Commissioner Jackson called the meeting to order at 10:03 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
EMPLOYEE RECOGNITION
The commissioners recognized county employees for the following milestones:
Five years of service:Juvenile Probation Services Manager Rickie Anders.
20 years of service: GIS Manager Matt Hyatt and Juvenile Detention Supervisor James Hickman.
25 years of service:Juvenile Detention Probation Officer Dean Durant.
40 years of service: Sheriffs Office Transcriptionist Wendy Pea.
Above and Beyond: Marc Hamilton of Public Works, who was honored for his work as project manager
on two fish-culvert replacement projects.
Above and Beyond: Kelly Sneed of the Southwest Washington Fair, who was honored for her work with
Munis and for taking on the role of event coordinator for the Washington State Garlic Fest.
Employee of the Quarter: Kayla Reynolds of the Auditor's Office, who was honored for her work
auditing and processing all of the county's invoices and importing and paying the special purpose
district's invoices while at the same time training and assisting county employees with Munis.

NOTICE ITEM
Commissioner Stamper made a motion to approve Resolutions 18-310. Commissioner Jackson
seconded.
Resolution 18-310: Notice of a hearing regarding a franchise request submitted by McDaniel
Telephone Company,dba TDS Telecom,to construct,operate and maintain telecommunications
facilities in Lewis County rights of way.The hearing will begin at or after 10 a.m. Nov. 5, 2018, in the
Commissioners' Hearing Room.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said the hearing would take
place at or after 10 a.m. Nov. 5 in the Commissioners' Hearing Room. He noted that the franchise was
last renewed 49 years ago.
Motion passed 2-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the October 8,2018, meeting as well
as Resolution 18-311. Commissioner Jackson seconded.
Resolution 18-311:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 804947-805202,
totaling$1,038,640.11,were issued the week of Oct. 5. She said payroll/benefit warrants 792787-
792862 and Automatic Deposits 1-598, totaling$3,709,762.42 combined, were issued Oct. 5. She noted
a skip in sequence for warrants 804905-804946, which were issued on behalf of Special Purpose
Districts.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-312 through 18-314. Commissioner
Jackson seconded.
Resolution 18-312:The proposed acquisition of additional right of way for Highway 603 in Chehalis.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said Highway 603 has been
selected for a safety improvement project using Federal Highway Safety Improvement Program Funding.
He said the project will require the acquisition of additional right of way from one property owner.

Resolution 18-313:The proposed acquisition of additional right of way for Westside Highway in Vader.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said Westside Highway has been
selected for a safety improvement project using Federal Highway Safety Improvement Program
Funding. He said the project will require the acquisition of additional right of way from two adjacent
property owners.
Resolution 18-314: The proposed acquisition of additional right of way for Cooks Hill Road in
Centralia.
Martin Roy, Real Estate Services Manager, spoke to the resolution. He said Cooks Hill Road has been
selected for a safety improvement project using Federal Highway Safety Improvement Program
Funding. He said the project will require the acquisition of additional right of way from one adjacent
property owner.
Motion passed 2-0.
GOOD OF THE ORDER
County Manager Erik Martin said two EIS scoping meetings regarding the proposed water retention
facility and the airport levee are planned for later in the week. Erik then introduced Lewis County's new
Public Works Director, Josh Metcalf.
Public Works Director Josh Metcalf briefly discussed his background. He said he is excited to join Lewis
County's team.

ADJOURNMENT
The BOCC Business Meeting adjourned at 10:25 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, October 22, 2018, in the Commissioners' Hearing Room (Room 223).
