Business Meeting minutes
August 6, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Attorney Tim McMahan spoke about the Skookumchuck wind turbine project. He said he appreciates
the county's assistance with the project. He said the wind energy project is located in Lewis County with
operations in Thurston County. He said it would give large industrial companies the opportunity to
purchase power directly from Puget Sound Energy.
Bob Russell of Chehalis discussed the George Washington bicentennial celebration. He thanked Sen.
Braun, Rep. DeBolt, Rep. Orcutt, the Lewis County Board of County Commissioners, the City of Centralia,
the Centralia Downtown Association, Centralia College, the Centralia Foundation,the late Orin Smith
and The Chronicle for their efforts to help recognize the founder of Centralia. Bob invited the public to
unveiling of a statue honoring Centralia founder George Washington, planned for noon Aug. 11.
NOTICE ITEM
Commissioner Stamper made a motion to approve Resolution 18-246. Commissioner Jackson
seconded.
Resolution 18-246: Notice of Hearing for Ordinance No. 1294, an ordinance adopting a moratorium
upon certain building permits within the boundaries of Water-Sewer District#5.The hearing will
begin at or after 10 a.m. Aug. 27, 2018, in the Commissioners' Hearing Room.
Lee Napier, Director of Community Development,spoke to the resolution. She said Water Sewer
District 5 is the area formerly known as the Birchfield Fully Contained Community in Onalaska.
Motion passed 3-0.

CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the July 30,2018, meeting as well as
Resolution 18-247. Commissioner Stamper seconded.
Resolution 18-247: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 802162-802277 and
802325-802395, totaling$387,664.44,were issued the week of July 27. She noted a skip in sequence for
warrants 802278-802324, which were issued on behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-248 and 18-249. Commissioner
Jackson seconded.
Resolution 18-248: Modify restrictions on outdoor burning to a full ban throughout unincorporated
Lewis County.
Lee Napier, Director of Community Development,spoke to the resolution. She said a previous
resolution had allowed for recreational fires. She said the next level of restrictions is now being
activated, restricting the use of recreational fires. She said the restrictions took effect the previous week
and that the day's resolution ratifies the restrictions. Lee said propane fires are allowed. Lee said DNR
has contacted the county about the possible need to use the county's airport as it battles the Miriam
Fire in Yakima County.
Resolution 18-249:Approve Ordinance 1294 to adopt a moratorium upon certain building permits
within the boundaries of Water-Sewer District#5 and direct the setting of a hearing date.
Lee Napier, Director of Community Development, spoke to the resolution. She said Ordinance 1294
establishes a six-month moratorium on certain building permits in the area formerly known as the
Birchfield Fully Contained Community. Commissioner Stamper stressed the need for communication
between Water District 2 and the Water-Sewer District commissioners representing Birchfield.
Chief Deputy Prosecuting Attorney Eric Eisenberg noted that the Growth Management Act allows the
county to pass the ordinance prior to holding a public hearing.
Motion passed 3-0.

GOOD OF THE ORDER
Commissioner Stamper thanked the commissioners for attending at the Blueberry Festival as he was
attending a service for Ben Eastman. He noted that the Morton Loggers Jubilee is planned for Aug. 11.
Commissioner Jackson thanked the late Bill Schulte for his many contributions as a Lewis County
commissioner.
Centralia resident Ron Averill discussed the Lewis County Seniors' budget.
County Manager Erik Martin echoed Commissioner Jackson's sentiments about former Commissioner
Schulte. Erik read the Engineers' Creed and said he will bring the same level of ethics to the position of
County Manager.
Peter Lahmann expressed his condolences to former Commissioner Schulte's family. He also mourned
the recent passing of Margaret Shields. Peter discussed a Saturday event planned at the Veterans
Museum, during which the public can enjoy a special Vietnam pop-up exhibit.
PRESS CONFERENCE
There were no questions from the press. Commissioner Fund said the fair opens Aug. 14.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:41 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, August 13, 2018, in the Commissioners' Hearing Room (Room 223).
