Business Meeting minutes
July 23, 2018

Commissioner Fund called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
Sean Bell of RES Americas of Portland said RES has submitted its draft Environmental Impact Study (EIS)
for the Skookumchuck wind facility. He discussed the process for the State Environmental Policy Act
(SEPA) process. He said RES needs to break ground in late summer/early fall. He said RES expects to be
generating power by next summer. Sean said RES is working on how to transport the wind turbines to
the site.
Kelsey Hulse of Puget Sound Energy(PSE) discussed PSE's work with RES Americas. She thanked the
county for its work on the wind farm and urged the county to continue to move the project forward.
NOTICE ITEMS
Commissioner Jackson made a motion to approve Resolutions 18-231 and 18-232. Commissioner Fund
seconded.
Resolution 18-231: Notice of Hearing for Ordinance 1289,which would amend portions of Chapter
6.05 and Section 2.25.130 of the Lewis County Code pertaining to Dangerous Animal Proceedings and
Appeals.The hearing will begin at or after 10 a.m.Aug. 13, 2018, in the Commissioners' Hearing
Room.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
Ordinance will update and correct county code regarding dangerous animal proceedings and appeals.
Resolution 18-232: Notice of the temporary closure of Shafer Road to all through traffic.The area will
be closed July 27 to Aug. 10, 2018.

Martin Roy, Real Estate Services Manager, spoke to the resolution. He said the county is replacing a
culvert on Shafer Road and must close the area to through traffic. He said the county has consulted with
the neighboring chicken farm as well as the area fire department.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the July 16,2018, meeting as well as
Resolution 18-233. Commissioner Fund seconded.
Resolution 18-233:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 801338-801577 and
801,708-801,749, totaling$539,513.72,were issued the week of July 13. She noted a skip in sequence
for warrants 801578-801707, which were issued on behalf of Special Purpose Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Jackson made a motion to approve Resolutions 18-234 through 18-237. Commissioner
Fund seconded.
Resolution 18-234:Authorize a contract between Cowlitz-Wahkiakum Council of Governments
(CWCOG)and Lewis County for costs of transportation planning work performed.
Tim Fife,County Engineer, spoke to the resolution. He said the resolution would provide up to $25,000
for work performed by Public Works'Transportation Planner.
Resolution 18-235:Approve a Local Programs State Funding Agreement between Lewis County and
Washington State Department of Transportation (WSDOT)for the Lewis County Wheeled ATV
Roadway Signing Project.
Tim Fife, County Engineer, spoke to the resolution. He said the resolution approves up to$35,000 in
funding for signs for the county's recently-passed WATV ordinance, which allows WATV use in specific
areas.

Resolution 18-236:Approve the County Engineer to sign an agreement with Murraysmith Inc. for
construction phase engineer's services for the Vader-Enchanted Valley Water Reservoir construction
project.
Tim Fife, County Engineer,spoke to the resolution. He said the resolution allows the engineer to sign an
agreement of up to $185,000 with Murraysmith for construction services on the Vader-Enchanted Valley
Water Reservoir project.
Resolution 18-237:Approve a Local Agency Agreement and Federal Aid Project Prospectus between
Lewis County and the Washington State Department of Transportation (WSDOT)for the Centralia
Alpha Road Improvements Project, County Road Project(CRP)2084.
Tim Fife, County Engineer, spoke to the resolution. He said the agreement provides up to$100,000 to
get started on engineer work for a slide area on Centralia Alpha Road.
Motion passed 2-0.
GOOD OF THE ORDER
Commissioner Fund said she and Commissioner Jackson attended the weekend's Napavine Funtime
festival. Commissioner Jackson said it seems like the small-town festivals are growing. He said it reflects
residents' appreciation for their hometowns.
Peter Lahmann invited the public to the weekend pancake feed and hot dog feed planned during the
weekend's ChehalisFest events. Peter also lamented the loss of Margaret Shields.
Susan DeLaire of Chehalis invited the public to the weekend's Antique Fest in Centralia.
