Business Meeting minutes
November 26, 2018
Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper

Commissioner Fund called the meeting to order at 10:01 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
NOTICE ITEM
Commissioner Stamper made a motion to approve Resolution 18-345. Commissioner Jackson
seconded.
Resolution 18-345: Notice of hearing regarding the necessary acquisition of additional right of way for
North Fork Road in Chehalis.The hearing will begin at or after 10 a.m. Monday, Dec. 17,2018, in the
Commissioners' Hearing Room.
Josh Metcalf, Director of Public Works, spoke to the resolution. He said the realignment project has
been part of the Six-Year Transportation Improvement Plan. He said the commissioners on Nov. 6, 2018,
approved acquisition of the additional right of way under eminent domain. He said the county is at an
impasse with several property owners.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the November 19, 2018, meeting as
well as Resolution 18-346. Commissioner Stamper seconded.
Resolution 18-346:Approval of warrants/claims against the various county departments.

Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 807265-
807378,totaling$266,171.75, were issued the week of Nov. 16 and that draw/benefit warrants
numbered 793168-793405, totaling$273,362, were approved Nov. 20.
She noted a skip in sequence for warrants 807149-807264, which were issued on behalf of Special
Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 18-347 through 18-354. Commissioner
Jackson seconded.
Resolution 18-347:Approve an agreement between Lewis County and the Washington State Military
Department for the 18SHSP Homeland Security Program Grant.
Steve Mansfield, Director of Emergency Services, spoke to the resolution. He said the $26,040 grant will
be used to maintain remote-controlled ham radios.
Resolution 18-348:Approve an agreement between Lewis County and the Washington State Military
Department for the 2018-19 Emergency Management Performance Grant.
Steve Mansfield, Director of Emergency Services, spoke to the resolution. He said the $43,500 grant will
be used for equipment, Lewis County Alert, etc.
Resolution 18-349:Adopt a Categorized Schedule of Fees effective Jan. 1, 2019.
Lee Napier, Director of Community Development, spoke to the resolution. She said the schedule of fees
includes fees for Community Development, Public Works and Public Health and Social Services. Danette
York,Director of Health and Social Services, said pet adoption fees have increased because spay and
neuter fees have increased.
Resolution 18-350: Nuisance abatement of foreclosed and abandoned residential property under RCW
7.100.
Danette York, Director of Health and Social Services,spoke to the resolution. She said the resolution
will allow the county to inspect mid-foreclosure properties to determine whether the property is a
nuisance property.

Resolution 18-351: Establish the Lewis County Dangerous Animal Designation (DAD) Board and
appoint five members.
Danette York, Director of Health and Social Services,spoke to the resolution. She said the Dangerous
Animal Designation Board will be have members and that three members will create a quorum.
Resolution 18-352:Approve contract amendment D between Lewis County and the Housing Resource
Center to add funding and to extend the contract for Housing and Essential Needs.
Danette York, Director of Health and Social Services, spoke to the resolution. She said the resolution
will add $190,000, making the contract total$832,274.99, and that it will extend the contract through
June 30, 2019.
Resolution 18-353:Approve a salary adjustment for non-represented employees beginning Jan. 1,
2019.
Becky Butler, Budget Services Manager, spoke to the resolution. She said the 2019 salary grid reflects a
1 percent increase over the previous year's total.
Resolution 18-354:Approve medical rates to be paid by Lewis County for non-union employees
beginning Jan. 1, 2019.

increase.
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Jackson said he attended a birthday celebration for former Sheriff Logan.
Commissioner Fund invited the group to the 11 a.m. Saturday Santa Parade.
Peter Lahmann invited the audience to a planning event planned for later in the day regarding the
museum's upcoming Armistice Day exhibit.
PRESS CONFERENCE
Susan DeLaire of the East County Journal asked for clarification about the additional fees for registered
dogs, specifically whether adoptees receive registration paperwork for purebred registered dogs.

Danette York said people can adopt registered animals and that paperwork for those animals can be
transferred to the adoptive parents.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:22 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, December 3, 2018, in the Commissioners' Hearing Room (Room 223).
