Commissioner Jackson called the meeting to order at 1001 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the February 25,2019, meeting as
well as Resolution 19-061 Commissioner Fund seconded.
Resolution 19-061•Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 811142
through 811172 and 811180 through 811338, as well as direct disbursements numbered 533, 534, 627,
629 through 635, 643 through 650, 657, 658 through 662, 677 and 679 through 682, were issued the
week of Feb 22 for payments totaling$486,123 71 She noted a skip in sequence for warrants 811122
through 811141 and 811173 through 811179, which were issued on behalf of Special Purpose Districts
Motion passed 3-0
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-062 through 19-063 Commissioner
Stamper seconded
Resolution 19-062.Set the Armed Security Officer wage

Archie Smith, Human Resources Administrator, spoke to the resolution He said there has been a
request for armed security and that resolution sets the salary at $25 per hour, for a maximum expense
of$40,000, paid for by Superior Court
Resolution 19-063.Authorize legal defense and indemnity regarding Lewis County Sheriff personnel
and their marital communities
Wayne Whiton, Risk and Safety Administrator, spoke to the resolution He said the defense and
indemnification was prompted by a recent lawsuit. Chief Criminal Deputy Eric Eisenberg of the Lewis
County Prosecuting Attorney's Office noted that it is not unusual for a tort claim to name the people the
claimant performed the wrong-doing as well as their spouses
Motion passed 3-0.
HEARING
Resolution 19-064 Hearing for the 6th 2018 Budget Amendment for Current Expense and other funds
Commissioner Jackson introduced the hearing
County Manager Erik Martin and Budget Services Manager Becky Butler gave the staff report
Erik said notice of the hearing was published in the Chronicle on Feb 26 and that the notice indicated
there were increases in the amount of$10,146
Commissioner Jackson asked if there were any questions There were none
Commissioner Jackson closed the question-and answer portion of the hearing
Erik and Becky asked that their previous comments be adopted into the record
Commissioner Jackson asked if anyone wanted to speak for or against the resolution
No one spoke
Commissioner Jackson closed the hearing
Commissioner Fund made a motion to approve Resolution 19-064. Commissioner Fund seconded
Motion passed 3-0.
GOOD OF THE ORDER
Commissioner Jackson discussed his attendance at the United Way's recent "navigator" training seminar
on mental health

Commissioner Jackson, Commissioner Stamper and Commissioner Fund discussed a Pipeline Project
meeting held Feb 28 at Centralia College Commissioner Stamper said a job training center is in the
works. Peter Lahmann discussed the importance of apprenticeship opportunities He discussed the
creation of mobile educational laboratories and the introduction of vocational training
Portland resident Sean Bell of RES Americas said the wind farm's Final Environmental Impact Statement
(FEIS) has been filed and that the project has officially entered the appeal period He said the firm plans
to mobilize for an April 1 ground-breaking
Ron Averill of Centralia said the Lewis County Seniors Finance Committee recently reviewed 2018
expenses and are pleased with the results He said he'd like to continue quarterly meetings and that the
group has two new members
Commissioner Fund discussed a recent fatal officer-involved shooting
PRESS CONFERENCE
Lynnette Hoffman of the Town Crier asked Commissioner Jackson to clarify a statement he had made at
a recent Winlock City Council meeting regarding Twin Transit Commissioner Jackson said he has
reached out to the state and is working on various scenarios in which Twin Transit's proposed plan for
countywide transportation could move forward
Commissioner Fund invited the public to the Office of the Chehalis Basin's March 7 meeting
ADJOURNMENT
The BOCC Business Meeting adjourned at 1040 a m , with the next Business Meeting scheduled for
10 a m Monday, March 11, 2019, in the Commissioners' Hearing Room (Room 223)
