Commissioner Jackson called the meeting to order at 1001 a m , determined a quorum and then
proceeded with the flag salute
PUBLIC COMMENT
Lisa Striedinger, Friends Without Homes, provided input on a non-profit she is currently running
EMPLOYEE RECOGNITION
Treasurer Arny Davis and the Commissioners honored Vickie Roth's outstanding 40 years of service
through her employment with Lewis County
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the Apri122,2019,meeting as well as
Resolution 19-121 Commissioner Fund seconded
Resolution 19-121 Approval of warrants/claims against the various county departments
Chief accountant Suzette Smith, representing the Auditor's Office,said warrants numbered 813,358-
813,598 (241 regular warrants) issued April 19 25, 2019 are approved for a total payment against the
County in the amount of$489,413 90 She noted a skip in sequence for warrants 813,302-813,357,
which were issued on behalf of Special Purpose Districts
Motion passed 3-0
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 19-122 through 19-125 Commissioner
Stamper seconded

Resolution 19-122:The proposed acquisition of additional right of way for Jackson Highway South, MP
2 108, in Toledo
Martin Roy, Real Estate Services Manager, spoke to the resolution This resolution is for the proposed
acquisition of right of way for a culvert replacement
Resolution 19-123: Approve an interagency Memorandum of Agreement (MOA) between Lewis
County and Washington State University for 2019 WSU Extension services.
Gary Fredricks, WSU Extension Director, spoke to the resolution Gary outlined several of the programs
and services Washington State University provides within Lewis County
Resolution 19-124• Approve an interlocal agreement between Lewis County and Lewis County Water
&Sewer District#5 for reimbursable work and authorizing signatures thereon
Josh Metcalf, Public Works Director, spoke to the resolution
Commissioner Jackson asked about what kind of research has been done by Public Works to this point
Josh stated they are currently having ongoing conversations with the Water District
Commissioner Stamper asked for clarification on the scope of the agreement Josh replied the
agreement is Just straight expenses
Erik Martin, County Manager, said District#5 has not approved the agreement on their side but Erik
noted a desire to expedite the process which is why it was brought before the BOCC first
Resolution 19-125• List the bids received and contractors selected for the purchase of 14 pickup trucks
and two SUVs
Tim Murphy, Fleet Services Manager, spoke to the resolution
Tim discussed the differences in the bid processing
Commissioner Stamper asked for clarification on the vehicle warranties
Tim Murphy discussed where the money is coming from to purchase these vehicles
Motion passed 3-0.

GOOD OF THE ORDER
Commissioner Fund discussed the Vader and Packwood festivals, as well as, a taco feed in Winlock and
the Youth Fair
Commissioner Stamper discussed the President's Award provided to Van Cleve Ford in Morton for the
26th time. He also added Blanton's Market in Packwood won Retailer of the Year for 2018 2019 from the
Washington Food Industry Association Commissioner Stamper also discussed the Fly In which took
place in Toledo over the weekend
Retired Lewis County Sheriff Bill Logan added he believes moving the dispatch center out of Lewis
County would be a blunder to the safety of the County
Commissioner Jackson noted he appreciates his comments on the matter and added they are currently
gathering information but there has not been a final action taken
Peter Lahmann discussed two calendar events In Centralia on May 4th is a community clean up
Centralia Public Works will be providing gloves Also, Saturday May 4th, there will be an open house of
the Northwest Chapter of the Game Wardens of Vietnam from 10 a m -2 00 p m
PRESS CONFERENCE
Commissioner Fund added the Legislature is out of session She discussed how the Capital Budget will be
impacting Lewis County
ADJOURNMENT
The BOCC Business Meeting adjourned at 10.38 a m , with the next Business Meeting scheduled for
10 a m Monday, May 6, 2019, in the Commissioners' Hearing Room (Room 223)
