OF LEWIS COUNTY, WASHINGTON
IN RE:
Establishing the Lewis County Dangerous )
Animal Designation (DAD) Board and ) RESOLUTION No. 18- 351
appointing five members
WHEREAS, the Lewis County BOCC desires to establish a Dangerous Animal
Designation Board to enhance public participation in the dangerous animal designation
process according to Lewis County Code, Chapter 6.05 Animals; AND
WHEREAS, the members of the DAD Board will examine information presented
and make a determination whether the notification and actions taken by county staff
were proper, and whether a particular animal is a dangerous animal; AND
WHEREAS, membership on the DAD Board will be for three-year terms and
consist of five members effective from date approved through December 31, 2021; AND
WHEREAS, the following are appointed to be on the DAD Board: Elsista
Ridings, Charles R. Snipes, April Hoyt, Craig Burke, and Kevin T. Nelson; AND
WHEREAS, it is in the public's best interest to establish a new DAD Board;
NOW, THEREFORE BE IT RESOLVED by the BOCC that the Lewis County
DAD Board is established and Elsista Ridings, Charles R. Snipes, April Hoyt, Craig
Bunke, and Kevin T. Nelson are appointed as members of said Board effective
November 26, 2018 through December 31,II 2021.

Description
LCPHSS staff trained in animal behavior and Lewis County Codes investigates when they receive a dangerous
animal complaint. If the investigator determines a dangerous situation meets the defmitions as outlined in local
code, the animal's owner is issued a notification to appear for a hearing. These initial hearings have been done
by a designated county Hearings Officer. Going forward, the DAD Board will conduct the hearings.
The five-member board consisting of Elsista Ridings, Charles Snipes,April Hoyt, Craig Bunke, and Kevin
Nelson will be appointed to the DAD Board. These members will examine information presented by LCPHSS
and the animal owner and make a determination whether the notification and actions taken by county staff were
proper according to Lewis County Code, specifically "Chapter 6.05 Animals".
This designation hearing is the step in the process between notification and registration of a dangerous animal or
potential seizure of the animal(s) in question. Hearings may be conducted with as few as three of five board
members present which would constitute a quorum.
