2019-01-07 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes January 7,2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rachel Hunt Commissioner Jackson called the meeting to order at 10:01 a m , determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT Bob Bozarth, Chehalis, submitted a letter to the BOCC Mr Bozarth expanded further on this letter regarding the Department of Fish &Wildlife Commissioner Stamper asked about his communications with Rep Walsh from the 19th District, who is interested introducing legislation establishing a governing board Amie Smith,Water District 2 Onalaska, gave an update on the state of the district in relation to District 5 As of October 22nd, Water District 2 has only received the deed showing proof of ownership of District 5, which is only one facet of the three terms Commissioner Stamper asked specifically what she was meaning by stating ethical issues She continued by stating there are still issues with Mr Fox being a lien holder and commissioner representing the District Commissioner Jackson stated she was over her allotted three minutes for public comment PRESENTATION Commissioner Stamper made a motion to approve a Proclamation recognizing January 9, 2019, as Law Enforcement Appreciation Day Commissioner Fund seconded Proclamation recognizing January 9, 2019, as Law Enforcement Appreciation Day Brian Carter, Lewis County Chaplaincy Services, read several comments recognizing law enforcement into the record He also added information about an auction to raise money for the Lewis County Chaplaincy Services The auction will be January 19th at 5:00 p m at the Centralia Christian School Commissioner Jackson read the proclamation into the record Sheriff Snaza, Lewis County Sheriff's Office, thanked the group for the recognition Motion passed 3-0 1 NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-001 through 19-003. Commissioner Stamper seconded Resolution 19-001. Notice of Hearing for Ordinance 1297,which would revise Chapter 17 12 ("Public Participation Program")of Lewis County Code. The hearing will begin at or after 10 a.m Jan. 28 in the Commissioners' Hearing Room Lee Napier, Community Development Director, spoke to the resolution She said this ordinance will revise Lewis County Code She said it has been vetted by the Planning Commission and it is their recommendation to the Board of County Commissioners Resolution 19-002. Notice of Hearing for Ordinance 1300,which renews the moratorium on certain building permits within the boundaries of Water-Sewer#5 The hearing will begin at or after 10 a m Jan 28, 2019, in the Commissioners' Hearing Room. Lee Napier,Community Development Director,spoke to the resolution Commissioner Stamper added there has been a lot of work and communication since the moratorium was enacted He also expressed concerns about Water District 445 revenue isn't coming in because of the current moratorium Resolution 19-003. Notice of Hearing for the 5th 2018 Budget Amendment for Current Expense and other funds. The hearing will begin at or after 10 a.m.Jan. 28, 2019 in the Commissioners' Hearing room Erik Martin, County Manager, spoke to the resolution He said the notice applies to all the funds, including the general fund, and reflects a revenue and expenditure increase of$7,000 Motion passed 3-0. CONSENT ITEMS Commissioner Stamper made a motion to approve minutes from the December 17,2018, meeting as well as Resolution 18-374. Commissioner Fund seconded Resolution 19-004. Approval of warrants/claims against the various county departments Suzette Smith, representing the Auditor's Office, said warrants numbered 808225-808433, totaling $1,365,687 90, were issued the week of Dec 7 Draw payments on December 20, 2018, were also approved in the amount of$279,096. Motion passed 3-0 2 DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-005 through 19-009. Commissioner Stamper seconded Resolution 19-005 Approve of the establishment of 2019 county road construction projects by County Forces. Josh Metcalf, Director of Public Works, spoke to the resolution He discussed the statutory requirement to outline these projects Commissioner Fund asked him to expand on the Paths &Trails projects Resolution 19-006.Approve of the proposed acquisition of additional right of way for Borst Avenue in Centralia Martin Roy, Real Estate Services Manager, spoke to the resolution He said this project is item number eight on the County's six-year improvement plan The County will be acquiring the right of way for the City of Centralia portion of the project, he said Resolution 19-007 Approve a contract between the Washington State Health Care Authority(HCA) and Lewis County Danette York, Director of Public Health and Social Services,spoke to the resolution She discussed how the contract allows the Public Health and Social Services Department to participate in the Medicaid Administration Claiming Program Resolution 19-008 Approve awarding Document Recording Fee funds (2163)to local agencies Danette York, Director of Public Health and Social Services, spoke to the resolution She said the funds for this are housing dollars, which are earmarked from the document recording fees She said a committee made up of community members and Health Department staff has decided to award $435,744 to five local providers Danette added today's approval is the initial approval for Health Department staff to work with each provider to draft a contract and scope of work, which the BOCC will approve individually at a later date Resolution 19-009. Reappoint William 'Bill'Teitzel to the Lewis County Historical Society Board of Directors. Commissioner Edna Fund spoke to the resolution She mentioned an appreciation for the work Bill Teitzel continues to do with the Historical Society 3 Ordinance 1300. Renew the moratorium upon certain building permits within the boundaries of Water-Sewer District 5. Lee Napier,Community Development Director,spoke to the resolution She mentioned the public hearing will be at the end of the month Motion passed 3-0.
