Commissioner Fund called the meeting to order at 10:02 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
None.
EMPLOYEE RECOGNITION
Commissioner Fund, Commissioner Jackson and Community Development Director Lee Napier honored
and thanked Cheryl McGee for her 25 years of service.
NOTICE ITEM
Commissioner Jackson made a motion to approve Resolution 18-355. Commissioner Fund seconded.
Resolution 18-355: Notice of Hearing for the 4th 2018 Budget Amendment for Current Expense and
Other Funds.The hearing will begin at or after 10 a.m. Monday, Dec. 17,2018, in the Commissioners'
Hearing Room.
County Manager Erik Martin spoke to the notice. He said the notice will be published in The Chronicle on
Dec.4 and 11. He previewed the proposed changes reflected in the upcoming amendment. Erik said the
amendment will increase expenditures for all funds in the amount of$1,778,984—with increased
revenue in the amount of$1,111,410—resulting in a $667,574 use of fund balance. Erik said the Current
Expense portion of the budget amendment reflects a $581,542 increase in expenditures, a $74,752
increase in revenue and a $506,790 use of reserves.
Motion passed 2-0.

CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the November 26, 2018, meeting as
well as Resolution 18-356. Commissioner Fund seconded.
Resolution 18-356: Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 807379-807644,
totaling$908,671.12,were issued the week of Nov. 23. She noted that no warrants for Special Purpose
Districts had been issued.
Motion passed 2-0.
DELIBERATION ITEMS
Commissioner Jackson made a motion to approve Resolutions 18-357 through 18-360. Commissioner
Fund seconded.
Resolution 18-357: Establish Noxious Weed Control Fund 1120 pursuant to Ordinance 1295 and LCC
3.55.060.
Chief accountant Suzette Smith, representing the Auditor's Office, spoke to the resolution. She said the
funds collected will be restricted for noxious weed control.
Resolution 18-358:Approve a Title VI Non-Discrimination Agreement between Lewis County and
Washington State Department of Transportation (WSDOT) and authorizing signatures thereon.
Tim Fife, County Engineer, spoke to the resolution. He said the resolution should read that it is for year
2018, not 2016.
Resolution 18-359: Initiate county road construction projects and assign County Road Project(CRP)
numbers.
Tim Fife, County Engineer, spoke to the resolution. He said two new projects are being added to the
2018 CRP.
Resolution 18-360: Reappoint James Marden, Melanie Wirkkala, Larry Mason and Marie Shankle as
regular members to the Veterans'Advisory Board (VAB)through June 30, 2020.

Danette York, Director of Public Health and Social Services, spoke to the resolution. She said the
resolution would leave vacant one alternate position and that someone has expressed interest in
applying for the vacant position.
Motion passed 2-0.
HEARINGS
Resolution 18-361: Adopt the 2019 Budget.
Commissioner Fund introduced the hearing.
County Manager Erik Martin and Budget Services Manager Becky Butler gave the staff report. Erik said
the board held more than 40 open public meetings regarding the budget in addition to an evening
informational meeting. Erik thanked electeds, department heads, members of the Citizens Budget
Committee and Becky Butler for their work on the budget. Erik said notice of the hearing was published
Nov. 22, 24 and 27 in The Chronicle and Nov. 28 in the East County Journal. Erik said the final budget
sets General Fund (Current Expense) revenue at$35,800,623 and expenditures at$39,470,957. He said
the budget for the General Fund is balanced using$3,670,334 in fund balance. Based on the budget, Erik
said, the 2019 ending fund balance is estimated to be $5.9 million. He stressed that the numbers are
projections and that the county budgets conservatively.
Becky noted that the additional$50,000 for the Lewis County Seniors, as approved by the
commissioners on Nov. 27, will be addressed Dec. 17.
Commissioner Fund asked if there were any questions.There were none.
Commissioner Fund then closed the question-and-answer portion of the hearing.
Erik and Becky asked that their previous comments be adopted into the record.
Commissioner Fund asked if anyone wanted to speak for or against the resolution.
Ron Averill of Centralia thanked the commissioners for approving additional funding for the Lewis
County Seniors. He discussed the difficulties commissioners face as they try to balance the budget.
Commissioner Fund agreed and said unfunded mandates such as indigent defense—coupled with new
rules that limit fees that can be assessed on criminals— hamper the county's budget efforts. She noted
that WSAC is so concerned about the outside forces affecting the counties in the state that it is looking
at litigation.
Becky Butler discussed the difference between budget projections and actuals. She noted that the
county budgets conservatively and that the actual use of fund balance often is lower than projected.
Commissioner Fund said the county is open to ideas that will help fill the county's coffers.
Commissioner Fund closed the hearing.

Citizens Budget Committee member Bill Marshall noted that four counties out of the state's 39 counties
appear to rule the show for the entire state.
Commissioner-elect Gary Stamper of Mossyrock thanked the Citizens Budget Committee for its efforts.
He noted that Erik Martin's efforts to develop a strategic plan will help steer the county in the right
direction financially.
Commissioner Jackson made a motion to approve Resolution 18-361. Commissioner Fund seconded.
Motion passed 2-0.
Resolution 18-362: Establish the 2019 Property Tax budget and Levy for both Current Expense and
Road Fund.
Commissioner Fund introduced the hearing.
County Manager Erik Martin gave the staff report. Erik noted that the rates can only be increased by 1
percent over the previous year or by the Implicit Price Deflator(IPD), whichever amount is less. Erik said
the year's IPD was greater than 2 percent, so the county increased rates by 1 percent. He noted that
there is no road levy shift planned for 2019. He said the resolution sets the levy for the General Fund at
$$608,779.59 and Roads at$$927,824.89.
Commissioner Fund asked if there were any questions.There were none.

Ron Averill of Centralia said he regretted shifting funds from the Road levy during his time as a county
commissioner.
Commissioner Fund closed the hearing.
Commissioner Jackson made a motion to approve Resolution 18-362. Commissioner Fund seconded.
Motion passed 2-0.
GOOD OF THE ORDER
Commissioner Jackson discussed a recent civics presentation he gave to middle schoolers.
Lewis County Historical Society Peter Lahmann invited the audience to three events: the Centralia
Lighted Tractor Parade at 6 p.m. Dec. 8, the Authors' Afternoon at 2 p.m. Dec. 15 and the Centralia
Armistice Day committee meeting at 5 p.m. Dec. 17.

Ron Averill said the Lewis County Seniors will hold its annual meeting at 6 p.m. Thursday, Dec. 6.
Bill Marshall discussed the newly created Young Marines Unit.
PRESS CONFERENCE
Commissioner Jackson said he is saddened, disappointed and a little more than concerned about the
actions of the Lewis Mountain Highway Transit. He said he had no knowledge that LEWIS Mountain
Highway Transit had changed its views about its future. He said LEWIS Mountain Highway Transit had an
ethical obligation to alert Twin Transit and the Lewis County Board of County Commissioners about the
change in its circumstances but didn't. He invited the public to join Twin Transit's special meeting
planned for Dec. 13.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:54 a.m., with the next Business Meeting scheduled for
10 a.m. Monday, December 10, 2018, in the Commissioners' Hearing Room (Room 223).
