commission has completed its review and hearing of six
applications for the inclusion of certain properties in the open space assessment
program as allowed under LCC 3.50. The six applications are as follows.

As Chairman of the Planning Commission, I am transmitting herewith the findings and
recommendations of the Commission of that review.
The Commission finds:
• The applications were made and reviewed in compliance with the provisions of
RCW 84.34 and LCC 3.50.
• The review by the County Public Benefit Rating System Committee (PBRSC) on
February 17, 2018 has resulted in the six properties being found to contribute to
the retention and conservation of open space as defined in LCC 3.50.
• The six applications recommended for inclusion by the PBRSC were the subject
of a duly noticed public hearing before the Planning Commission on March 13,
2018 as required under Lewis County Code.
• The recommendations in the attached Memo from the Lewis County Assessor to
the Planning Commission are consistent with the provisions of the Lewis County
Comprehensive Plan Natural Environment Sub Element; in particular as it sets
forth goals, objectives and policies relating to GMA Goals 9 (Open Space and
Recreation) and 10 (Environment).
CONCLUSION:
Now, therefore, in light of the above findings, the Planning Commission concludes that
inclusion of the properties in the Open Space program serve a public benefit and
recommends to the BOCC the adoption of the recommendations of the Public Benefit
Rating System Committee attached hereto.

Description
Set a hearing date on Open Space Designations. Lewis County Code (LCC) 3.50 allows the County Assessor to
defer a percentage of the property tax on parcels where it can be shown that the characteristics and use of the
land contribute to the public benefit.
Consistent with LCC requirement, the applications were reviewed by the Lewis County Public Benefit Rating
Advisory Committee with their recommendation presented to the Lewis County Planning Commission. After a
duly advertised public hearing the Planning Commission adopted a set of findings and conclusions and
transmitted their recommendation to approve the 6 applications to the Board of County Commissioners.
