2018-06-18 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes June 18,2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:00 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 18-192. Commissioner Jackson seconded. Resolution 18-192: Notice of hearing regarding a franchise request submitted by Puget Sound Energy Inc.to construct,operate and maintain water mains and cathodic protection cables in Lewis County rights of way.The hearing will begin at or after 10 a.m.July 9,2018, in the Commissioners' Hearing Room. Erik Martin, Director of Public Works,spoke to the resolution. He said the franchise is for the Jackson Highway facility. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the June 11, 2018, meeting as well as Resolution 18-193. Commissioner Stamper seconded. Resolution 18-193:Approval of warrants/claims against the various county departments. 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 800161-800274, totaling$270,160.74, were issued the week of June 8. She noted a skip in sequence for warrants 800085-800160, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 18-194 through 18-197. Commissioner Jackson seconded. Resolution 18-194:Award an easement to the City of Napavine for the extension of a waterline. Greg Snelson, Engineer Technician with Public Works, spoke to the resolution. He said the county owns a piece of property at the corner of Koontz and Woodard roads and that the City of Napavine has asked for an easement to extend its water line. He said the city has submitted a payment of$400 for the easement. Resolution 18-195: Local Programs State Funding Agreement between Lewis County and Washington State Department of Transportation (WSDOT)for the Coal Creek Drive project. Erik Martin, Director of Public Works, spoke to the resolution. He said it's a FEMA project that requires local match. He credited Rep. Ed Orcutt for his work on it. Resolution 18-196: List the bids received and contractor selected for the Coal Creek Drive Long-Term Bank Protection Project, County Special Maintenance Project No. SM15F739300030, FEMA Project No. DR 4253. Erik Martin, Director of Public Works, spoke to the resolution. He said bids were opened June 12. He said Steele Trucking of Chehalis submitted the lowest responsive (and winning) bid of 816,342.78. Erik said work should start around July 9 and that the fish window opens July 15. He said the project is expected to take 60 days or so. He said it likely will be completed in October. Resolution 18-197: List the bids received and contractor selected for the Vader-Enchanted Valley Water Reservoir Construction Project. Betsy Dillon, Senior Utility Engineer, spoke to the resolution. She said the contract provides labor, materials and equipment for the work on the water reservoir. She said the county received two responsive bids and that T Bailey of Anacortes, Wash., provided the lowest responsive bid of $1,231,032.88. She said the engineer's estimate was$1,216,275.00. 2 Commissioner Stamper thanked Betsy and her team for their work on the project. Motion passed 3-0. GOOD OF THE ORDER Commissioner Stamper discussed Win lock's Egg Days festivities. Commissioner Fund said she attended Egg Days and the United Way's Chefs' Night Out event over the weekend. She also discussed the Barn Bash at the Southwest Washington Fair. She said the Barn Bash event drew 350 to 400 participants. PRESS CONFERENCE Commissioner Fund reminded the group about the upcoming rural broadband workshop planned for June 21. Commissioner Stamper said he would miss the event due to a planned timber meeting.
