NOTICE OF PUBLIC HEARINGS TO CONSIDER ORDINANCE 1287, ) RESOLUTION NO. 18- 1144
AN ORDINANCE TO AMEND THE LEWIS COUNTY
COMPREHENSIVE PLAN
WHEREAS, Lewis County is required to plan under the Growth Management Act in accordance with RCW
36.70A.040; and
WHEREAS, under the Growth Management Act, "Each comprehensive land use plan and development regulations
shall be subject to continuing review and evaluation by the county or city that adopted them" (RCW 36.70A.130);
and
WHEREAS, the Lewis County Planning Commission commenced their review of the Comprehensive Plan on
January 26, 2016, and continued their review of the document throughout the remainder of 2016 and 2017, and
the beginning of 2018; and
WHEREAS, on May 8, 2018, the Lewis County Planning Commission held a duly-noticed public hearing on the
proposed Comprehensive Plan, and the associated changes to the zoning map; and
WHEREAS, following the public hearing,the Planning Commission deliberated the measures and determined that
the proposed amendments to the Lewis Comprehensive Plan, and the associated map changes, reflected the
needs of area residents, met the intent and requirements of the Growth Management Act, and were in
accordance with the public interest;
NOW THEREFORE BE IT RESOLVED that a hearing before the Board of County Commissioners is hereby scheduled
for June 25, 2018 to take public testimony and/or written comment on the adoption of Ordinance 1287,
amending the Lewis County Comprehensive Plan; and
BE IT FURTHER RESOLVED that the Clerk of the BOCC is hereby instructed to proceed with all appropriate and
necessary notifications, posting and publication for the changes as required by law.

Subject: Transmittal to the BOCC: Findings and Conclusions regarding Revisions to the Lewis County
Comprehensive Plan
Dear Commissioners:
The purpose of this report is to transmit draft revisions to the Lewis County Comprehensive
Plan.
General findings of fact:
1. Lewis County is required to plan under the Growth Management Act in accordance with
RCW 36.70A.040.
2. Under the Growth Management Act, "Each comprehensive land use plan and development
regulations shall be subject to continuing review and evaluation by the county or city that
adopted them." (RCW 36.70A.130)
3. These periodic updates to the Comprehensive Plan, and revisions to the regulations are
required to occur every eight years under the Growth Management Act.
4. The Lewis County Planning Commission commenced their review of the Comprehensive
Plan on January 26, 2016, and continued their review of the document throughout the
remainder of 2016 and 2017, and the beginning of 2018.
5. When the draft Comprehensive Plan was substantially complete, the Lewis County
Community Development Department sent notice of the changes to the Washington State
Department of Commerce for their 60-day review. No comments were received as a result
of this review as of the date of this report.
6. On April 19, 2018, staff provided notice for a Public Hearing on the proposed
Comprehensive Plan changes in the manner prescribed in LCC 17.12.050.
7. Community Development staff also issued a SEPA Determination of Nonsignificance for the
revisions to the Comprehensive Plan on April 24, 2018. No comments were received as a
result of this review as of the date of this letter.
8. On May 8, 2018, the Lewis County Planning Commission held a public hearing on the
proposed Comprehensive Plan, and the associated changes to the zoning map.
9. Following the public hearing, the Planning Commission deliberated the measures and
determined that the proposed amendments to the Lewis Comprehensive Plan, and the
associated map changes reflected the needs of area residents, met the intent and
requirements of the Growth Management Act, and were in accordance with the public
interest.
Conclusions
Based on the above findings and conclusions, the Lewis County Planning Commission
recommends that the Board of County Commissioners pass an ordinance that adopts the
proposed changes to the Lewis County Comprehensive Plan, and the zoning map to reflect the
proposed revisions.
Being duly authorized to transmit the recommendations on behalf of the Lewis County Planning
Commission, I hereby respectfully submit the document to the Lewis County Board of County
Commissioners.

NOTICE OF PUBLIC HEARING BEFORE THE LEWIS COUNTY
BOARD OF COUNTY COMMISSIONERS and INTENT TO ADOPT
NOTICE IS HEREBY GIVEN that the LEWIS COUNTY,WASHINGTON, BOARD OF COUNTY
COMMISSIONERS will hold two public hearings on June 25th, 2018, starting at or after 10:00 a.m.
The first public hearing will consider Ordinance 1287, changes to the Lewis County Comprehensive
Plan, and the second will consider Ordinance 1288, related changes to the Lewis County Zoning
Map.
The public hearings will occur at the Lewis County Courthouse, Commissioners' Hearing Room, at 351
NW North Street, Chehalis, WA. At the hearings, individuals will be invited to speak and/or provide
written statements regarding the proposed changes.All individuals wishing to speak are encouraged
to attend. Written comments may be submitted in advance of the hearings to:
