July 30,2018

Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
PRESENTATION
Commissioner Stamper made a motion to approve a proclamation recognizing Aug. 5-11, 2018, as
Farmers'Markets of Lewis County Appreciation Week. Commissioner Fund seconded.
Proclaiming August 5-11, 2018,as Farmers' Markets of Lewis County Appreciation Week.
Commissioner Fund read the proclamation into the record.
Marie Shankle and other farmers in the audience, including Janean Parker, introduced themselves and
discussed the importance of farming. Ron Averill discussed the Farm Bureau's work to spread the word
about farmers' markets.
Motion passed 2-0.
NOTICE ITEM
Commissioner Stamper made a motion to approve Resolution 18-238. Commissioner Fund seconded.
Resolution 18-238: Notice of Hearing for Ordinance 1290,which would amend Chapter 18.05
("Community Development Fee Schedule")of Lewis County Code.The hearing will begin at or after
10 a.m. Aug. 27, 2018, in the Commissioners' Hearing Room.

Fred Evander, Senior Long-Range Planner for Community Development, spoke to the resolution. He
said the ordinance would amend the fee schedule to clean it up and simplify it. He clarified that it would
not change to costs associated with the fees.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the July 23,2018, meeting as well as
Resolution 18-239. Commissioner Fund seconded.
Resolution 18-239: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 801750-
802012 and 802062-802161, totaling$1,256,685.41, were issued the week of July 23. She said
draw/benefit warrants numbered 791929-792167 totaling$275,703 were approved July 20. Suzette
noted a skip in sequence for warrants 802013-802061, which were issued on behalf of Special Purpose
Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-240 through 18-245. Commissioner
Fund seconded.
Resolution 18-240:Approve Dianne Dorey's request to be indemnified and provided defense in
Thurston County Superior Court for actions allegedly taken in the course and performance of her
duties as Lewis County Assessor.
Wayne Whiton, Risk and Safety Administrator, and Eric Eisenberg, Chief Deputy Prosecuting Attorney,
spoke to the resolution. Wayne said the lawsuit was filed by Riverside Fire Authority. Eric noted that the
state Department of Revenue (DOR) directed Dianne Dorey to take the action she did. Eric said the
complaint alleges that in 2015, Riverside submitted budgets and certification for two separate 2016
levies. He said the amount of the levy was less than the maximum amount allowed under the law. Eric
said the Assessor's Office attempted to correct the error in 2016, 2017 and 2018. He said the DOR
indicates the levy lid limit cannot be busted to correct errors.

Resolution 18-241:Approve Contract Amendment#2 between Lewis County and Washington State
Department of Social and Health Services(DSHS), Developmental Disabilities Administration (DDA),to
provide services to individuals with developmental disabilities.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
amendment provides services to individuals with developmental. She said it extends the contract to
June 30, 2019, and adds$899,005.
Resolution 18-242: Approve Contract Amendment C to the Consolidated Homeless Grant(CHG)
between Washington State Department of Commerce (DOC) and Lewis County.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
amendment increases the county's grant amount by$64,110 to provide funding for the rental assistance
program, which helps those who are homeless or at imminent risk of becoming homeless.
Resolution 18-243: Approve an agreement between Lewis County and the Department of Housing and
Urban Development(HUD)to provide funds for the McKinney Transitional Housing Program in the
amount of$146,355.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said it provides
funds for the McKinney Transitional Housing Program. She said the work is subcontracted out.
Resolution 18-244: Approve Contract Amendment#1 between Lewis County and the Housing
Resource Center to extend the McKinney Program to April 30, 2019, in the amount of$141,067.50.
Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the county
receives the money from the federal government then subcontracts with the Housing Resource Center
to provide services.
Resolution 18-245: Amend Resolution 18-183 to reflect that the agreement with Washington State
Military Department for FY 2017 State Homeland Security Grant Program funding is with the
Department of Emergency Services, Communications Division.
Steve Mansfield, Director of Emergency Services, spoke to the resolution. He said the resolution
amends Resolution 18-183 to reflect that the agreement is with the Department of Emergency Services,
Communications Division.
Motion passed 2-0.

GOOD OF THE ORDER
Commissioner Stamper said Mossyrock's Blueberry Festival is planned for the weekend.
Commissioner Stamper and Commissioner Fund mourned the loss of former Commissioner Bill Schulte.
Ron Averill of Centralia discussed his work on the Voluntary Stewardship Program (VSP) and the Farm
Bureau.
Commissioner Fund discussed her recent farm tours.

10 a.m. Monday, August 6, 2018, in the Commissioners' Hearing Room (Room 223).
