Business Meeting minutes
March 26, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:02 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
EMPLOYEE RECOGNITION
The commissioners thanked WSU Extension Services Educator Kim Weiland for five years of service.
Kim said she is retiring at the week's end and will be moving to Idaho.
BID OPENING
Commissioner Jackson made a motion to approve the bid opening for Lewis County's legal printing for
calendar years 2018-2019. Commissioner Jackson seconded.
Clerk of the Board Rieva Lester opened the following two bids and read them into the record:
• The Chronicle: $3.30 per 1.20 column inch at 8-point font.
• The East County Journal: $5.30 per 1.20 column inch at 8-point type.
Motion passed 3-0.
NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-106 and 18-107. Commissioner
Jackson seconded.

Resolution 18-106: Notice of Hearing for the 1st 2018 Budget Amendment for Current Expense and
other funds.The hearing will begin at or after 10 a.m.April 9, 2018, in the Commissioners' Hearing
Room.
Steve Walton, Director of Central Services, spoke to the resolution. He said the amendment would
increase expenditures for all funds in the amount of$644,845, with increased revenue in the amount of
$647,353 resulting in a $2,508 increase in fund balance. Steve said the Current Expense portion of the
budget amendment would be an increase in expenditures of$30,424 and a use of reserves in the
amount of$30,424.
Resolution 18-107: Notice of Hearing for Open Space designations.The hearing will begin at or after
10 a.m. April 23, 2018, in the Commissioners' Hearing Room.
Lee Napier, Director of Community Development, spoke to the resolution. She said the Open Space
applications were presented to the Planning Commission, which has sent them on to the Board of
County Commissioners.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the March 19,2018, meeting as well
as Resolution 18-108. Commissioner Stamper seconded.
Resolution 18-108:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 787195-
787330, 787619-787681, and 787760-787787,totaling$1,244,458.54, and draw/benefit warrants
numbered 787382-787618,totaling$264,140, were issued the week of March 16.
Suzette noted a skip in sequence for warrants 787331-787381 and 787682-787759, which were issued
on behalf of Special Purpose Districts.
Motion passed 3-0.
HEARINGS
Resolution 18-109: Hearing for a franchise request from Lakeview Terrace Water Association,which
seeks to construct,operate and maintain water system facilities in Lewis County rights of way.
Commissioner Fund introduced the hearing.

Martin Roy, Interim Real Estate Services Manager,gave the staff report. He said Lakeview Terrace
Water Association has submitted an application to replace its existing franchise to construct, operate
and maintain utilities in Lewis County rights of way. Martin said Public Works has reviewed the
application and found it to be appropriate for further proceedings. Martin said Public Works
recommends approval of the franchise.
Commissioner Fund asked if there were any questions. There were none.
Commissioner Fund then closed the question-and-answer portion of the hearing.
Martin asked that his comments be adopted into the record.
Commissioner Fund asked if anyone wanted to speak for or against the resolution. No one spoke.
Commissioner Fund closed the hearing.
Commissioner Stamper made a motion to approve Resolution 18-109. Commissioner Jackson
seconded.
Motion passed 3-0.
Order of Vacation No. 18-001: Hearing for the proposed vacation of a portion of Workman Road
Extension east of Mossyrock.
Commissioner Fund introduced the hearing.
Erik Martin, Director of Public Works, and Martin Roy, Interim Real Estate Services Manager,gave the
staff report. Martin said the commissioners passed a resolution July 10, 2017, instructing the County
Road Engineer to examine the portion of Workman Road to determine whether it should be vacated and
abandoned. He said the county engineer filed his report on Feb. 15, 2018, and that the commissioners
on Feb. 26, 2018, passed a resolution setting March 26 as the date of the hearing. Martin said roads
found to be useless to the county can be vacated as prescribed in the RCWs.
Martin said all three property owners with adjoining property have requested the vacation. He said the
owners conveyed the right of way for a turn-around in lieu of payment of the costs associated with the
vacation. He said the portion of right of way does not abut a body of water.
Commissioner Fund asked if there were any questions.
Commissioner Stamper asked if there would be a turn-around.
Erik said in lieu of fees, the county has accepted easements to build a turn-around in the future. He
reiterated that the property owners requested the vacation.
Commissioner Fund closed the question-and-answer portion of the hearing.
Erik and Martin asked that their previous comments be adopted into the record.

Commissioner Stamper made a motion to approve Vacation 18-001. Commissioner Jackson seconded.
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Fund discussed her attendance at the recent Vision Toledo meeting. She said Vision
Toledo is a role model for small towns that want to bring people together.
PRESS CONFERENCE
No questions from the press.
Commissioner Fund reminded the audience about the freeholder informational sessions the Lewis
County Prosecutor's Office planned for 6 to 8 p.m. March 27 at the Twin City Senior Center, March 29 at
the Pe Ell library and April 11 at the Morton Senior Center.
Commissioner Jackson reminded the audience about the upcoming transportation improvement
conference, scheduled for 10 a.m.April 6 in the Commissioners' Hearing Room.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:30 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, April 2, 2018, in the Commissioners' Hearing Room (Room 223).
