Business Meeting minutes
May 7, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Friends of the Cowlitz member Greg King of Toledo said the Friends of the Cowlitz urges the county to
enter into negotiations with Tacoma Power. He said Tacoma Power has acted in good faith on some
items in its settlement agreement but that it has lagged on other items. Greg said he would not like to
see the county file a lawsuit.
PRESENTATIONS
Commissioner Stamper made a motion to approve a volunteer recognition and three proclamations.
Commissioner Jackson seconded.
Volunteer recognition: Recognizing LeMay Inc. and Sutter Metals for their contributions during the
Reynolds Road cleanup project.
Solid Waste Services Manager Steve Skinner thanked Todd Rupert of LeMay Inc. and Chad Sutter of
Sutter Metals for their contributions to the Reynolds Road cleanup project. The commissioners
presented Todd and Chad with certificates of appreciation.
Proclamation: Recognizing the first full week of May as National Correctional Officers and Employees
Week.
Captain Chris Tawes of the Lewis County Sheriff's Office read the proclamation into the record.
Proclamation: Recognizing May 6-12 as National Travel and Tourism Week.

Digital Marketing Specialist Isaac Freeman of Discover Lewis County read the proclamation into the
record. Fair Manager Tamara Hayes shared information about events taking place at the fairgrounds.
Proclamation: Recognizing May 2018 as Drug Court Month.
Drug Court Manager Stephanie Miller read the proclamation into the record. She said Drug Court has a
success rate of 87.5 percent. The commissioners thanked Stephanie for the help Drug Court provides.
Stephanie invited the audience to a presentation later in the day as well as a 5K run planned for May 14.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the April 30, 2018, meeting as well as
Resolution 18-155. Commissioner Stamper seconded.
Resolution 18-155: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 789871-790002,
790068-790127 and 790207-790226 were approved the week of April 27 for payments against the
county totaling $855,604.37. She said payroll/benefit warrants 790128-790206 and Automatic Deposits
1-570, totaling $3,600,950.29, also were approved. She noted a skip in sequence for warrants 790003-
790067, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-156 through 18-159. Commissioner
Jackson seconded.
Resolution 18-156: The proposed acquisition of additional right of way for a culvert replacement
project on Pigeon Springs Road in Onalaska.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said a culvert needs to be
replaced on Pigeon Springs Road in Onalaska, requiring additional right of way from two property
owners.

Resolution 18-157: Ratify agreement W2RLSWFA-1719-LeCSWU-00039 with the state Department of
Ecology for moderate risk waste and recycling programs.
Steve Skinner, Director of Lewis County Solid Waste,spoke to the resolution. He said the state would
allocate $133,983 for the financial assistance grant, which runs through June 30, 2019. He said the grant
includes a 25 percent county match, which totals$44,661 and will come from tipping fees.
Resolution 18-158: Approve the purchase of Comcast Phone LLC subscriber address data to improve
the county's accuracy of address verification and maintenance functions.
Erik Martin,Director of Public Works, spoke to the resolution. He said the GIS collects address data for
communications, permitting, etc. He said the purchase will help plug holes created by the use of Voice
over Internet Protocol (VoIP) phones.
Resolution 18-159: The proposed acquisition of additional right of way for a stabilization project on
Coal Creek Drive in Packwood.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said Coal Creek Drive is in need
of a stabilization project. He said it would require right of way from roughly nine property owners. Erik
Martin, Director of Public Works, said the hope is to get the project underway in mid-July. He said the
work window closes at the end of September. Erik said a turnaround also would be constructed during
the project.
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Stamper discussed events that took place over the weekend, including an open house at
Centralia College East, the Mountain Festival in Packwood and May Day in Vader.
Commissioner Fund said she attended the May Day festival in Vader.
Commissioner Jackson said he officiated county employee Doyle Sanford's wedding over the weekend.
Centralia resident Ron Averill said the Rotary clubs are sponsoring a May 11 auction to raise money for
a children's museum. He also discussed the Farm Bureau's concern that the EDC isn't recognizing the
region's agricultural contributions. Ron noted that the area used to be a hub for grains and that there is
an effort to create a grain cooperative.

PRESS CONFERENCE
Susan DeLaire of DuVaul Publishing asked for clarification about solid waste collection on the east end
of the county. Erik Martin, Director of Public Works, said the county collects waste oil.
Commissioner Jackson invited the audience to a Transportation and Lewis County's Future, an event
planned for noon May 23 at the Corbet Theatre Building at Centralia College.
Commissioner Fund said the county is working with the Department of Commerce to host a two-hour
broadband workshop in Lewis County. She also said GIS has created freeholder maps in advance of filing
week, which kicks off May 14, 2018.

The BOCC Business Meeting adjourned at 10:44 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, May 14, 2018, in the Commissioners' Hearing Room (Room 223).
