2018-10-08 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes October 8,2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Riverside Fire Authority Chief Rick Mack named the winners of the fire prevention poster contest. Chief Mack said the theme for the 2018 Fire Prevention Week is Look, Listen, Learn and Be Aware. Chief Mack said an awards ceremony for the kids will be held Oct. 13. VOLUNTEER RECOGNITION Solid Waste Lewis County Manager Steve Skinner discussed Master Gardener President Bob Taylor's recent recognition as the state Master Gardener of the Year. Bob thanked the group for the recognition. PRESENTATIONS Commissioner Stamper made a motion to approve two proclamations. Commissioner Jackson seconded. Proclamation recognizing October as Lewis County Cybersecurity Awareness Month. Steve Wohld, Director of IT Services, read the proclamation into the record. Steve Wohld discussed the large increase in the number of cyberattacks the county has been fielding. He said the number of cyberattacks statewide have increased 300 percent since 2016. Proclamation recognizing October 7-13,2018, as Lewis County 4-H Week. Lewis County 4-H Youth Development agent Pam Watson, read the proclamation into the record. Pam said Esther Freeman designed the 2018 state 4-H patch. The commissioners praised the benefits of 4-H and thanked the local 4-H group. 1 Motion passed 3-0. NOTICE ITEM Commissioner Jackson made a motion to approve Resolution 18-302. Commissioner Stamper seconded. Resolution 18-302: Call for bids for six new pursuit-rated Interceptor sedans. Bids are due to the Clerk of the Board by 11 a.m. October 23, 2018. Tim Murphy, Fleet Services Manager, spoke to the resolution. He said the vehicles will be replaced in 2019. He said he hopes local dealerships will participate in the bid process. Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the October 1,2018, meeting as well as Resolution 18-303. Commissioner Jackson seconded. Resolution 18-303: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 804665- 804904, totaling$2,122,901.17, were issued the week of Sept. 28. She noted a skip in sequence for warrants 804625-804664, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Ordinance 1296 and Resolutions 18-305 through 18-309. Commissioner Stamper seconded. Ordinance 1296: Correct a mapping error on the Countywide Zoning map adopted under Ordinance 1288. 2 Lee Napier, Director of Community Development, and Fred Evander, Senior Long Range Planner, spoke to the resolution. Lee said Ordinance 1296 corrects Ordinance 1288, which the commissioners had approved over the summer. Fred said the corrected map is available online. Resolution 18-305: Approve a Wetland Mitigation Credit Buy/Sell Agreement with Cowlitz Mitigation Partners to purchase wetland mitigation credits at a cost of$124,550 for the taxiway improvements project at Ed Carlson Memorial Field/South Lewis County (Toledo)Airport. Lee Napier, Director of Community Development,spoke to the resolution. She said the purchase relates to upcoming taxiway improvements. Resolution 18-306: Approve a contract between Lewis County and Centralia School District for Student Homelessness Services. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the funds come from document recording fees and that the $43,200 will be used to help homeless children attending Centralia schools. Resolution 18-307: Approve an Internet Vehicle/Vessel Information Processing System (IVIPS)contract between Lewis County and the Washington State Department of Licensing. Danette York, Director of Public Health and Social Services, spoke to the resolution. She said code enforcement officers use the system to determine ownership and to determine whether hulk vehicles are listed as stolen. Resolution 18-308: Approve a Master Interlocal Agreement between Lewis County and Wahkiakum County, and authorizing signatures thereon. Tim Fife, Interim Director of Public Works, spoke to the resolution. He said the interlocal governs reimbursable work performed by either county. Resolution 18-309: Modify restrictions on outdoor burning to allow permitted burning throughout lands regulated by Lewis County. Lee Napier, Director of Community Development, spoke to the resolution. She said outdoor burning is now allowed throughout unincorporated Lewis County. She noted that burn permits are available but that the website is experiencing technical difficulties. Motion passed 3-0. 3 GOOD OF THE ORDER Commissioner Stamper said the Onalaska Harvest Festival was a huge success. He and Commissioner Fund discussed two hospital galas that took place over the weekend. Commissioner Jackson said he attended the previous week's United Way lunch. He also discussed the previous week's Legislative Roundtable as well as a weekend blaze at the Glass Guy. He also commended the staff at the transfer station. Peter Lahmann invited the audience to the Historical Society's event honoring Margaret Shields. PRESS CONFERENCE No questions from the press.
