Commissioner Jackson called the meeting to order at 10.04 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Bob Bozarth of Chehalis discussed the formation of a wildlife congress He said the group is asking for a
letter of support The commissioners said they would review his submission Bob said he and Rep Walsh
are trying to create local control regarding Fish and Wildlife He said the proposed entity would have
representatives from all 39 counties as well as the tribes and that the Fish and Wildlife director would
answer to that group
Scott Bannister of Yelm, representing the Three Percent of Washington, said he has tweaked the
verbiage of his proposed ordinance He submitted the new copy
Portland resident Sean Bell of RES Americas said the EIS is nearly complete He said the process
continues to move forward at the federal level Sean said he would like to invite the commissioners and
area fire chiefs to perform site visits He said RES Americas would like to work with Centralia College to
develop wind energy programs, as well as other alternative energy programs Sean said $57 million in
deposits are due by the end of the month
NOTICE ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-033 through 19-035 Commissioner
Fund seconded
Resolution 19-033 Call for sealed bids for the Pigeon Springs Road Culvert Replacement(Frase Creek),
CMP 1515 Bids are due to the Clerk of the Board by 11 a m Tuesday, Feb 26, 2019
Josh Metcalf, Director of Public Works, spoke to the resolution He said the project includes a 300-foot
channel realignment as well as installation of a 20-foot wide fish passage structure He said bids will be
opened Feb 26 Josh said outside funding will be available for the project

Resolution 19-034• Public notice that the Silverbrook Road Improvement project, CRP 2184, is located
in or affects the floodplain of the Cowlitz River or may affect wetlands
Josh Metcalf, Director of Public Works, spoke to the resolution He said the project includes raising an
approximately 1,200 foot section of the road out of the floodplain so the road can be used as a detour
Resolution 19-035• Call for bids for the official newspaper, which will publish all of Lewis County's
legal and other official notices for one year beginning July 1,2019 Bids are due to the Clerk of the
Board by 3 p.m March 14, 2019
Rieva Lester, Clerk of the Board, spoke to the resolution She said bids for the newspaper of record are
dueby3pm March14
Motion passed 3-0
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the January 28,2019, meeting as well as
Resolution 19-036 Commissioner Stamper seconded
Resolution 19-036.Approval of warrants/claims against various departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 809947
810101 and direct disbursements numbered 526, 528, 539-541, 543 545, 558 and 583 595, totaling
$498,189 49, were issued the week of Jan 25
She noted a skip in sequence for warrants 809888 through 809946, which were issued on behalf of
Special Purpose Districts
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Stamper made a motion to approve Resolutions 19-037 through 19-040. Commissioner
Fund seconded.
Resolution 19-037•Approve an interlocal agreement between Lewis County and Pe Ell regarding work
by county crews and authorizing signatures thereon
Josh Metcalf, Director of Public Works, spoke to the resolution He said RCW allows the county to
perform work for the town of Pe Ell He said Pe Ell secured a TIB grant for chip-seal work He said the

project total is$75,919 23, which includes$72,304.03 for labor, materials and equipment, and
$3,615 20 to cover administrative fees
Resolution 19-038•Amend a contract between State of Washington Recreation Conservation Office
(RCO)and Lewis County for a cost change to Project Number 17-1420R (Middle Fork Road MP 7 07)
Josh Metcalf, Director of Public Works,spoke to the resolution He said the contract is being amended
to increase the contract by$491,993, increasing the project total to$1,016,993. He said the fish barrier
project is fully funded with no match required
Resolution 19-039• Approve infrastructure access and support agreements between Lewis County
Information Technology Services Department and the emergency response services of Centralia PD,
Chehalis PD, Morton PD; Napavine PD,Toledo PD, Pe Ell PD, Winlock PD, Fire Districts 1,2, 3, 5, 6,8,
13, 14, 15, 20 and 48, and Riverside Fire Authority
Steve Wohld, Director of Information Technology Services, spoke to the resolution He said the county
offers infrastructure and support for area emergency response agencies' mobile and office computers
Resolution 19-040 Appoint Charlene Woodring to the Lewis-Thurston-Mason Area Agency on Aging
(LMTAAA)Advisory Council effective immediately for a term to expire Dec. 31, 2020.
Commissioner Stamper spoke to the resolution He said the LMTAAA does a lot of good work He and
Commissioner Fund said Charlene will be a good fit with the group
Motion passed 3-0
HEARINGS
Ordinance 1298• Consider changes to the management of Urban Growth Areas for cities and towns in
Lewis County under Lewis County Code 17.15.
Commissioner Jackson introduced the hearing
Senior Long-range Planner Fred Evander and Community Development Director Lee Napier gave the
staff report
Fred said the proposed ordinance will change the processes regarding regulations in the Urban Growth
Areas (UGAs)throughout unincorporated Lewis County He said it will streamline those processes from
nine different approaches to the following three

• UGAs would be entirely regulated by the county until the areas are annexed
• County standards would be used for everything except city zoning requirements
• The county would have interlocal agreements with the communities through which the cities
would regulate the Urban Growth Areas
Lee said the proposed changes will improve efficiencies She said the change was a collaborative effort
between the county and the cities
Commissioner Fund discussed proposed annexations
Commissioner Jackson asked if there were any questions There were none
Commissioner Jackson then closed the question-and-answer portion of the hearing
Fred and Lee asked that their previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution

Commissioner Fund made a motion to approve Ordinance 1298 Commissioner Stamper seconded
Motion passed 3-0
Ordinance 1299. Repeal Lewis County Code 17 35,the historic Critical Areas Ordinance
Commissioner Jackson introduced the hearing
Senior Long-range Planner Fred Evander gave the staff report Fred said Lewis County retained Lewis
County Code (LCC) 17 35 when it adopted LCC 17 35 A With the adoption of Lewis County's Voluntary
Stewardship Program (VSP), he said,the management of critical areas in agricultural lands is no longer
handled under Lewis County regulations, meaning the provisions of the historic Chapter 17 35 are no
longer applicable
Commissioner Jackson asked if there were any questions
Commissioner Jackson then closed the question and answer portion of the hearing
Fred asked that his previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution
Ron Averill of Centralia, representing the Farm Bureau, noted that Lewis County opted into the VSP He
noted that the VSP is directly related to how farms can be kept viable while protecting resources He
discussed worked with the Conservation Commission

Commissioner Fund made a motion to approve Ordinance 1299 Commissioner Stamper seconded
Commissioner Fund praised Community Development for its work to streamline processes
Motion passed 3-0
GOOD OF THE ORDER
Commissioner Fund discussed a recent Timberland Regional Library open house in Randle She said area
schoolkids attended and talked about the importance of the library Commissioner Stamper echoed her
sentiments about the importance of libraries in the rural areas Commissioner Fund said TRL would hold
an open house in Packwood Feb 5
Bob Guenther commended Public Works for its quick response to the report of dangerous tree He also
expressed support for the area's rural libraries
Ron Averill said the Republican Club will meet Feb 5
PRESS CONFERENCE
There were no questions from the press
Commissioner Fund reminded the group that there are vacancies on the Public Facilities District (PFD),
Lodging Tax Advisory Committee (LTAC) and Fair Advisory Commission She noted that applications are
due Feb 7
ADJOURNMENT
The BOCC Business Meeting adjourned at 10 52 a m , with the next Business Meeting scheduled for
10 a m Monday, February 11, 2019, in the Commissioners' Hearing Room (Room 223)
