2019-03-11 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes March 11, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Process server Michael Tolomei of Chehalis said he was there to serve the commissioners Commissioner Jackson said the legislative meeting wasn't the proper place for that and that Michael could serve them following the meeting NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 19-065 Commissioner Fund seconded Resolution 19-065 Notice of Hearing informing the public of Community Development Block Grant General Purpose Grant opportunities.The hearing will begin at or after 10 a.m March 25, 2019, in the Commissioners' Hearing Room. Josh Metcalf, Director of Public Works,spoke to the resolution He said Lewis County would support an area fire district's efforts to secure funding for a fire station Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the March 4, 2019, meeting as well as Resolution 19-066 Commissioner Stamper seconded. Resolution 19-066 Approval of warrants/claims against the various county departments 1 Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 811,394 through 811,748 and direct disbursements 663, 678 and 685 through 691 were issued the week of March 1 for payments against the county totaling$494,920.21 She said payroll/benefit warrants numbered 794,348 through 794,415 and Automatic Deposits 1 through 582 also were approved for payments against the county totaling$3,698,062.43 Suzette noted a skip in sequence for warrants 811,339 through 811,393, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-067 and 19-068 Commissioner Fund seconded Resolution 19-067 List the bids received and contractor selected for the Pigeon Springs Rd MP 0.5 (Frase Creek)Culvert Replacement Project, CMP 1515 Josh Metcalf, Director of Public Works, spoke to the resolution He said Public Works received 14 bids which were opened Feb 26 He said C&R Tractor and Landscaping of Kelso submitted the apparent winning low bid of$891,769 19, which came in considerably lower than the engineer's estimate, and that the resolution would award the bid to C&R Resolution 19-068 Approve a local agency agreement and Federal Aid Project Prospectus between Lewis County and the Washington State Department of Transportation (WSDOT)for the Interstate Avenue Paving Project, County Road Project(CRP) 2187D Josh Metcalf, Director of Public Works, spoke to the resolution He said the project is No 4 on the county's six year Transportation Improvement Plan He said the county has a 13 5 percent match on the project and that the county is splitting the project with the city of Chehalis Motion passed 3-0. HEARING Ordinance 1295A. Hearing for Ordinance 1295A,which will clarify the intended administration of the county Noxious Weed Assessment Commissioner Jackson introduced the hearing 2 Chief Civil Deputy Prosecuting Attorney Eric Eisenberg gave the staff report Eric noted Bill Wamsley of the Weed board also was in attendance Eric said Ordinance 1295A corrects Ordinance 1295, which was approved Oct 22, 2018 He said one section of Ordinance 1295 incorrectly indicates that the assessment is for unincorporated areas of Lewis County when it should indicate that it's for both unincorporated and incorporated areas within the county Eric noted that the correct information was given verbally during the Oct 22, 2018, hearing He noted that all figures used and all correspondence regarding the assessment correctly indicated that the assessment covers both unincorporated and incorporated areas within the county Eric said Ordinance 1295A also corrects the statute cited for delinquent payments He said the effective date remains Oct 22, 2018 Commissioner Jackson asked if there were any questions There were none Commissioner Jackson then closed the question-and-answer portion of the hearing Eric Eisenberg asked that his previous comments be adopted into the record Commissioner Jackson asked if anyone wanted to speak for or against the resolution Lee Grose of Packwood said he supports weed control and hopes the funding can be used to provide grant funding to help landowners Noxious Weed Control Manager Bill Wamsley said he thinks cost-sharing can be implemented as long as it adheres to the RCWs governing the assessment He said there may be examples of mini grants and cost-sharing efforts elsewhere in the state Commissioner Fund noted that Bill discussed the topic at previous meetings Bill discussed the make-up of the Weed Board, which provides oversight of the Weed program Ron Averill of Centralia said the commissioners should ensure that the funding from the per-parcel assessment be used to help landowners Peter Lahmann of Centralia said a partnership with PacMountain could be beneficial He said summer help could be hired to help with the weed-eradication effort Commissioner Jackson closed the hearing Commissioner Fund made a motion to approve Ordinance 1295A Commissioner Stamper seconded Motion passed 3-0 GOOD OF THE ORDER Commissioner Fund noted that the indigent defense bill before the state Legislature appears to be dead She said there is an effort to rename a bridge in honor of Regina Clark before the state Legislature Commissioner Stamper discussed the recent Packwood Business Meeting as well as a scholarship auction at White Pass High School 3 PRESS CONFERENCE • No questions ADJOURNMENT The BOCC Business Meeting adjourned at 10.28 a m , with the next Business Meeting scheduled for 10 a m Monday, March 18, 2019, in the Commissioners' Hearing Room (Room 223) Please note that minutes from the BOCC Business Meeting are not verbatim A recording of the meeting may be purchased at the BOCC office,or video footage can be viewed at no charge at LewisCountyWa.gov/bocc-meetings Video footage of BOCC meetings also is aired on Comcast Channel 3 at 10 a.m.,2 p.m., 6 p.m., and 10 p.m doily Video footage also can be found on the Lewis County Commissioners'Facebook page :OARD ' COUNTY COMMISSION ,••••• LEW • COUNTY, WASH!
