Business Meeting minutes
April 23, 2018

Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
The commissioners and Recycling Program Manager Melanie Case recognized poster contest winners
Olivia Jones, Ellowyn Cserni, Brayden Tobey, Molly Powell, Kalli Bodenhamer, Hawkins Reid and Paisley
McAllister from Adna Elementary School.The kids were accompanied by Adna Librarian Lindsey
Beaulieu and Elementary School Principal Lisa Dallas.
PUBLIC COMMENT
None.
NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-137 and 18-138. Commissioner
Jackson seconded.
Resolution 18-137: Request for Qualifications for engineering and architectural services for the Capital
Facilities Plan. Proposals are due to the Clerk of the Board by 3 p.m. Wednesday, May 23, 2018.
Steve Walton, Director of Central Services, spoke to the resolution. He said the Capital Facilities Plan
was last updated in August 2007. He said the RFQ will be used to hire a firm to review the county's
current inventory of facilities; provide technical guidance and services regarding needs and space
planning; provide input on standards and practices and through interaction with the various offices and
departments; and develop a capital plan as well as strategies to implement it.
Resolution 18-138: Extend the closure of a portion of Toledo Salmon Creek Road to all through traffic.
Martin Roy, Interim Real Estate Services Manager, spoke to the resolution. He said a slide closed
Salmon Creek Road. He said the closure will affect two timber companies and that the closure is planned

for May 8, 2018, to May 8, 2019. Martin said the county is working with FEMA to determine how to fix
the road.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the April 16,2018, meeting as well as
Resolution 18-139. Commissioner Stamper seconded.
Resolution 18-139: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 788964-
789151, 789239-789275, and 789341-789393, totaling $1,286,272.71, were issued the week of April 13.
She said draw/benefit warrants numbered 789394-789634, totaling$269,396, also were approved.
Suzette noted a skip in sequence for warrants 789152-789238 and 789276-789340, which were issued
on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-140 through 18-143. Commissioner
Jackson seconded.
Resolution 18-140: Appoint Bill Cavinder to the Civil Service Commission.
Commissioner Fund spoke to the resolution. She said Bill Cavinder will fill the vacancy left by Cy Meyers'
passing.
Resolution 18-141: Reappoint Todd Mason to the Southwest Washington Fair Commission.
Steve Walton, Director of Central Services, spoke to the resolution. He said Todd Mason will be
reappointed for a four-year term that expires in April 2022.
Resolution 18-142: Approve an applicant resolution/authorization between Lewis County and the
Recreation and Conservation Office (RCO)for three fish passage restoration projects at county road
crossings.

Erik Martin, Director of Public Works, spoke to the resolution. He said the resolution is for culvert-
replacement projects at three locations: Bunker Creek Road, Pigeon Springs Road and Middle Fork Road.
Resolution 18-143: Approve a quit claim deed by and between Lewis County and Dennis Keller for
property located at 263 Roundtree Road, Boistfort, and authorize signatures thereon.
Martin Roy, Interim Real Estate Services Manager, spoke to the resolution. He said cashier's checks
totaling$52,000 have been received for the property in Boistfort.
Motion passed 3-0.
HEARING
Resolution 18-144: Hearing to approve applications for Open Space designation.
Commissioner Fund introduced the hearing.
Lewis County Assessor Dianne Dorey gave the staff report. She said six property owners applied for
Open Space Farm and Agriculture Conservation. She said the land will be kept farm-ready and can stay
in the program for up to 10 years. She said five applicants received a four-point reduction and one
applicant received a three-point reduction.
Commissioner Fund asked if there were any questions.There were none.
Commissioner Fund then closed the question-and-answer portion of the hearing.
Dianne Dorey asked that her previous comments be adopted into the record.
Commissioner Fund asked if anyone wanted to speak for or against the resolution.
No one spoke.
Commissioner Fund closed the hearing.
Commissioner Jackson made a motion to approve Resolution 18-144. Commissioner Stamper
seconded.
Motion passed 3-0.
GOOD OF THE ORDER
Peter Lahmann invited the audience to a symposium on UFOs and bigfoot planned for April 28. He also
asked for help moving the veterans group.

Commissioner Fund mourned the loss of Stellajoe Staebler, who had spearheaded efforts to preserve
the Seminary Hill Natural Area.
PRESS CONFERENCE
No questions from the media.
Commissioner Fund invited the audience to a flood insurance meeting planned for 5 p.m.April 26 at
Oakview school.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:30 a.m., with the next Business Meeting scheduled for
10 a.m. Monday,April 30,2018, in the Commissioners' Hearing Room (Room 223).
