2018-11-05 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes November 5,2018 Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper Recorder: Rieva Lester Commissioner Fund called the meeting to order at 10:03 a.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT None. PRESENTATIONS Commissioner Jackson made a motion to approve two proclamations. Commissioner Stamper seconded. Proclamation recognizing November 17, 2018,as National Adoption Day. Commissioner Stamper read the proclamation into the record. Assistant Court Administrator Paula Willey discussed adoption and foster care.Commissioner Stamper shared his personal stories about adoption. Proclamation recognizing Nov. 11,2018,as Veterans Day. Danette York, Director of Public Health and Social Services, read the proclamation into the record. Veterans employed by Lewis County then introduced themselves. Motion passed 3-D. 1 PUBLIC COMMENT Commissioner Fund noted that two people had mistakenly signed the wrong public comment form and that the BOCC would let them speak. Amber Ferrano of Centralia said she had concerns about the animal shelter, including cleaning at the cattery as well as euthanasia procedures. Nancy Laszinski of Centralia asked for the county to create a suggestion box to better involve the community. NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 18-324. Commissioner Jackson seconded. Resolution 18-324: Notice of Hearing for proposed 2019 Annual Construction Program (ACP)and Six- Year Transportation Improvement Program (TIP)for the years 2019-2024.The hearing will begin at or after 10 a.m. Monday, Nov. 19, 2018, in the Commissioners' Hearing Room. Josh Metcalf, Director of Public Works, read the resolution into the record. Motion passed 3-0. CONSENT ITEMS Commissioner Jackson made a motion to approve minutes from the October 29,2018, meeting as well as Resolution 18-325. Commissioner Stamper seconded. Resolution 18-325:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 806127- 806348,totaling$1,280,878.24. She noted a skip in sequence for warrants 806066-806126, which were issued on behalf of Special Purpose Districts. Motion passed 3-0. 2 DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 18-326 through 18-329. Commissioner Jackson seconded. Resolution 18-326:Approve a resolution establishing the Program for Public Information (PPI). Lee Napier, Director of Community Development,spoke to the resolution. She discussed the coordinated effort to guide the county's efforts with information about flood hazards and flood protection. Resolution 18-327:Approve a resolution providing for the issuance and sale of a$279,000 principal amount water revenue bond to pay a portion of the costs of the Vader-Enchanted Valley reservoir construction project. Betsy Dillin,Senior Utility Engineer,spoke to the resolution. She said it replaces Resolution 18-265 regarding a bond to pay a portion of the costs of the Vader-Enchanted Valley reservoir construction project. Resolution 18-328: List the bids received and contractor selected for the purchase of six pursuit-rated vehicles. Tim Murphy, Fleet Services Manager, spoke to the resolution. He said I-5 Dodge submitted the winning bid of$158,954.67 and that Awesome Ford had submitted a bid of$161,037.87. Undersheriff Wes Rethwill said the Sheriff's Office logged more than a million miles the previous year and is in desperate need of replacement vehicles. Commissioner Stamper asked what maintenance savings are realized as the Sheriff's Office replaces vehicles earlier. Resolution 18-329:Approve the renewal of an annual contract with Pacific Northwest Forensic Pathologists for autopsy services. Lewis County Coroner Warren McLeod spoke to the resolution. He said the agency will provide one pathologist. Motion passed 3-0. 3 HEARING Resolution 18-330: Approve a franchise to McDaniel Telephone Company,dba TDS Telecom,to construct,operate and maintain telecommunications facilities in Lewis County rights of way. Commissioner Fund introduced the hearing. Martin Roy, Interim Real Estate Services Manager,gave the staff report. He said McDaniel Telephone Company services the Onalaska,Salkum and Mossyrock areas and that the proposed five-year nonexclusive franchise replaces one that is expiring. Commissioner Fund asked if there were any questions.There were none. Commissioner Fund then closed the question-and-answer portion of the hearing. Martin asked that his previous comments be adopted into the record. Commissioner Fund asked if anyone wanted to speak for or against the resolution. No one spoke. Commissioner Fund closed the hearing. Commissioner Jackson made a motion to approve Resolution 18-330. Commissioner Stamper seconded. Motion passed 3-0. GOOD OF THE ORDER Commissioner Jackson thanked Steve Mansfield and Public Works for their work on the previous week's flood meeting. Commissioner Fund discussed her visit to the Mossyrock clinic. She said mental health issues are a challenge to rural areas such as Mossyrock. PRESS CONFERENCE No questions from the press. Ron Averill of Centralia discussed activities planned locally in honor of Veterans Day. He also discussed changes to the new charts for river gauge readings. Commissioner Fund discussed a weekend trip to Seattle with two Rosie the Riveters.She urged locals to reach out to the Timberland Regional Library regarding the Veterans History Project through the Library of Congress,which offers free oral history recordings for those involved with World War II. 4 ADJOURNMENT The BOCC Business Meeting adjourned at 10:53 a.m.,with the next Business Meeting scheduled for 10 a.m. Monday, November 19, 2018, in the Commissioners' Hearing Room (Room 223).
