WHEREAS, Lewis County was awarded a Hazard Mitigation Grant Program (HMGP)
grant from the Federal Emergency Management Agency (FEMA) to fund the Silverbrook Road
Improvement Project, CRP 2184, in east Lewis County, and
WHEREAS, pursuant to 44 CFR Part 9 12, FEMA gives early notice under Executive
Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection since this action
is located in or affects the floodplain or may affect wetlands, and
WHEREAS, Lewis County will accept written comments in order to consider and evaluate
alternatives and the environmental impacts of the proposed action
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners
(BOCC) desires to issue a public notice the Silverbrook Road Improvement project, CRP 2184,
is located in or affects the floodplain of the Cowlitz River or may affect wetlands, and the Clerk
of the BOCC is hereby instructed to proceed with all necessary notifications, postings and
publications

INITIAL PUBLIC NOTICE
Lewis County Public Works has applied for Hazard Mitigation Grant Program (HMGP)
DR 4242-4243 grant funding from the Federal Emergency Management Agency (FEMA)
to fund the Silverbrook Road Improvements Project in east Lewis County near Randle,
with matching funds provided by the Lewis County Public Works Department Pursuant
to 44 CFR Part 9 12,FEMA gives early notice under Executive Order(EO) 11988,
Floodplain Management or EO 11990, Wetland Protection; since this action is located in
or affects the floodplain or may affect wetlands
The project site is located m or affects the floodplain of the Cowlitz River The purpose
of the project is to ensure this sole detour route for US Highway 12 in the Randle—
Packwood area is a safe and viable alternative for all vehicles traveling west to east
during flood events The proposed action includes raising an approximate 1,200 foot
segment of Silverbrook Road from MP 1 24 to 1 47 to 1-foot above the 100 year flood
elevation.
Comments concerning the proposed action will be accepted from the affected public,
local, state and federal agencies; and other interested parties m order to consider and
evaluate alternatives and the environmental impacts of the proposed action Comments
