Commissioner Jackson called the meeting to order at 10 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
None
BID OPENING
County Manager Erik Martin opened bids for the 2019 2020 newspaper of record He said three
publications submitted bids for legal notices of 1.20 column inches at 8-point type
• DeVaul Publishing/The East County Journal submitted a bid of$5.45 per column inch
• LaFromboise Communications/The Chronicle issued a bid of$3 10 per column inch
• The Town Crier issued a bid of$3.20 per column inch
CONSENT ITEMS
Commissioner Fund made a motion to approve minutes from the March 11, 2019, meeting as well as
Resolution 19-069 Commissioner Jackson seconded.
Resolution 19-069•Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 811777-
812083,totaling$1,093,225 68, were issued the week of March 8 She noted a skip in sequence for
warrants 811749-811776,which were issued on behalf of Special Purpose Districts
Motion passed 2-0.

DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-070 through 19-073 Commissioner
Jackson seconded
Resolution 19-070 Declaration of certain vehicles as surplus county property and notice of intent to
sell
Josh Metcalf, Director of Public Works,spoke to the resolution He said the county is selling several
vehicles in the Public Works and Sheriff's Office fleets He said the auction will take place online at
www.govdeals.com
Resolution 19-071.Approve W2RLSWFA Amendment#1 between Washington Department of Ecology
and Lewis County.
Danette York, Director of Public Health and Social Services,spoke to the resolution She said the
amendment adds$21,056 in funding from the state and $7,019 in funding from Lewis County
Resolution 19-072•Approve an agreement between Lewis County and the Department of Housing and
Urban Development(HUD)to provide funds for the McKinney Transitional Housing Program in the
amount of$151,215
Danette York, Director of Public Health and Social Services, spoke to the resolution She said the
agreement accepts funding from HUD totaling$151,215 to provide funding for the McKinney
Transitional Housing Program from May 1, 2019, to April 30, 2020
Resolution 19-073 Approve a Shared Services interlocal agreement.
Josh Metcalf, Director of Public Works, spoke to the resolution He said the previous interlocal
agreement expired in 2018 He said the agreement allows cities towns and the county to provide
services for one another when requested
Motion passed 2-0.
GOOD OF THE ORDER
Commissioner Fund noted that the state Senate would hold a hearing about renaming the
Skookumchuck Bridge in honor of fallen local soldier Regina Clark later in the day

ADJOURNMENT
The BOCC Business Meeting adjourned at 10 10 a m with the next Business Meeting scheduled for
10 a m Monday, March 25, 2019, in the Commissioners' Hearing Room (Room 223)
