2018-05-14 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 14, 2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Larry Smith of Mossyrock thanked the commissioners for their work on the ATV ordinance. Chris Klowe of Mossyrock,who is president of the ORV group,thanked the county for its help moving the AN ordinance forward. COUNTY ROAD ADMINISTRATION BOARD(CRAB)CERTIFCATE OF GOOD PRACTICE Commissioner Fund presented the County Road Administration Board ((CRAB) Certificate of Good Practice to Lewis County Public Works Director Erik Martin. Erik said the certificate helps secure gas tax credits for the county. He commended his staff's efforts. VOLUNTEER RECOGNITION Recycling Program Coordinator Melanie Case of Lewis County Solid Waste and Master Gardener/ Master Recycler Art Fuller discussed the WSU Extension Master Recycler Composter volunteers and the work they do. They discussed the various events, such as worm classes, recycling events, etc. Melanie invited the audience to the annual plant sale, planned for May 19. Melanie and the commissioners then presented pins and certificates of appreciation to the Master Recycler Composter volunteers. PRESENTATIONS Commissioner Jackson made a motion to approve three proclamations. Commissioner Stamper seconded. Proclamation recognizing May 13-19, 2018, as Law Enforcement Recognition Week. 1 Chief Bruce Kimsey of the Lewis County Sheriff's Office read the proclamation into the record. Sheriff Snaza thanked the group for its support. Proclamation recognizing May 20-26, 2018, as National EMS Week. Dr. Patrick O'Neill read the proclamation into the record. He said the county has nearly 250 registered emergency service providers. EMS personnel introduced themselves. Proclamation recognizing May 2018 as Older Americans Week. Commissioner Jackson read the proclamation into the record. Motion passed 3-0. NOTICE ITEMS Commissioner Stamper made a motion to approve Resolutions 18-160 through 18-162. Commissioner Jackson seconded. Resolution 18-160: Notice of Hearing regarding regulation of the operation of wheeled all-terrain vehicles on designated county roads and rights of way.The hearing will begin at or after 10 a.m.June 4,2018, in the Commissioners' Hearing Room. Erik Martin, Director of Public Works, spoke to the resolution. He thanked the sheriff and the commissioners for their help moving it forward. He said maps of the proposed roads are available and can be uploaded online. Commissioner Stamper thanked Public Works, the Sheriff's Office and the Prosecutor's Office for their help. He also commended the ATV group's efforts. Resolution 18-161: Notice of Hearing for Ordinance 1284,which would amend county standards for critical areas.The hearing will begin at or after 10 a.m.June 11, 2018, in the Commissioners' Hearing Room. Lee Napier,Director of Community Development,spoke to the resolution. She said the Critical Areas Ordinance is updated every eight years. Resolution 18-162: Notice of Hearing for Ordinance 1285,which would add Chapter 8.65 ("Secure Medication Return")to Lewis County code.The hearing will begin at or after 10 a.m.June 4,2018, in the Commissioners' Hearing Room. 2 Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the code will require drug producers, wholesalers and others to provide secure drop-boxes for medication take- backs. She said it is a state code that recently passed. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the May 7,2018, meeting as well as Resolution 18-163. Commissioner Stamper seconded. Resolution 18-163:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 790269- 790480, totaling $627,767.45, were issued the week of May 4. She noted a skip in sequence for warrants 790227-790268,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 18-164 through 18-168. Commissioner Jackson seconded. Resolution 18-164: Rescind Resolutions 99-194 and 15-015, re-establish imprest accounts for the Lewis County Sheriff's Office and appoint custodians for said funds. Chief Dusty Breen of the Lewis County Sheriff's Office spoke to the resolution. He said the switch to the new Munis finance system has necessitated the changes listed in Resolution 18-164. Resolution 18-165:Approve infrastructure access and support agreements between Lewis County Information Technology(IT)Services Department and the emergency response services of Winlock Police Department. Steve Wohld, Director of Information Technology(IT)Services, spoke to the resolution. He said the resolution would allow IT to offer services to the Winlock Police Department. 3 Resolution 18-166: Listing the bids received and contractors selected for the Lincoln Creek Road stockpile and fill site project. Erik Martin, Director of Public Works, spoke to the resolution. He said the contract is for rock to be stored on Lincoln Creek Road. He said the call for bids was made April 9, 2018, and that bids were due April 24, 2018. He said the resolution would award the contracts to the two low bidders: Black Lake Resources LLC($48,779.50) and Alderbrook Quarry Inc. ($970.20). Resolution 18-167: Listing the consultant selected for the A&E professional services—design and engineering—of the upcoming grant-funded fish passable structures. Erik Martin, Director of Public Works, spoke to the resolution. He said PBS was awarded the three projects,two of which are sponsored by the Port of Chehalis. He said the contract is not to exceed $285,000. Resolution 18-168: Listing the bids received and contractors selected for the Howe Road milepost 1.68 landslide repair. Erik Martin, Director of Public Works, spoke to the resolution. He said the call for bids was made April 16 and that the six bids received were opened May 8. He said Steele Trucking Inc. submitted the winning bid of$41,554.92. Motion passed 3-0. GOOD OF THE ORDER Commissioner Stamper discussed a bike ride that took place over the weekend. Commissioner Fund said the Rotary Auction was a success. Ron Averill of Centralia said the farm community is exempt from the Critical Areas Ordinance due to the Voluntary Stewardship program. He said the Planning Commission plans to discuss the future of the program. Ron also discussed the proclamation recognizing May as Older Americans Month. He said the area senior centers provide an opportunity for seniors to stay mobile. He said the Area Agency on Aging also helps provide needed nutritional meals. He stressed the need for donations, and he said the thrift store has been even more successful than he imagined. PRESS CONFERENCE Commissioner Jackson said Transportation for America Chairman John Robert Smith will hold an informational meeting regarding transportation at Centralia College on May 23. He discussed the benefits countywide transit would provide for the area's senior citizens. 4 Commissioner Fund noted that Filing Week has opened.
