Business Meeting minutes
September 17, 2018

Commissioner Jackson called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
Commissioner Jackson and Commissioner Stamper honored Darcy Haslett, who will retire from District
Court on Sept. 28 after more than 31 years of service with Lewis County.
Port of Chehalis CEO Randy Mueller and Chehalis Community Renaissance Team (CCRT) Executive
Director Annalee Tobey provided an update on the two-year pilot project for Chehalis Coworks,which
received .09 funding from Lewis County. Coworks, which opened in February 2018, offers daily, weekly
and monthly rates, Randy said. He said benefits include fast fiber wi-fi, meeting space, a kitchen with
snacks, a quiet room, office supplies and printers and copiers. He said a courtyard is being constructed.
Randy said there are 61 community memberships and 15 monthly memberships. He said Coworks
revenues now outpace expenditures. Annalee said Coworks offers a monthly Downtown Business
Academy. She said planned improvements include the installation of two 4K monitors, increased online
advertising, a monthly e-newsletter, an outdoor poster board and a refer-a-member program.
PUBLIC COMMENT
Rich Curtis said residents of North and South Prairie Roads have signed and are submitting a petition
asking the county to recognize that the two roads are 40 feet wide.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the September 10,2018, meeting as
well as Resolution 18-283. Commissioner Jackson seconded.
Resolution 18-283:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 803724-803979,
totaling$501,129.08, were issued the week of Sept. 7. She noted a skip in sequence for warrants
803684-803723, which were issued on behalf of Special Purpose Districts.

Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-284 through 18-286. Commissioner
Jackson seconded.
Resolution 18-284: Approve the Ninth Supplement to a Professional Services Agreement between
Lewis County and French &Associates, LTD.
Lee Napier, Director of Community Development, spoke to the resolution. She said Lewis County is
serving as the fiscal agent for the Flood Authority. She said the amendment increases the budget and
increases the work French and Associates is doing through the Community Rating System (CRS).
Resolution 18-285:Approve the Sixteenth Supplement to a personal services agreement between
Lewis County and West Consultants Inc.
Lee Napier, Director of Community Development, spoke to the resolution. She said Lewis County is
serving as the fiscal agent for the Flood Authority. She said improvements to the Early Flood Warning
System will include the installation of web cams.
Resolution 18-286: Modify restrictions on outdoor burning to allow recreational fires in approved
receptacles and solid fuel BBQ use in unincorporated Lewis County.
Lee Napier, Director of Community Development, spoke to the resolution. She said the resolution
ratifies action that took place the previous week. She said the area is not yet at the moisture reading
levels that would allow for the full lifting of the county burn ban.
Motion passed 2-0.
HEARINGS
Ordinance 1292, changes to zoning tables in Lewis County Code, Chapter 17.42.
Commissioner Jackson introduced the hearing.
Community Development Director Lee Napier and Senior Long-Range Planner Fred Evander gave the
staff report. Fred said Chapter 17.42 of Lewis County Code featured two tables, one of which included
rural lands and the other of which included limited areas of more intensive rural development

(LAMIRDs). He said the Planning Commission decided to group together and simplify the two tables. He
said the Planning Commission also had noticed that three mapped zones had not been included in the
tables. He said other changes include adding the possibility of multi-family housing in areas that meet
certain criteria, adding the possibility of mini storage buildings in certain crossroads commercial zones
and adding the possibility of events centers. Fred discussed changes allowing for agricultural processing.
Commissioner Jackson asked if there were any questions. There were none. He then closed the
question-and-answer portion of the hearing.
Fred and Lee asked that their previous comments be adopted into the record.
Commissioner Jackson asked if anyone wanted to speak for or against the resolution.
Rick Haddock,who owns property at Exit 63, thanked members of county staff for their work.
Skip Urling, who had signed up to speak, said he had nothing to add.
Ron Averill of Centralia spoke on behalf of the Farm Bureau. He discussed areas for commercial farming
and farming done in rural development districts. He said he appreciates Community Development's
work on the ordinance.
Commissioner Jackson noted that the commissioners also had received written public testimony from
Roger and Linda Hickey, owners of Bio Recycling Corporation of Centralia.
Commissioner Jackson closed the hearing and asked for a motion.
Commissioner Stamper made a motion to approve Ordinance 1292. Commissioner Jackson seconded.
Motion passed 2-0.
Ordinance 1293, amending Lewis County Code, Chapter 15.15.
Commissioner Jackson introduced the hearing.
Fred Evander, Senior Long-Range Planner for Community Development, gave the staff report. Fred said
Ordinance 1293, which deals with building setbacks, is a companion legislation for Ordinance 1292. He
said chapter 15.15 required a 55-foot setback on roads measuring less than 60 feet wide and a 25-foot
setback for roads measuring more than 60 feet wide. He said the previous chapter made no provisions
for alleys, smaller roads or areas with existing development that would make it unlikely that the right-of-
way would ever expand. He said Ordinance 1293 would allow for variations on setback requirements if a
review found that a variation was warranted.
Commissioner Jackson asked if there were any questions.There were none. He then closed the

Commissioner Stamper made a motion to approve Ordinance 1293. Commissioner Jackson seconded.

GOOD OF THE ORDER
Commissioner Stamper discussed a recent Port of Chehalis presentation and tour.
Sean Bell of RES Americas thanked the county for its help on the State Environmental Policy Act (SEPA)
document for the wind farm project. He said the Planning staff and County Manager Erik Martin have
been great to work with.
Ron Averill of Centralia discussed the Flood Authority's work on floodplain management. He said it's
possible the county will not have to serve as the fiscal agent in future years.
