2018-06-25 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes June 25,2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:05 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. PRESENTATION Commissioner Stamper made a motion to approve a proclamation honoring Dr. Patrick O'Neill. Commissioner Jackson seconded. Proclamation: Proclaiming the first week of July 2018 as Dr. Patrick O'Neill Week in recognition of Dr. O'Neill's profound contributions to public service. Commissioner Stamper read the proclamation into the record. Riverside Fire Chief Mike Kytta discussed Dr. O'Neill's numerous years of selfless, behind-the-scenes volunteer contributions to Lewis County. Commissioner Stamper also shared stories about Dr. O'Neill. Motion passed 3-0. NOTICE ITEMS Commissioner Jackson made a motion to approve Resolutions 18-199 through 18-200. Commissioner Stamper seconded. Resolution 18-199: Notice of Hearing for the 2nd Budget Amendment for Current Expense and other funds.The hearing will begin at or after 10 a.m.July 9,2018, in the Commissioners' Hearing Room. Steve Walton, Director of Central Services, spoke to the resolution. He said the notice will be published June 28 and July 3, 2018, and that the hearing will be held July 9. He said the amendment reflects 1 increased expenditures for all funds in the amount of$3,166,131, with increased revenue in the amount of$2,238,289 and an estimated use of ending fund balance in the amount of$927,842. Steve noted that General Fund portion of the budget amendment reflects an increase in expenditures of$343,382, an increase in revenue in the amount of$20,200 and a use of reserves in the amount of$323,182. Resolution 18-200: Notice of the Lewis County Vendor List. Financial Analyst Senior Amanda Migliaccio, representing the Auditor's Office, spoke to the resolution. Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the June 18,2018, meeting as well as Resolution 18-201. Commissioner Jackson seconded. Resolution 18-201:Approval of warrants/claims against the various county departments. Financial Analyst Senior Amanda Migliaccio, representing the Auditor's Office, said warrants 800275- 800315, totaling$84,269.85, were issued the week of June 15. She said draw/benefit warrants numbered 791619-791859,totaling $275,531, were issued June 20. Amanda noted a skip in sequence for warrants 800316-800434, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 18-202 through 18-211. Commissioner Stamper seconded. Resolution 18-202:Appoint Peter Lahmann to the Pacific Mountain (PacMtn)Workforce Development board. Commissioner Stamper spoke to the resolution. He said the resolution will be forwarded to Pacific Mountain. Resolution 18-203:Approve funds for ATM machines at the Southwest Washington Fair. Steve Walton, Director of Central Services, spoke to the resolution. He said the fair receives funds annually for restocking the ATM machines. 2 Resolution 18-204:Approve additional funds for the Southwest Washington Fair Office Revolving Working Account. Steve Walton, Director of Central Services, spoke to the resolution. He said the resolution approves the transfer of$1,000 to the fair office to support gate sales, etc. He said the office manager of the Treasurer's Office oversees the deposits. Resolution 18-205:Accept a grant for the Historic Courthouse Restoration project. Steve Walton,Director of Central Services,spoke to the resolution. He said the county applied for a 2017-19 grant. He said the county has been awarded a $209,641 grant with a 50 percent match. Resolution 18-206:Approve an employment agreement between Lewis County and Matthew Trent for Information Technology Network Specialized Services. Archie Smith, Human Resources Administrator,spoke to the resolution. He said Matthew Trent is a former employee whose specialized services and expertise may be needed in the future. Resolution 18-207:Approve Contract Amendment B to the Consolidated Homeless Grant (CHG) between Washington State Department of Commerce (DOC)and Lewis County. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the grant is being amended to add $50,000. Resolution 18-208: Approve Contract Amendment#1 between Lewis County and Housing Resource Center to add$50,000 funding to the current contract for Housing Essential Needs. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the grant is being amended to give the provider the additional $50,000 from Resolution 18-207. Resolution 18-209:Approve an additional $100 for the Lewis County Animal Shelter petty cash fund. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the Animal Shelter had one cash box and needs two more. Resolution 18-210: Approve a task assignment pursuant to Interlocal Agreement 05-200 between Lewis County and Tacoma Power regarding work by county crews and authorize signatures thereon. Erik Martin, Director of Public Works, spoke to the resolution. He said the county has an interlocal with Tacoma Power that allows the county to provide services. He said Tacoma Power has requested the 3 county provide chip seal work and paint striping. He said the work is estimated at$68,500.00 with an administrative fee of$3,425.00 for a project total of$71,925.00. Resolution 18-211:Approve a contingent loan agreement with the Public Facilities District(PFD). Prosecuting Attorney Jonathan Meyer spoke to the resolution. He said the 2010 bonds will not be paid off right away. He said the resolution requires a construction agreement to give the county some control over how the money is spent. He said the PFD also would pay off its .09 loan. Commissioner Jackson said the agreement will be beneficial to the county and the PFD. Commissioner Jackson said the .09 payoff would free up funding for other county-funded projects. Commissioner Fund noted that there was a scrivener's error in Section 2E, which listed the outstanding balance as$336,667.She said the correct amount would be$366,667. Todd Chaput of the PFD said the PFD is excited about the resolution. Motion passed 3-0. HEARINGS Ordinance 1284: Continuation of the hearing for Ordinance No. 1284,which would update the county's critical areas standards. Commissioner Fund introduced the hearing. Chief Civil Deputy Prosecuting Attorney Eric Eisenberg said the public hearing for Ordinance 1284 began June 11, 2018. He said there were two changes at the time: soil types and the effective date. He said the change of the effective date created the need to extend the comment period. He asked that his statements and the comments from June 11 be adopted into the record. Commissioner Fund asked if there were any questions.There were none. She then closed the question- and-answer portion of the hearing and asked if anyone wanted to speak for or against the resolution. Ron Averill of Centralia, representing the Lewis County Farm Bureau, said the ordinance doesn't impact farmers because of the Voluntary Stewardship Program. He said the Farm Bureau will be submitting its plan soon. Commissioner Fund closed the hearing and asked for a motion. Commissioner Stamper made a motion to approve Ordinance 1284. Commissioner Jackson seconded. Motion passed 3-0. 4 Ordinance 1287: Hearing for Ordinance No. 1287,which would update Lewis County's Comprehensive Plan. Commissioner Fund introduced the hearing. Senior Long-range Planner Fred Evander gave the staff report. He said the Comprehensive Plan is required under the Growth Management Act and must be updated every eight or so years. Fred said the new version includes more maps and images as well as updated information regarding rural character and rural services. He said the new plan lists Onalaska as an urban growth area and revises priorities for pedestrianism and transportation improvements. He said it also expands two limited areas of more intensive rural development (LAMIRDs)—one at Exit 57 and the other at the intersection of Jackson Highway and Highway 508. Fred said the new plan removes verbiage about Birchfield and addresses the Hirst decision. Fred said the Planning Commission has been working on the document since 2016. Fred said a State Environmental Policy Act(SEPA) determination of nonsignificance also was issued. Chief Civil Deputy Prosecuting Attorney Eric Eisenberg said the Growth Management Act requires that the county's ordinance be internally consistent, include public participation and be consistent with countywide policies. He said the Comprehensive Plan safeguards resource lands and promote the rural character of rural lands. Fred discussed the artwork depicting rural residential clusters, rural residential streets and rural residential settlements. Eric said a poll of area residents showed that residents like the county's open, rural look. Eric said the plan also addresses the Hirst decision. He said the county will continue water quality and quantity as the GMA requires. Commissioner Stamper thanked Community Development and the Planning Commission. He said the county will see growth in the next 20 or so years. He said not everyone wants farms and that the county is right to look at clustering opportunities to increase the number of homes in Lewis County. He said he feels the county is on the right track. Commissioner Fund asked if there were any questions.There were none. Commissioner Fund then closed the question-and-answer portion of the hearing. Eric and Fred asked that their previous comments be adopted into the record. Commissioner Fund asked if anyone wanted to speak for or against the resolution. Amy Smith had signed up to speak but chose not to. Ron Averill of Centralia discussed his past involvement with Growth Management. He applauded the county for"bringing Onalaska into the fold." He said Packwood should be looked at next. Ron noted that when he worked on growth management, the average size of a Lewis County farm was 49 acres and the average farm income was$10,000. Commissioner Fund closed the hearing. Commissioner Jackson made a motion to approve Ordinance 1287. Commissioner Stamper seconded. Motion passed 3-0. 5 Ordinance 1288: Hearing for Ordinance No. 1288,which would update Lewis County's Zoning Map. Commissioner Fund introduced the hearing. Long-range Senior Planner Fred Evander gave the staff report. He said the zoning map ordinance is a companion piece to Ordinance 1287. He said the map reflects the changes at Exit 57, the intersection of Jackson Highway and State Route 508 and the Onalaska Urban Growth Area. He and Chief Civil Deputy Prosecuting Attorney Eric Eisenberg noted that the county received no comments regarding the zoning map. Commissioner Fund asked if there were any questions.There were none. Commissioner Fund then closed the question-and-answer portion of the hearing. Fred and Eric asked that their previous comments be adopted into the record. Commissioner Stamper made a motion to approve Ordinance 1288 and to sign the accompanying map. Commissioner Jackson seconded. Motion passed 3-0. GOOD OF THE ORDER Commissioner Fund discussed a recent dam tour. Ron Averill of Centralia said river gauge adjustments are being made. He noted that public outreach is underway to spread the word about the new data associated with the new gauges. Ron thanked the commissioners for their work on the PFD resolution.
