2018-05-21 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes May 21, 2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. PRESENTATIONS Commissioner Jackson made a motion to approve three proclamations. Commissioner Stamper seconded. Proclamation recognizing May 20-26, 2018, as Washington State University Master Gardener Volunteer Week. Commissioner Fund read the proclamation into the record. She discussed the volunteers' plant sale, which took place over the weekend. Proclamation recognizing May 21-27, 2018, as Public Works Week. Erik Martin, Director of Public Works, read the proclamation into the record. He said there is an effort to identify Public Works individuals as First Responders to recognize their efforts and to identify their need to be on scene. Erik also discussed the county "Roadeo" competition, which took place May 18. Proclamation recognizing May 2018 as Mental Health Awareness Month in Lewis County. Danette York, Director of Public Health and Social Services, read the proclamation into the record. She said ABHS and the Eugenia Center both plan mental health events during the week. 1 Motion passed 3-0. NOTICE ITEMS Commissioner Stamper made a motion to approve Resolutions 18-169 and 18-170. Commissioner Jackson seconded. Resolution 18-169: Call for bids for the 2018 Countywide Hot Mix Asphalt(HMA)for CRP 2179C. Bids are due to the Clerk of the Board by 11 a.m.June 5, 2018. Erik Martin, Director of Public Works, spoke to the resolution. He reminded bidders that late submissions cannot be accepted. He said the project includes paving for Middle Fork Road,Jackson Highway and six bridge ends as well as work by Gee Cee's Truck Stop. Resolution 18-170: Call for bids for Coal Creek Drive Long Term Bank Protection Project, County Special Maintenance Project No. SM15F739300030; FEMA Project No. DR 4253. Bids are due to the Clerk of the Board by 11 a.m.June 12,2018. Erik Martin, Director of Public Works, spoke to the resolution. He said the bid is for a bank protection project on Coal Creek Drive east of Packwood. He said he and Commissioner Stamper attended a meeting in the area on May 19 and visited the project site with the meeting attendees. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the May 14,2018, meeting as well as Resolution 18-171. Commissioner Stamper seconded. Resolution 18-171:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 790481-790630 and 790749-790758,totaling$307,251.47, were issued the week of May 11. She noted a skip in sequence for warrants 790631-790748,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. 2 r r GOOD OF THE ORDER Commissioner Fund discussed her weekend visit to the fairgrounds. Ron Averill of Centralia discussed the stigma of mental illness and the need to address mental health. Commissioner Jackson invited the audience to Transportation for America Chairman John Robert Smith's Transportation and Lewis County's Future presentation, planned for noon to 1:30 p.m. Wednesday, May 23, in Washington Hall Room 212 in Centralia College's Corbet Theatre building. PRESS CONFERENCE Susan DeLaire noted that the Packwood flea Market is planned for Memorial Day weekend. Commissioner Fund invited the public to a 6 p.m. May 23 meet-and-greet with the two county manager finalists. ADJOURNMENT The BOCC Business Meeting adjourned at 10:27 a.m., with the next Business Meeting scheduled for 10 a.m. Monday, June 4, 2018, in the Commissioners' Hearing Room (Room 223).
