November 19, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Judy Bell of Centralia said she has concerns about the county reappointing Hal Blanton to the
Timberland Regional Library (TRL) Board of Trustees. She expressed disgust with TRL for its lack of
transparency regarding its proposed closure of local libraries.
Peggy Barth of Centralia also expressed concern regarding Hal Blanton's reappointment to TRL's Board
of Trustees.
Amber Ferrano of Centralia discussed concerns regarding cats at the animal shelter.
Danette York, Director of Public Health and Social Services, said she will review the federal law Amber
discussed regarding cat entrapments. She said Twila Collins of The Cat's Meow has agreed to help
control the population of the feral cat colony in question.
PRESENTATION
Commissioner Stamper made a motion to approve a Proclamation recognizing November 2018 as
Family Caregivers Month. Commissioner Jackson seconded.
Proclamation recognizing November 2018 as Family Caregivers Month.
Lynn Ford, a member of the Lewis Thurston County Area Agency on Aging Advisory Council, read the
proclamation into the record. Lynn provided statistics regarding local family caregivers.
Motion passed 3-0.

NOTICE ITEM
Commissioner Jackson made a motion to approve Resolution 18-331. Commissioner Stamper
seconded.
Resolution 18-331: Notice of public hearings to take public comment on the Lewis County Budget and
to set property taxes for 2019.The public hearings will take place at or after 10 a.m. Monday, Dec. 3,
in the Commissioners' Hearing Room.
County Manager Erik Martin spoke to the resolution. He said the notice will be published in The
Chronicle and The East County Journal. He said an informational meeting regarding the budget is
scheduled for later in the day.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the November 5,2018, meeting as
well as Resolution 18-332. Commissioner Jackson seconded.
Resolution 18-332:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered
806412-806928 and 806988-807148 and direct disbursements numbered 57-65, 69, 70, 77, 85, 86, 94,
103-106(totaling$1,282,683.97) were issued the week of Nov. 2. She said payroll/benefit warrants
numbered 793099-793167 and Automatic Deposits 1-592 (totaling$3,572,075.07) were issued Nov. 5.
She noted a skip in sequence for warrants 806349-806411 and 806929 -806987,which were issued on
behalf of Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Jackson made a motion to approve Resolutions 18-333 through 18-343. Commissioner
Stamper seconded.
Resolution 18-333:Set the time, date and place of the tax foreclosure sale date.The sale will take
place online at www.bid4assets.com from 8 a.m. to 5 p.m.Jan. 24,2019.
Laura Rider of the Treasurer's Office spoke to the resolution. She said the sale will take place online.

Resolution 18-334:Adjust the Real Estate Services Agent wage on the Non-Represented salary grid
(13-Step"M" Grid).
Archie Smith, Human Resources Administrator,spoke to the resolution. He said the request is to
reclassify the salary for the real estate services agent position.
Resolution 18-335:Approve a contract between the Lewis County Coroner's Office and Brown and
Sticklin Mortuaries for decedent removals.
Commissioner Fund spoke to the resolution.
Resolution 18-336: Reappoint Leslie Myers to the Planning Commission.
Lee Napier, Director of Community Development, spoke to the resolution.
Resolution 18-337:Approve the Board of County Commissioners(BOCC)Chair to sign the Applicant
Resolution/Authorization and Funding Board Project Agreement between Lewis County and the
Recreation and Conservation Office(RCO)for the Cowlitz River Public Access Point project.
Josh Metcalf, Director of Public Works, spoke to the resolution. He said the resolution authorizes the
signing of the agreement.
Resolution 18-338:Approve Public Works Director Josh Metcalf as Applicant Agent and Administrative
Assistant/Grants Administrator Robin Saline as the Alternate Applicant Agent/Contact for open,
federally declared disasters and any future disasters that may occur between Nov. 1,2018, and Dec.
31, 2019.
Josh Metcalf, Director of Public Works,spoke to the resolution.
Resolution 18-339: Extend the end date on the Vader Water Fund 420 Cash-Flow Loan.
Josh Metcalf, Director of Public Works,spoke to the resolution. He said the resolution extends the
current expense cash flow to Dec. 31, 2020.
Resolution 18-340:Approve the proposed Lewis County Sheriff's Office Fee Schedule change.
Special Services Chief Dusty Breen of the Lewis County Sheriff's Office spoke to the resolution. He said
the resolution would change fees effective Jan. 1, 2019, and would automatically adopt any fee changes
by the state or the Federal Bureau of Investigation thereafter.

Resolution 18-341: Reappoint Hal Blanton to the Timberland Regional Library Board of Trustees.
Commissioner Fund spoke to the resolution. Commissioner Stamper said he has spoken to Hal Blanton
regarding Timberland Regional Library's Board of Trustees and the group's proposal to shut down
libraries.Commissioner Stamper said he has confidence in Hal Blanton and supports Hal's
reappointment to the Board of Trustees. Commissioner Fund voiced her support for Hal Blanton as a
member of TRL's Board of Trustees. Commissioner Fund said the BOCC will meet with the TRL at 3 p.m.
Dec. 17. She said the TRL also has a meeting scheduled for Nov. 28.
Resolution 18-342: Appoint PUD Manager Chris Roden to the Lodging Tax Advisory Committee.
Commissioner Stamper spoke to the resolution.
Resolution 18-343: Set budgets at department level in Current Expense and fund level for other funds.
County Manager Erik Martin spoke to the resolution.
Motion passed 3-0.
HEARING
Resolution 18-344:Adopt the 2019-2024 Six-Year Transportation Improvement Program (TIP) and
2019 Annual Construction Project(ACP).
Commissioner Fund introduced the hearing.
County Engineer Tim Fife and Transportation Planner Mike Kroll gave the staff report.Tim said the plan
is fiscally constrained. He said the plan includes a list of unfunded projects that could be tackled should
funding become available.Tim said the plan information is available online.
Commissioner Fund asked if there were any questions.
Ron Averill of Centralia asked what the major projects would be.
Tim said major projects include the following: countywide bridge/road bank protection,which includes
Pleasant Valley and Stowell roads; culvert replacement program, which includes Jackson Highway,
Middle Fork and Pigeon Springs roads; countywide 3R program, which includes Swofford trail; FEMA
projects, which include Silverbrook Road; and miscellaneous safety projects, which include Borst
Avenue.
Commissioner Fund then closed the question-and-answer portion of the hearing.
Tim Fife and Mike Kroll asked that their previous comments be adopted into the record.
Commissioner Fund asked if anyone wanted to speak for or against the resolution. No one spoke.

Commissioner Fund dosed the hearing and asked for a motion.
Commissioner Stamper made a motion to approve Resolution 18-344. Commissioner Jackson
seconded.
Motion passed 3-0.
GOOD OF THE ORDER
Port Commissioner Peter Lahmann discussed the Toledo library, which includes a TRL kiosk for which
TRL receives$200,000 in taxes.
PRESS CONFERENCE
No questions from the press.
Commissioner Fund said 72 percent of Lewis County voters participated in the recent election. She said
44 percent of the ballots received had been dropped off at area ballot boxes.
Ron Averill of Centralia discussed the unfunded mandate to provide drop boxes.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:55 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, November 26, 2018, in the Commissioners' Hearing Room (Room 223).
