OF LEWIS COUNTY, WASHINGTON
AN ORDINANCE OF THE COUNTY OF LEWIS AMENDING )
THE LEWIS COUNTY ZONING MAP TO CORRECT A MAPPING ) ORD 1296
ERROR IN THE ONALASKA AREA )
WHEREAS, Lewis County is required to plan under the Growth Management Act in accordance
with RCW 36.70A.040; and
WHEREAS, periodic updates to the Comprehensive Plan, and revisions to the regulations are
required to occur every eight years under the Growth Management Act; and
WHEREAS, Lewis County completed the update to the Lewis County Comprehensive Plan and
zoning map on June 25,2018 (Ordinances 1287 and 1288), and, as part of the changes,
designated the Onalaska area as an Urban Growth Area; and
WHEREAS, throughout the update process, including during the State Environmental Policy Act
Review and the Board of County Commissioners Public Hearing process, the Onalaska area
was shown to retain a mixture of Small Town Mixed Use and Small Town Industrial zoning on a
detailed map of the area; and
WHEREAS, this mix of Small Town Mixed Use and Small Town Industrial in the Onalaska area
was not reflected on the larger countywide zoning map that was signed by the Lewis County
Board of County Commissioners after the Public Hearing, though staff did not notice this
discrepancy due to the scale of the map; and
WHEREAS, it was the clear intent of Lewis County to retain a mixture of Small Town Mixed Use
and Small Town Industrial in the Onalaska area;
NOW THEREFORE BE IT RESOLVED that the Lewis County Board of County Commissioners
do hereby adopt the corrected Lewis County Zoning Map.

SECTION 1. The corrected Lewis County Zoning Map is included as Attachment A of this
ordinance.
SECTION 2. This correction reflects the intent of the Zoning Map adopted as part of Ordinance
1288 on June 25, 2018, making only technical changes not meant to change the intent of the
prior adoption. Moreover, the correction reflects what was considered by the public during the
State Environmental Policy Act Review and the Board of County Commissioners Public Hearing
process. RCW 36.70A.035(2)(b)(i)-(iii).
SECTION 3. This map is adopted Nunc Pro Tunc and applies to any developments that may
have been submitted since the adoption of the Zoning Map on June 25, 2018 or thereafter.
SECTION 4. If any part of this ordinance is found to be invalid by a court of competent
jurisdiction, the remainder of the ordinance shall remain valid and continue in full force and
effect.

Description
On June 25, 2018, Lewis County adopted Ordinances 1287 and 1288, revising the Lewis County
Comprehensive Plan and zoning map. As part of these changes, the County designated the Onalaska area as an
Urban Growth Area and slightly adjusted the zoning for the area.
Throughout the process to amend these documents, including during the State Environmental Policy Act
Review and the Board of County Commissioners Public Hearing process, the Onalaska area was shown to retain
a mixture of Small Town Mixed Use and Small Town Industrial zoning on a detailed map of the area. However,
this mix of Small Town Mixed Use and Small Town Industrial in the Onalaska area was not reflected on the
larger countywide zoning map that was signed by the Lewis County Board of County Commissioners after the
Public Hearing on Ordinance 1288. Due to the large size of the map and the relatively small area that was
incorrectly mapped, staff did not notice this discrepancy until recently.
This ordinance would correct this Scrivener's error on the signed zoning map, and would adopt the originally
intended mixture of Small Town Mixed Use and Small Town Industrial in the Onalaska area.
