Business Meeting minutes
October 29, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:02 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEM
Commissioner Stamper made a motion to approve Resolution 18-318. Commissioner Jackson
seconded.
Resolution 18-318: Notice of public meeting regarding Lewis County's 2019 Preliminary Budget. The
meeting will begin at 5:30 p.m. Monday, Nov. 19, 2018, in the Room 003 on the basement floor of the
historic courthouse at 351 N.W. North St. in Chehalis.
County Manager Erik Martin spoke to the resolution. He said preliminary budgets are available for
review and that an informational meeting will be held at 5:30 p.m. Monday, Nov. 19.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the October 22,2018, meeting as well
as Resolution 18-319. Commissioner Stamper seconded.
Resolution 18-319:Approval of warrants/claims against the various county departments.

Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 805974-806065,
totaling$1,050,510.33, were issued the week of Oct. 19 and that draw/benefit warrants 792863-
793098,totaling$273,017,were approved Oct. 19.
She noted a skip in sequence for warrants 805923-805973,which were issued on behalf of Special
Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-320 through 18-323. Commissioner
Jackson seconded.
Resolution 18-320: Approve a grant agreement between Lewis County and the Port of Chehalis to
accept funding totaling$400,000 from Distressed Counties Fund for the McBride Court phase 2
project.
Commissioner Fund spoke to the resolution. She said the county is excited to see the project move
forward.
Resolution 18-321: Authorize the Public Works Director to sign an agreement between the State of
Washington, Office of the Secretary of State Archives and Records Management Division (OSOS), and
Lewis County Public Works for management of a grant award in the amount of$30,000.
Josh Metcalf, Director of Public Works, spoke to the resolution. He said Public Works has received a
$30,000 grant for technological improvements.
Resolution 18-322:Appoint Josh Metcalf as the Public Works Director.
Daleyn Coleman,Human Resources Generalist, presented the resolution.
Resolution 18-323: Approve a state-mandated salary adjustment for the Prosecutor.
Daleyn Coleman, Human Resources Generalist, presented the resolution.
Motion passed 3-0.

GOOD OF THE ORDER
Commissioner Stamper discussed a weekend dedication ceremony at Timberline in Packwood. He said
the project was a collaborative effort on the local, state and federal levels. He said he also attended a
dedication event for the Mossyrock fire station as well as a fundraiser at the Twin Cities Senior Center.
Commissioner Fund commended Steve Albert's efforts regarding the Timberline project in Packwood.
Bob Guenther of Chehalis praised the Gifford Pinchot ranger district. He said he has collaborated to
secure a 500-year-old tree that will be sliced into"biscuits"to help with history lessons at area schools.
Ron Averill of Centralia discussed the weekend fundraiser at the Twin Cities Senior Center.
Peter Lahmann of the Lewis County Historical Society invited the public to a Halloween night event at
the museum and noted that the museum continues to work on an Armistice Day exhibit for the
following year. He also discussed a Veterans Day event planned at the state capitol.

Commissioner Fund invited the public to a Chamber Way dedication event planned for Nov. 1.

The BOCC Business Meeting adjourned at 10:19 a.m.,with the next Business Meeting scheduled for
10 a.m. Monday, November 5, 2018, in the Commissioners' Hearing Room (Room 223).
