2019-05-20 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS (BOCC) Business Meeting minutes May 20, 2019 Present Commissioner Jackson, Commissioner Stamper, Commissioner Fund Recorder Rieva Lester Commissioner Jackson called the meeting to order at 10:01 a m , determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Aaron Babcock said the U.S should close overseas military operations and instead focus on opening operations facilities in the states He said the country should do away with over 18 restrictions, noting that individuals can be drafted at age 18, so voting smoking, marijuana use and other laws should reflect the same COUNTY ROAD ADMINISTRATION BOARD AWARD The commissioners presented the County Road Administration Board (CRABoard) Certificate of Good Practice to County Engineer Tim Fife Tim outlined the rules and reporting requirements necessary to receive the certificate He noted that gas tax funding would be in jeopardy if the county did not meet the requirements for the certificate PRESENTATION Commissioner Fund made a motion to approve a proclamation recognizing May 20-28,2019, as Public Works Week in Lewis County Commissioner Stamper seconded Proclamation Recognizing May 20-28,2019, as Public Works Week in Lewis County. Commissioner Jackson read the proclamation into the record County Manager Erik Martin, Public Works Director Josh Metcalf and the commissioners lauded the efforts of the Public Works staff Josh gave special accolades to his Fleet and Maintenance departments Motion passed 3-0. 1 NOTICE ITEM Commissioner Stamper made a motion to approve Resolution 19-144. Commissioner Fund seconded Resolution 19-144 Call for sealed bids for the Logan Hill Road MP 0.49 Slide Repair Project Bids are due to the Clerk of the Board by 11 a.m.Tuesday,June 11, 2019. Josh Metcalf, Director of Public Works, spoke to the resolution He said Logan Hill was damaged by slides in 2015 He said FEMA funding is available to repair the slide area and that bids for the project are due by 11 a.m June 11 Motion passed 3-0 CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the May 13,2019, meeting as well as Resolution 19-145 Commissioner Stamper seconded Resolution 19-145• Approval of warrants/claims against the various county departments Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 814202 through 814218 and 814284 through 814480 which were issued the week of May 10 for payments against the county totaling$386,881 34 Suzette noted a skip in sequence for warrants 814219 through 814283, which were issued on behalf of Special Purpose Districts Motion passed 3-0. DELIBERATION ITEMS Commissioner Stamper made a motion to approve Resolutions 19-146 through 19-153. Commissioner Fund seconded Resolution 19-146- Declare certain vehicles as surplus county property and provide notice of the intent to sell Items listed in Exhibit "A"will be sold at Ritchie Brothers Auction in Chehalis,while items in Exhibit"B"will be sold online at www govdeals.com Both auctions will begin at 8 a m June 4,2019 2 Tim Murphy, Fleet Services Manager for the Public Works Department, spoke to the resolution Tim said the surplus items were vehicles replaced in the last year He also noted that two separate auctions would take place beginning June 4 Resolution 19-147•Approve Rural Arterial Program (RAP) Project Agreement for Construction Proposals between Lewis County and the County Road Administration Board (CRAB)for two projects the Jackson Highway S Culvert Replacement Project and the Centralia Alpha Road Improvements Project Josh Metcalf, Director of Public Works, spoke to the resolution He said the Jackson Highway culver project is No 2 on the county Transportation Improvement Program (TIB) list, while the Centralia Alpha project is No 18 on the list Josh said the Jackson project will cost roughly$600,000, while the Centralia Alpha Road project will cost roughly$4.6 million Resolution 19-148• Accept a bid on timber on county-owned property located off Bear Canyon Road near Morton Martin Roy, Real Estate Services Manager, spoke to the resolution He said the county received one bid He said Rayonier Operating Company made a submitted a bid of$7,000 for timber in the right of way on county-owned property along Bear Canyon Road Resolution 19-149 Authorize application for a Community Development Block Grant(CDBG)General Purpose Planning Only Grant from the Washington State Department of Commerce and assign the Director of Public Works as the authorized representative Josh Metcalf, Director of Public Works, spoke to the resolution He said the resolution is authorizing $24,000 to conduct a condition assessment and construct an asset management database of the above ground assets owned by the Vader-Enchanted Valley Water System Resolution 19-150. Rescind and replace Resolution 18-087 regarding Public Health &Social Services' Accountability and Petty Cash Account J P Anderson, Deputy Director of Public Health and Social Services, spoke to the resolution He said the closure of the immunization clinic negates the need for the additional till that housed the petty cash Resolution 19-151. Approve a collective bargaining agreement between the Lewis County Deputies Guild—representing the Sheriff's Office Operations Bureau (Deputies)—and Lewis County for 2019-21 Daleyn Coleman, Human Resources Specialist, spoke to the resolution She said the agreement represents 3 percent increases for deputies and sergeants in 2019, 2020 and 2021 with an additional 3 increases for sergeants She said the agreement also includes verbiage about conflict resolution and addresses the so called Sapnski ruling Resolution 19-152 Reconvene the Lewis County Citizens' Commission on Salaries for Elected Officials County Manager Erik Martin spoke to the resolution He said the resolution reconvenes and moves forward the Salary Commission He said the panel will make recommendations regarding the salaries for the elected offices of the auditor, assessor, clerk, coroner, prosecuting attorney and treasurer to the BOCC He said the 10-member Lewis County Citizens' Commission on Salaries for Elected Officials will include four individuals selected to represent four specific sectors of the county business, professional personnel management, legal profession and organized labor He said the remaining six individuals will be selected via a draw Commissioner Fund noted that two elected officials asked the commissioners to review salaries Resolution 19-153 Modify restrictions on outdoor burning to allow permitted burning throughout unincorporated lands regulated by Lewis County Fire Marshal Doyle Sanford spoke to the resolution He said the resolution will lift restrictions on outdoor burning to allow permitted burning throughout unincorporated lands regulated by Lewis County Doyle said he believes 2019 will be a very dry summer He said citizens can get up-to-date information on Community Development's website He noted he also sends out press releases when burn bans are implemented or lifted.
