Modify Restriction on outdoor burning to all recreational fires in approved receptacles and solid fuel BBQ BEFORE THE BOARD OF COUNTY COMMISSIONERS OF LEWIS COUNTY, WASHINGTON MODIFY RESTRICTIONS ON OUTDOOR ) RESOLUTION NO. 18- 2-gL. - BURNING TO ALLOW RECREATIONAL ) FIRES IN APPROVED RECEPTACLES AND ) SOLID FUEL BBQ USE IN ) UNINCORPORATED LEWIS COUNTY ) WHEREAS, the Board of County Commissioners (BOCC) concurs with the decision of the Lewis County Fire Marshal and the Lewis County Fire Chief's Association that weather conditions have improved to allow recreational burning in approved receptacles and to allow use of solid fuel BBQs effective September 15, 2018; and WHEREAS, this modification and restriction downgrade allows all recreational fires in approved receptacles and use of solid fuel BBQs September 15, 2018, at 12:01 a.m. on all lands regulated by Lewis County. NOW THEREFORE, BE IT RESOLVED the BOCC hereby modifies Resolution #18-248 to allow recreational fires and solid fuel BBQ use on September 15, 2018 at 12:01 a.m. on all lands regulated by Lewis County, until modified or rescinded by like resolution of the BOCC. After careful review of the current and extended weather forecast,the Lewis County Community Development Director and the Fire Marshal have determined that current weather conditions within Lewis County have improved and will modify the burn restrictions to allow recreational fires and use of solid fuel BBQs throughout lands regulated by Lewis County. Recreational fires must be built in the following manner: • The campfire shall be no greater than 3-feet in diameter and have a ring constructed of metal,stone or brick 8-inches above surface with a 2-foot wide area cleared down to exposed soil surrounding the outside of the pit. • The campfire shall have an area at least 10-feet around it cleared of all flammable material and at least 20-feet of clearance from overhead flammable materials or fuels. • The campfire must be attended at all times by a responsible person at least 16-years old with the ability to extinguish the fire with a shovel and a 5- gallon bucket of water or with a connected and charged water hose. x3 J60_740.7 146 F 360.740.1245' • Completely extinguish campfires by pouring water or moist soil in them and stirring with a shovel until all parts are cool to the touch.The use of self- contained camp stoves is encouraged as an alternative. Open burning permits are still not valid at this time. Please refer to the Washington State Department of Natural Resources (DNR) for restrictions applying to outdoor burning conducted on DNR-protected forestlands throughout Washington,which includes state parks. You may obtain the information at www.dnr.wa.gov/burn-restrictions. The burning restrictions will remain in effect until such discontinuance is modified or rescinded by the Board of County Commissioners. A public announcement of the lifting of the burn restrictions will be released to the public at that time. The Lewis County Fire Marshal,in coordination with the Chiefs of local fire districts, strongly urge all county residents and visitors to be attentive to the conditions of their properties through proactive fire prevention measures. Modification of Resolution 18-248 is recommended by the Fire Marshal. This determination is based on the judgement of the Fire Marshal, as well as a review of fire-hazard conditions, current and anticipated weather conditions and moisture readings. This recommendation is to allow all recreational fires in approved receptacles and the use of solid fuel BBQs to commence at 12:01 am on September 15,2018. Open burn permits are still not valid. Once conditions warrant another modification, the Fire Marshal will make a recommendation to the BOCC at that time. The BOCC may ratify their decision by resolution. The Community Development Department will make every effort necessary to keep the public, county fire control agencies, Department of Natural Resources and the Southwest Clean Air Agency apprised of the local outdoor burning status.
