Commissioner Jackson called the meeting to order at 10:02 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Lee Grose of Packwood discussed the recent snowstorm He said there was a severe communications
problem Lee praised the efforts of the local fire department for the fire chief's response Commissioner
Stamper said Emergency Services Director Steve Mansfield likely would meet with the Packwood
HIGH IMPACT COMMUNITY GRANT AWARDS
Kat Santana of Pac Mountain presented a High Impact Community Grant award totaling$22,000 to
Pinchot Partners and a High Impact Community Grant award totaling$3,000 to White Pass School
District Kat described the Career Connect project, from which the High Impact grant funding comes
White Pass High School Principal Chris Schumaker and Discovery Team Coordinator Debbie Layman
thanked Pac Mountain for its support and discussed the projects the grant funding supports
Jess Martin, Bob Guenther and Fred Norman of Pinchot Partners thanked Pac Mountain for its efforts
and described the various science, technology, engineering and mathematics (STEM) projects supported
by the funding
NOTICE ITEMS
Commissioner Fund made a motion to approve Resolutions 19-046 through 19-049 Commissioner
Stamper seconded
Resolution 19-046• Request for Proposals(RFP)for Geotechnical PS&E Engineering Services for the
Centralia Alpha Road Improvements Project(MP 10 60—11.85),County Road Project 2084 Proposals
are due to Lewis County Public Works by 5 p m Friday, March 15, 2019.

Josh Metcalf, Director of Public Works, spoke to the resolution He said the Centralia Alpha project will
include a permanent repair to an existing slide
Resolution 19-047 Notice of Hearing for a 2018 Budget Amendment for Current Expense and Other
Funds The hearing will begin at or after 10 a m Monday, March 4, 2019, in the Commissioners'
Hearing Room
Budget Services Manager Becky Butler spoke to the resolution She said the notice reflects an increase
of more than $10,000 for the Coroner's 2018 budget
Resolution 19-048• Notice of Hearing for Ordinance 1295A,which will clarify the intended
administration of the county Noxious Weed Assessment The hearing will begin at or after 10 a m
Monday, March 11, 2019, in the Commissioners' Hearing Room
Chief Criminal Deputy Prosecuting Attorney Eric Eisenberg spoke to the resolution He said notice of
the hearing will be printed in The Chronicle and East County Journal He noted that he and Bill Wamsley
will remain after the day's meeting to discuss the matter with any members of the public who may have
questions or concerns
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the February 11,2019 meeting as
well as Resolution 19-049 Commissioner Fund seconded
Resolution 19-049 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 810597
through 810857 and 810926 through 811121, as well as direct disbursements numbered 245-246, 504,
507 508 and 548-550, were issued the week of Feb 11 for payments totaling$3,070,305.43 She said
draw/benefit warrants numbered 794109 794347,totaling$278,540, also were approved Suzette
noted a skip in sequence for warrants 810558 810596 and 810858 810925, which were issued on behalf
of Special Purpose Districts

DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-050 through 19-060. Commissioner
Stamper seconded.
Resolution 19-050• Approve an agreement with Cascade Pacific Action Alliance for Medication
Assisted Treatment
Chief Chris Sweet of the Lewis County Sheriff's Office spoke to the resolution He thanked the Health
Department, Becky Butler, Naphcare and his department for their efforts to secure the funding He said
Cascade Pacific Action Alliance will provide $79,900 for a demonstration project to identify and treat
opiate-dependent inmates He said a partnership with Metrics will help inmates continue treatment
following their release
Resolution 19-051 Accept an Amendment to the Naphcare contract for Medication Assisted
Treatment(MAT)
Lewis County Sheriff's Office Chief Chris Sweet spoke to the resolution He said roughly$30,000 of the
amount discussed in Resolution 19-050 will be used for the Naphcare contract
Resolution 19-052• Approve the Public Works Director to review, negotiate, administer and sign lease
agreements at the Ed Carlson Memorial-South Lewis County Airport
Josh Metcalf, Director of Public Works, spoke to the resolution Josh noted that the Airport
management moved from Community Development to Public Works at the beginning of the year
Resolution 19-053 List the bids received and contractors selected for the 2019 Rock Proposal
Josh Metcalf, Director of Public Works, spoke to the resolution He said Sterling Breen was selected for
three bid items, totaling$46,405.21, while Black Lake Resources was selected for the remaining 12
items, totaling$152,995 73
Resolution 19-054• Appoint Larry B Mason to the Lewis County Airport System Advisory Board
Josh Metcalf, Director of Public Works, spoke to the resolution He said Larry Mason will replace Sandy
Floe for a term ending Dec 31, 2022
Resolution 19-055 Approve the Board of County Commissioners(BOCC) Chair to sign the Project
Agreement between Lewis County and the Recreation and Conservation Office(RCO)for the Wendling
Road MP 0 106(Lost Creek) -Site ID 021 (25510) (00106) project

project for which design work will begin in 2019 and construction work will begin in 2020
Resolution 19-056• The proposed acquisition of additional right of way for the Stover Road turnaround
project
Josh Metcalf, Director of Public Works,spoke to the resolution He said the project on Stover Road in
Packwood requires additional right of way from one property owner

Resolution 19-057 Appoint Katie Gift to the Southwest Washington Fair Advisory Commission
Commissioner Fund and Fair Manager Tamara Hayes spoke to the resolution
Commissioner Stamper returned at 10.44 a m
Resolution 19-058 Appoint Diana Morgan and Dean Croshaw to the Lodging Tax Advisory Committee
(LTAC)
Commissioner Fund and Commissioner Stamper spoke to the resolution Commissioner Fund
introduced Diana Morgan of the Morgan Arts Centre, ARTrails, Gallery 505 and Vision Toledo Diana
Morgan described the various activities and outreach efforts her groups are involved in
Commissioner Stamper discussed Dean Croshaw'sappointment He discussed the need to promote all of
Lewis County
Resolution 19-059. Appoint Tom Crowson to the Board of Directors of the Lewis County Public
Facilities District(PFD)
Commissioner Fund spoke to the resolution Tom Crowson of Chehalis said he was on the group that
formed the PFD board in 2008 He said he is pleased with the PFD's efforts and looks forward to serving
on the board
Resolution 19-060 Approve Amendment No 1 to the Great Rivers Behavioral Health Organization
(GRBHO) interlocal agreement and approve GRBHO's limited liability company operating agreement
Chief Criminal Deputy Prosecuting Attorney Eric Eisenberg spoke to the resolution He said GRBHO was
formed three years ago and that the group planned to eventually become an LLC Eric said the
prosecutors from the five counties GRBHO represents have been working to ensure the counties have
input on services in the future

GOOD OF THE ORDER
Commissioner Stamper discussed his attendance at the recent EDC banquet and the recent Onalaska
Alliance dinner Commissioner Stamper praised the Discovery Team's efforts Commissioner Stamper
said a large corporation is looking to expand in Lewis County, creating 350 jobs
Commissioner Fund discussed the EDC's upcoming"Smart Tank" event
Ron Averill of Centralia echoed Commissioner Stamper's praise of the Discovery Team program in
Packwood Ron thanked the commissioners for appointed Tom Crowson to the PFD He discussed the
PFD's bond as well as the services the PFD provides Ron also discussed the Farm Bureau's concern
regarding the H2A and HPA programs, and he discussed the Farm Bureau's efforts regarding the VSP
program and efforts to develop a grain terminal
Peter Lahmann thanked Pac Mountain for its efforts He invited the public to an Armistice Day meeting
later in the day as well as a 6 p m Feb 28 event celebrating the opening of the Historical Museum's
Tramp Exhibit on hobos Peter said an open house for the Vietnam Boats will be held from 10 a m to 2
p m May 4 Peter discussed the need to create apprenticeship programs in the region.
