Business Meeting minutes
October 1,2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10 a.m., determined a quorum and then proceeded
with the flag salute.
PUBLIC COMMENT
None.
PRESENTATIONS
Commissioner Jackson made a motion to approve two proclamations. Commissioner Stamper
seconded.
Proclamation recognizing October 7-13, 2018, as Public Power Week in honor of the PUD's
contributions to Lewis County.
Commissioner Stamper read the proclamation into the record. PUD Commissioners Dean Dahlin and
Ben Kostick discussed the PUD's contributions.
Proclamation recognizing October 2018 as Lewis County Disaster Preparedness& Lewis County Alert
Awareness Month.
Emergency Services Director Steve Mansfield read the proclamation into the record. Steve Mansfield
discussed the need for disaster preparedness and noted that Lewis County has had 16 presidentially-
declared disasters since 1990. Steve encouraged the audience to sign up for the county's Lewis County
Alert notification service.
Motion passed 3-0.

NOTICE ITEM
Commissioner Stamper made a motion to approve Resolution 18-295. Commissioner Jackson
seconded.
Resolution 18-295: Notice of hearing for Ordinance 1295,which would levy a property assessment tax
in 2018 for collection in 2019. The hearing will begin at or after 10 a.m. Monday, Oct. 22, 2018, in the
Commissioners' Hearing Room.
Bill Wamsley, Noxious Weed Control Manager, spoke to the resolution.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the September 24,2018, meeting as
well as Resolution 18-296. Commissioner Stamper seconded.
Resolution 18-296:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 804442-804624,
totaling$588,077.81, were issued the week of Sept. 21.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-297 through 18-300. Commissioner
Jackson seconded.
Resolution 18-297:Appoint Erik Martin as the County Manager.
Archie Smith, Human Resources Administrator, spoke to the resolution.
Resolution 18-298:Approve an additional $50 in the petty cash fund for the Lewis County Animal
Shelter Division.
Danette York, Director of Health and Social Services, spoke to the resolution. She said each person
working at the shelter needs their own separate till and that this would help make that possible.

Resolution 18-299:Approve a consultant supplement totaling$105,000 for multiple Public Works
projects.
Tim Fife, Interim Director of Public Works, spoke to the resolution. He said the supplement would
increase the second year of the two-year contract with Archaeological Investigations Northwest Inc. by
$105,000.
Resolution 18-300: List the bids received and contractor selected for the Lewis County 2017 Flexible
Guideposts Project, CRP 2185A, Fed Project No. HSIP-000S(478).
Tim Fife, Interim Director of Public Works,spoke to the resolution. He said Iversen & Sons Inc., which
submitted a bid of$184,444, had provided the lowest responsive bid out of the five companies that
responded. He said Iversen &Sons Inc. would be working on roughly 63 miles of flexible guiderails.
Motion passed 3-0.
HEARING
Resolution 18-301: Hearing to approve a franchise to Glenn and Kathleen Hedricks to replace/renew
their existing franchise to construct,operate and maintain water system facilities in Lewis County
road rights of way.
Commissioner Fund introduced the hearing.
Real Estate Services Manager Martin Roy gave the staff report. Martin said the non-exclusive franchise,
which involves a portion of Childers Road, replaces an existing franchise.
Commissioner Fund asked if there were any questions. There were none.
Commissioner Fund then closed the question-and-answer portion of the hearing.
Martin asked that his previous comments be adopted into the record.
Commissioner Fund asked if anyone wanted to speak for or against the resolution.
No one spoke.
Commissioner Fund closed the hearing and asked for a motion.
Commissioner Jackson made a motion to approve Resolution 18-301. Commissioner Stamper
seconded.
Motion passed 3-0.

GOOD OF THE ORDER
Commissioner Jackson said he attended the Chehalis Basin Partnership meeting in Oakville. He said the
partnership will weigh in on the Water Resource Inventory Area (WRIA). He said he also attended the
pumpkin-chunkin' event in Pe ElI.
Commissioner Stamper said he attended the retirement party for Airport Manager Larry Mason.
County Manager Erik Martin echoed Steve Mansfield's sentiments about the importance of disaster
preparedness and encouraged the audience to sign up for Lewis County Alert. Erik also noted that Josh
Metcalf has been hired as the Lewis County Public Works Director.
Ron Averill of Centralia said Lewis County's Voluntary Stewardship Program (VSP) plan has been
approved.
Noxious Weed Control Manager Bill Wamsley said empty pesticide containers can be disposed of for
free Oct. 1 and 2 at the county's Central Transfer Station in Centralia.
Commissioner Fund discussed the conclusion of the voucher program, which allowed area residents to
dispose of waste for free. She also noted that she also attended the pumpkin-chunkin' event in Pe ElI,
Larry Mason's retirement party and Packtoberfest in Packwood over the weekend.
Mike Aust of Napavine asked if the commissioners had reviewed the petition submitted by residents of
North and South Prairie roads in Napavine. Erik Martin said the Prosecuting Attorney's Office is
reviewing the petition. Commissioner Stamper said he doesn't understand how a later law supersedes
the documents Rich Curtis has. Mike expressed displeasure about paying taxes for the portion of the
property for which the county has right-of-way rights. Commissioner Fund said her understanding is that
the right-of-way portion is not taxed. Rich Curtis discussed his grandparents' documentation,
purportedly showing that the roads are 40 feet wide, not 60 feet wide.
PRESS CONFERENCE
There were no questions from the press.
Commissioner Fund invited the public to the Legislative Roundtable planned for Oct. 5. She said the
county is lobbying hard for the continuation of library services in Randle. She said the Timberland
Regional Library's next Board of Trustees meeting is scheduled for 5:30 p.m. Wednesday, Oct. 24, in
Tumwater.
ADJOURNMENT

10 a.m. Monday, October 8, 2018, in the Commissioners' Hearing Room (Room 223).
