2019-04-01 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes April 1, 2019 Present Commissioner Jackson, Commissioner Fund Absent Commissioner Stamper Recorder Rachel Hunt Commissioner Jackson called the meeting to order at 10:01 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Rob Reynolds of Ashford,Wash., cited several problems from the snowstorm in February He stated his cabin still does not have power Lewis County PUD said there are safety concerns currently with restoring power to the location Commissioner Jackson referred him to County Manager Erik Martin NOTICE ITEMS Commissioner Fund made a motion to approve Resolutions 19-082 through 19-083 Commissioner Jackson seconded Resolution 19-082• Request for Proposals(RFP)for Strategic Planning Services for Lewis County Erik Martin, County Manager,spoke to the resolution He said the County is issuing a request for proposals for strategic planning services The proposals must be received no later than 5 00 p m local time, April 22, 2019 Resolution 19-083 Call for bids for various new SUVs,trucks and equipment Bids are due to the Clerk of the Board by 11:00 a.m on April 16, 2019. Tim Mixer, Public Works, spoke to the resolution He outlined the call for bids, as well as, how the addition of FEMA grant funds will be utilized Motion passed 2-0. 1 CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the March 25,2019 meeting as well as Resolution 19-084. Commissioner Jackson seconded Resolution 19-084• Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants numbered 812,359 812,696 She noted a skip in sequence for warrants 812,342-812,358 which were issued on behalf of Special Purpose Districts Motion passed 2-0 DELIBERATION ITEMS Commissioner Fund made a motion to approve Resolutions 19-085 through 19-089. Commissioner Jackson seconded Resolution 19-085. Award the contract for the Historic Courthouse Masonry Restoration Project, Project#31-1803 Doug Carey, Facilities Manager, spoke to the resolution He stated they have identified several areas of the exterior of the Historic Courthouse which need to be restored Project funding will be coming from the Washington State Historic County Courthouse Rehabilitation Grant Program and Fund 310 Resolution 19-086• Authorize an application for a Community Development Block Grant(CDBG) General Purpose Grant from the Washington State Department of Commerce and assign the Director of Public Works as the Authorized Representative. Josh Metcalf, Public Works Director, spoke to the resolution. The resolution will be authorizing the use of the Community Development Block Grant (CDBG) General Purpose Grant from the Washington State Department of Commerce and assigning the Director of Public Works as the Authorized Representative The application is to request up to $750,000 to construct phase two of a fire station located in Lewis County Fire District#3, Mossyrock, WA Resolution 19-087• Extend the end date on the Vader Water Fund 420 Cash-Flow Loan Josh Metcalf, Public Works Director, spoke to the resolution Resolution 16-284 and Resolution 17 286, a cash flow loan was authorized from Current Expense Fund No 001 to Vader Water Fund 420 for up to $300,000 on an as needed basis The original term expired on December 31, 2018 It is in the public interest to extend the loan termination to December 31, 2019 2 Resolution 19-088• Set the dates for the annual budget process of Lewis County Erik Martin, County Manager, spoke to the resolution The County will be using the alternate budget dates Pursuant RCW 36.40.071 the BOCC may set dates relating to the budget process, including but not limited to the dates set in RCW 36.40.010, 36.40.050, and 36 81 130 to conform to the alternate date for the budget hearing Resolution 19-089. List the bids received and newspaper selected for Lewis County legal printing for July 1,2019,to June 30,2020 Commissioner Jackson spoke to the resolution The County will be awarding the legal printing bid to The Chronicle for the period beginning July 1, 2019, and ending June 30, 2020 Motion passed 2-0 GOOD OF THE ORDER Commissioner Fund discussed National County Government Month She discussed the history of Lewis County noting Lewis County was the first County formed in Washington Commissioner Jackson discussed Auburn University's wins and historic movement into the final four Commissioner Fund gave a brief legislative update PRESS CONFERENCE No comments from the press ADJOURNMENT The BOCC Business Meeting adjourned at 10 20 a m , with the next Business Meeting scheduled for 10 a m Monday, April 8, 2019, in the Commissioners' Hearing Room (Room 223) Please note that minutes from the BOCC Business Meeting are not verbatim A recording of the meeting may be purchased at the BOCC office, or video footage can be viewed at no charge at LewisCountyWa.gov/bocc-meetings.
